Book Synopsis Liberal America and the Third World by : Robert A. Packenham
Download or read book Liberal America and the Third World written by Robert A. Packenham and published by Princeton University Press. This book was released on 2015-03-08 with total page 418 pages. Available in PDF, EPUB and Kindle. Book excerpt: In Europe after World War II, U.S. economic aid helped to ensure economic revival, political stability, and democracy. In the Third World, however, aid has been associated with very different tendencies: uneven political development, violence, political instability, and authoritarian rule in most countries. Despite these differing patterns of political change in Europe and the Third World, however, American conceptions of political development have remained largely constant: democracy, stability, anti-communism. Why did the objectives and theories of U.S. aid officials and social scientists remain largely the same in the face of such negative results and despite the seeming inappropriateness of their ideas in the Third World context? Robert Packenham believes that the thinking of both officials and social scientists was profoundly influenced by the "Liberal Tradition" and its view of the American historical experience. Thus, he finds that U.S. opposition to revolution in the Third World steins not only from perceptions of security needs but also from the very conceptions of development that arc held by Americans. American pessimism about the consequences of revolution is intimately related to American optimism about the political effects of economic growth. In his final chapter the author offers some suggestions for a future policy. Originally published in 1973. As well as developing a theoretically consistent measure of poverty for the research, the book also examines the relationship between bilateral foreign aid and multilateral foreign aid. A number of theoretical issues in comparative politics, international relations, US domestic institutional decision making and the development of political and economic institutions are explored.

Book Synopsis Modernizing Foreign Assistance by : The Americah Foreign Policy Council
Download or read book Modernizing Foreign Assistance written by The Americah Foreign Policy Council and published by Praeger. This book was released on 1992-08-24 with total page 166 pages. Available in PDF, EPUB and Kindle. Book excerpt: The United States' foreign assistance program has become an instrument of declining efficacy in foreign policy. The ebbing of Soviet-American competition offers an occasion to restructure U.S. foreign policy objectives and modernize those instruments most likely to support the execution of new foreign policy objectives. This book sets out to identify new approaches to the management of resources in the foreign assistance program that would permit the flexible manipulation of these resources to cope with the fast-breaking pace of international affairs. This work challenges the generally accepted view of contemporary political realities by explicating the historical roots of the current foreign assistance program and identifying a new approach to foreign assistance through changes in resource management statutory authorities and procedures. It will be of interest to professionals and scholars in foreign affairs, foreign policy, and international relations.
