Book excerpt: First published in 1998, this is the second of two volumes which will be of great value to scholars and students of politics in East and Southeast Asia. A rich, readable reference tool, they offer extensive surveys of the history, structure, culture, legal context, and financing, as well as the progress, travails, and prospects, of political parties and electoral systems in 13 countries. The excellent introduction and the detailed country case studies demonstrate the wide range of political experiences in Asia. Rather than affirm the thesis of a common set of "Asian values" hostile to democracy, they show that in much of East and Southeast Asia, people want the political choice and accountability that come from free and fair electoral competition with open, effective political parties.

Book excerpt: Assessing the trajectory of democratization in East Asia, this volume offers a systematic and tightly integrated analysis of party-system development in countries across the region. The authors utilize unprecedented cross-national survey data to examine the institutional structure of party systems, the range of choices these systems represent, and their connection to voting preferences. They also investigate the consequences of partisanship for citizen support of the democratic process. While revealing that party development in the region is still incomplete, the book highlights areas of progress as it explores the potential for enhanced representation.

Book excerpt: Some fledging democracies in the world have encountered setbacks due to political parties trying to grapple with the expectations of sophisticated electorates and introducing gradual political reforms over the years. This book describes how democracy is evolving in East Asia and how it assumes different forms in different countries, with political parties adapting and evolving alongside. It has a two-fold intent. First, it contends that the existing variety of party systems in East Asia will endure and may even flourish, rather than converge as liberal democracies. Second, it highlights the seeming political durability of one party systems — unlike two-part or multi-party systems in the US and Europe — and their enduring predominance in countries such as Cambodia, China, Singapore and Vietnam. Book excerpt: This new collection of essays compares the development of central institutions of governance in the emerging democracies of East and South East Asia. Seven key countries are covered: Taiwan, Korea, Thailand, Singapore, Malaysia, Indonesia and the Philippines. Save for Singapore and Malaysia, all have democratized over the past decade. Because of its constitutive implications for citizen identities, democratization is arguably of even greater potential significance than the economic take-off that preceded it. But there are distinctive features that give the experience of these seven states especial relevance. First, unlike analogous western patterns, democratic transitions in Asia have been top-down in character. Second, the implementation of basic democratic forms was highly compressed in time. Third there were (and are), in most countries, no major ideological or programmatic cleavages. Thus the bases around which contending political forces might organize are not immediately clear. This may affect the outlook for partisanship and mobilization. There has been no synoptic, comparative study of these developments on a region-wide scale. This book fills the gap extremely well.

Book excerpt: How has economic development affected the process of democratization in Southeast and East Asia? the contributions in this volume represent one of the first efforts to answer this question from the vantage of the region. In this book, scholars of Southeast and East Asian politics discuss the rise and fall, or stabilization and modification, of democracy amidst socio-economic changes and class transformations in Indonesia, Malaysia, Philippines, Singapore, Thailand, Myanmar, Taiwan and South Korea. The approach taken by the contributors gives a fine balance between democratization as a consequence of socio-economic development and as a political-ideological process.

Book excerpt: Democratic Development in East Asia explores an important but neglected topic in the literature on democratization in East Asia: the international dimension of democratization. It presents a coherent and comprehensive analysis of the impact of external political, economic and cultural factors on China, South Korea and Taiwan's political development since World War II. The author analyzes the circumstances under which the international context affects domestic actors' choice of political institutions and actions and concentrates on a selection of key international structures and actors that make up this complex picture. Shelley also examines the international political economy, aspects of the United Nations system, diffuse cultural factors and processes, democracy movements, and a number of international non-government organizations.

Available in PDF, EPUB and Kindle. Book excerpt: Democratization and state building are fundamental political processes, yet scholars cannot agree on which process should be prioritized in order to put countries on a positive path of institutional development. Where much of the existing literature on the state-democracy nexus focuses on quantitative cross-national data, this volume offers a theoretically grounded regional analysis built around in-depth qualitative case studies. The chapters examine cases of successful democratic consolidation (South Korea, Taiwan), defective democracy (Philippines, Indonesia, East Timor), and autocratic reversal (Cambodia, Thailand). The book's evidence challenges the dominant 'state first, democracy later' argument, demonstrating instead that stateness is neither a sufficient nor a necessary condition for democratic consolidation. The authors not only show that democratization can become trapped in path-dependent processes, but also that the system-level organization of informal networks plays a key role in shaping the outcome of democratic transitions.
