The impact of the ongoing process of European integration on the post-Communist societies on the Eastern rim of the Baltic Sea is indisputable. The negotiations between the European Union and the East European candidate countries were in fact accompanied by a large scale transfer of organizational models and administrative routines designed to protect human rights and promote democracy. But European integration is just one of the challenges confronting countries, which are also engaged in state- and nation-building as well as democratic consolidation. The countries on the Western rim of the Baltic Sea have also been exposed to the increasing pressure of globalization and European integration. The three former Soviet republics of Estonia, Latvia and Lithuania have been up against yet another challenge. After almost half a century of Soviet tutelage, they now have to engage in independent state- and nation-building. Theoretically, this made Baltic democracy particularly fragile. Yet the Baltic countries have also passed this litmus test. This book may in fact be seen as a tribute to the Baltic democracy. Within those changes, reforms do not go ‘as planned’ but, as is always the case with processes of rationali- tion, have a series of unintended effects. At the same time it becomes incre- ingly clear who in this process are the winners and who are the losers, although this is still subject to fluctuation and change. This can be illustrated by two - amples from current events: Where the range of taught courses is concerned, as part of the Bologna Process the new structuring of student study paths and their organisation is aimed at unifying the European area of science to ensure a study that is equally permissive and efficient. However, it is to be deplored that the mobility of s- dents has become more restricted because of an increasing specialisation in the available study paths. Also, bachelor degrees do not meet with the anticipated high response from the labour market in all countries, so that the master’s degree is becoming more or less a ‘must’, while at the same time the number of study places on master’s courses is limited. Instead of the intended reduction in the duration of study time in comparison to the previous German ‘Magister’ and ‘Diplom’, rather a prolongation in the duration of studies has been recorded.

It was hosted by the BalticStudyNet project, which is part of the European Union's Erasmus Mundus programme for the global promotion of European higher education. In order to discuss the past, present and future of Baltic Sea Region Studies, the Berlin conference brought together about fifty government representatives and scholars from all Baltic Sea Region countries, including Russia, as well as from the United Kingdom, Switzerland, the USA, Canada, Ukraine and Kyrgyzstan. The basic idea of the Go North conference was to encourage a fundamental change of perspective - away from intra-regional and towards extra-regional and truly global approaches to the Baltic Sea Region: How is the Baltic Sea region perceived when viewed, let's say, from Australia? What, if anything, would a Chinese student find typical, extraordinary, or even unique when looking at the region? Why should a scholar from Mexico, South Africa or India wish to do research in and/or about the Baltic Sea Region? Poor surveillance, underreporting in many developing countries, frequent misdiagnosis of rabies, and an absence of coordination among all the sectors involved are likely to lead to underestimation of the scale of the disease It is clear, however, that rabies disproportionately affects poor rural communities, and particularly children. Most of the expenditure for post- exposure prophylaxis is borne by those who can least afford it. As a result of growing dog and human populations, the burden of human deaths from rabies and the economic costs will continue to escalate in the absence of concerted efforts and investment for control. Since the first WHO Expert Consultation on Rabies in 2004, WHO and its network of collaborating centres on rabies, specialized national institutions, members of the WHO Expert Advisory Panel on Rabies and partners such as the Gates Foundation, the Global Alliance for Rabies Control and the Partnership for Rabies Prevention, have been advocating the feasibility of rabies elimination regionally and globally and promoting research into sustainable cost-effective strategies. Those joint efforts have begun to break the cycle of rabies neglect, and rabies is becoming recognized as a priority for investment. This Consultation concluded that human dog-transmitted rabies is readily amenable to control, regional elimination in the medium term and even global elimination in the long term. A resolution on major neglected tropical diseases, including rabies, prepared for submission to the World Health Assembly in May 2013 aims at securing Member States' commitment to the control, elimination or eradication of these diseases.
