Book excerpt: First published in 1998, this is the second of two volumes which will be of great value to scholars and students of politics in East and Southeast Asia. A rich, readable reference tool, they offer extensive surveys of the history, structure, culture, legal context, and financing, as well as the progress, travails, and prospects, of political parties and electoral systems in 13 countries. The excellent introduction and the detailed country case studies demonstrate the wide range of political experiences in Asia. Rather than affirm the thesis of a common set of "Asian values" hostile to democracy, they show that in much of East and Southeast Asia, people want the political choice and accountability that come from free and fair electoral competition with open, effective political parties.

Book excerpt: Some fledging democracies in the world have encountered setbacks due to political parties trying to grapple with the expectations of sophisticated electorates and introducing gradual political reforms over the years. This book describes how democracy is evolving in East Asia and how it assumes different forms in different countries, with political parties adapting and evolving alongside. It has a two-fold intent. First, it contends that the existing variety of party systems in East Asia will endure and may even flourish, rather than converge as liberal democracies. Second, it highlights the seeming political durability of one party systems — unlike two-part or multi-party systems in the US and Europe — and their enduring predominance in countries such as Cambodia, China, Singapore and Vietnam.

Book excerpt: Assessing the trajectory of democratization in East Asia, this volume offers a systematic and tightly integrated analysis of party-system development in countries across the region. The authors utilize unprecedented cross-national survey data to examine the institutional structure of party systems, the range of choices these systems represent, and their connection to voting preferences. They also investigate the consequences of partisanship for citizen support of the democratic process. While revealing that party development in the region is still incomplete, the book highlights areas of progress as it explores the potential for enhanced representation.

Available in PDF, EPUB and Kindle. Book excerpt: Since the founding of the American Republic, the North and South have followed remarkably different paths of political development. Among the factors that have led to their divergence throughout much of history are differences in the levels of competition among the political parties. While the North has generally enjoyed a well-defined two-party system, the South has tended to have only weakly developed political parties—and at times no system of parties to speak of. With Why Parties Matter, John H. Aldrich and John D. Griffin make a compelling case that competition between political parties is an essential component of a democracy that is responsive to its citizens and thus able to address their concerns. Tracing the history of the parties through four eras—the Democratic-Whig party era that preceded the Civil War; the post-Reconstruction period; the Jim Crow era, when competition between the parties virtually disappeared; and the modern era—Aldrich and Griffin show how and when competition emerged between the parties and the conditions under which it succeeded and failed. In the modern era, as party competition in the South has come to be widely regarded as matching that of the North, the authors conclude by exploring the question of whether the South is poised to become a one-party system once again with the Republican party now dominant.

Book excerpt: Democratic Development in East Asia explores an important but neglected topic in the literature on democratization in East Asia: the international dimension of democratization. It presents a coherent and comprehensive analysis of the impact of external political, economic and cultural factors on China, South Korea and Taiwan's political development since World War II. The author analyzes the circumstances under which the international context affects domestic actors' choice of political institutions and actions and concentrates on a selection of key international structures and actors that make up this complex picture. Shelley also examines the international political economy, aspects of the United Nations system, diffuse cultural factors and processes, democracy movements, and a number of international non-government organizations.

Available in PDF, EPUB and Kindle. Book excerpt: Democracy is a fine political system, but an expensive economic venture. Political parties and election campaigns cost money. Where does the money come from and at what sacrifice? Issues connected with political finance are significant but often neglected aspects of the process of democratization. Funding Democratization examines how money and politics interact in emerging democracies. The contributors investigate the funding of political parties in early North America, financial uncertainties of party formation in European countries, funding of democratization in new democracies, and the influence of funding on contenders for power. They also address the nature of political competition in countries that are seeking to embrace, often for the first time, the rules of democracy. They question in what ways politicians can help make democracy affordable. The volume compares important democratizing countries, such as Russia, Brazil, South Africa, Spain, and the regions of East Asia and East/Central Europe. It also investigates the lessons that emerging democracies can learn from the history of political finance in today's more established democracies. Funding Democratization will be of interest to political scientists and specialists in international social and political development. Peter Burnell studied economics and politics at the University of Bristol before going on to complete his graduate studies with a dissertion on "The Political and Social Thought of Thomas Paine, 1737-1809," both at the University of Warwick. He is the founding joint editor of the journal Democratization and the accompanying book series Democratization Studies. Alan Ware is a professor of politics and a tutorial fellow in politics at Worcester College, Oxford University. His research interests include U.S. politics and comparative government.

This book was released on 2006-09-27 with total page 364 pages. Available in PDF, EPUB and Kindle. Book excerpt: This new collection of essays compares the development of central institutions of governance in the emerging democracies of East and South East Asia. Seven key countries are covered: Taiwan, Korea, Thailand, Singapore, Malaysia, Indonesia and the Philippines. Save for Singapore and Malaysia, all have democratized over the past decade. Because of its constitutive implications for citizen identities, democratization is arguably of even greater potential significance than the economic take-off that preceded it. But there are distinctive features that give the experience of these seven states especial relevance. First, unlike analogous western patterns, democratic transitions in Asia have been top-down in character. Second, the implementation of basic democratic forms was highly compressed in time. Third there were (and are), in most countries, no major ideological or programmatic cleavages. Thus the bases around which contending political forces might organize are not immediately clear. This may affect the outlook for partisanship and mobilization. There has been no synoptic, comparative study of these developments on a region-wide scale. This book fills the gap extremely well.

Book excerpt: How has economic development affected the process of democratization in Southeast and East Asia? the contributions in this volume represent one of the first efforts to answer this question from the vantage of the region. In this book, scholars of Southeast and East Asian politics discuss the rise and fall, or stabilization and modification, of democracy amidst socio-economic changes and class transformations in Indonesia, Malaysia, Philippines, Singapore, Thailand, Myanmar, Taiwan and South Korea. The approach taken by the contributors gives a fine balance between democratization as a consequence of socio-economic development and as a political-ideological process.
