Book excerpt: The controversy surrounding community responses to housing for sexually violent predators When a South Carolina couple killed a registered sex offender and his wife after they moved into their neighborhood in 2013, the story exposed an extreme and relatively rare instance of violence against sex offenders. While media accounts would have us believe that vigilantes across the country lie in wait for predators who move into their neighborhoods, responses to sex offenders more often involve collective campaigns that direct outrage toward political and criminal justice systems. No community wants a sex offender in its midst, but instead of vigilantism, Monica Williams argues, citizens often leverage moral, political, and/or legal authority to keep these offenders out of local neighborhoods. The overall goal of these women - and their supporters - has been to further gender equality and equity in Rwanda. This study details which political processes could be engendered. It further illustrates why certain gender norms were adopted and adapted, whereas others were not. The study addresses issues of global governance in gender politics through such international frameworks as CEDAW, the Beijing Declaration and Platform for Action, as well as Resolution 1325. These instruments have been brought forth by a transnational women’s movement to benefit women and women’s rights across the globe. It shows how these gender norms were introduced, adapted and contested locally at a crucial time of the transformation process underway. Concerned with the interplay of domestic and international politics, it also alludes to the unique circumstances in Rwanda that have led to unprecedented levels of women’s political representation. Some of these shifts have led to a marked decrease in the visibility of work or workers. This edited collection examines situations in which technology and employment practices hide labor within the formal paid labor market, with implications for workplace activism, social policy, and law. In some cases, technological platforms, space, and temporality hide workers and sometimes obscure their tasks as well. In other situations, workers may be highly visible--indeed, the employer may rely upon the workers' aesthetics to market the branded product--but their aesthetic labor is not seen as work. In still other cases, the work occurs within a social interaction and appears as leisure--a voluntary or chosen activity--rather than as work. Cultural nationalism is a widely debated but poorly understood process. Contrary to prevailing perceptions, the Cold War may have given way to a more progressive open society, but the politicization of ethnicity hardened a more deeply entrenched cultural frame of mind. Instead of liberating an indigenous reality, Taiwanese consciousness has ironically polarized the political dead ends of reunification and independence. In the final analysis, the ethnography can serve as a paradigmatic case study for critical cultural studies. This book argues that LGBTQ perspectives are not only an inherent part of world politics but can also influence IR theory-making. LGBTQ politics have simultaneously gained international prominence in the past decade, achieving significant policy change, and provoked cultural resistance and policy pushbacks. Sexuality politics, more so than gender-based theories, arrived late on the theoretical scene in part because sexuality and gender studies initially highlighted post-structuralist thinking, which was hardly accepted in mainstream political science. This book responds to a call for a more empirically motivated but also critical scholarship on this subject. It offers comparative case-studies from regional, cultural and theoretical peripheries to identify ways of rethinking IR. Further, it aims to add to critical theory, broadening the knowledge about previously unrecognized perspectives in an accessible manner. Being aware of preoccupations with the de-queering, disciplining nature of theory establishment in the social sciences, we critically reconsider IR concepts from a particular LGBTQ vantage point and infuse them with queer thinking.
