All rights not granted by the above license are retained by the author. Abstract: The revolution brought by sustainability is particularly noteworthy all around the world. Its wide acceptance among governments, industries and the general public affects the decision-making process, especially in policy-making. From a macro perspective, sustainability is a single vision with some uncertain form of complexity and dynamic. While from a micro perspective, it can be described as three interrelated components - economic, environmental and social aspects, whose disequilibrium can create extreme difficulties in achieving sustainability. Although green building is a viable response to the concerns of sustainability in the building industry, its slow development reflects the difficulties in the promotion of sustainable practice. Politics, as the fourth domain of sustainability, is a crucial determinant in achieving sustainability. It is capable of independently describing and regulating the complex relationship among the environmental, social and economic aspects of sustainability. This research, from a policy perspective, aims to unfold the reasons thwarting sustainable movements in the building industry. It discusses the sophisticated influence of various stakeholders and local context in the policy-making process. The concept of stakeholder theory then develops into discussions of regionalism in influencing stakeholders' campaigns, the crucial role of government, hidden interests, and changing standpoints of different stakeholders. Two green building policy-making related public engagements in Hong Kong were selected as case studies. Through analysing the interests and influential power of stakeholders as well as the response from the government in the policy-making process, this thesis unfolds the complexity, dynamism and integration involved in the stakeholder campaign. It reveals that various stakeholders prolong and complicate the politics in the process and further demonstrates that the "supply and demand" relationship in regard to resources among stakeholders determines their power in policy making. Taken as a whole, the dissent in stakeholders' opinions indicates that Hong Kong is not yet ready for a voluntary mechanism in promoting green building. Besides the influence from stakeholders, this research addresses the importance of local context, such as local political, economic, social and technological conditions, which significantly impact policy choices. A comparative analysis of the green building policies of Hong Kong and Singapore reveals the power of different policy models. It demonstrates the effect of policy instruments and the decisive role of government in promoting green building. Although no standardized policy can be universally applied, in the nascent Asian green building market, government push is crucial for any market's initial development. In brief, this research provides a new base and approach in understanding the politics during the green building policy-making process. In addition, several progressive recommendations are made to future researchers and policy-makers. Social distancing policies (SDPs), encouraging people to stay home and limit gatherings, impacted wide range of services and industries. The telecommunications infrastructure, in particular, became a spotlight in view of its critical importance to keep businesses, governments, and societies connected and running in the period of economic and social disruption. The governments acknowledged a fact that “telecommunications, internet services, broadcasting, cable services, IT and IT-enabled services (ITeS)” are the essential services. Work from Home (WFH) seemed a positive experience, however with some adverse impact on the social, behavioural and physical factors. ICEIM 2022 is a humble contribution of SPM PDEU in terms of presenting a scholarly platform wherein abundance of ideas, answers, right questions, and complementing new learning’s are expected to emerge. The conference aims at discussing and deliberating various contemporary issues and challenge in the management of energy & infrastructure. The conference showcases seven tracks, five of which are Business & Technology, Finance, Human Resource, Marketing, and Project & Operations Management. Then in view of emerging scenario, two more tracks were added namely, Business Analytics and Data Science, Strategies & Entrepreneurship Management. We do expect to receive 80–90 research papers covering various tracks of the conference. We have so far got regular research papers, industry papers, Ph.D. research papers and students’ research articles. New research directions also constitute an agenda of a conference. This conference had three plenary sessions: a) Emerging Electrical Vehicle Ecosystem: Prospects and Impediments, b) Infrastructure Development in India: Policy Perspectives and Innovative Financing Initiatives, c) Energy Sector Management: Challenges and Strategies in Industry 4.0 era. All the plenary sessions of this conference have speakers mostly from the industry. We strongly believe that this International Conference will provide ample opportunities to all participants to disseminate new research ideas with industry professionals as well as the policy-makers. It is also believed that this International Conference will initiate new thought process towards the issues and challenges faced by the energy and infrastructure and will definitely add substantially to the existing domain of knowledge. Book excerpt: In the last thirty years, China has experienced rapid economic development and urbanisation which has resulted in high levels of environmental degradation and has put considerable pressure on the country’s infrastructure and natural resources. As China commits to considerably lower the carbon intensity of its economy, this volume analyses and explains the governance of climate change mitigation responses in major Chinese cities. The book focuses specifically on two highly carbon intensive sectors, buildings and transport, in Guangzhou, Shenzhen, and Hong Kong to explore how collaborative municipal networks function in practice in Chinese cities. The authors find that effective coordination relies on the political will of local administrative elites, the political significance attached to climate change issues, the legitimate authority granted to the coordinating agency, and human and financial capitals. Collaboration is hampered by limited span of network engagement, inadequate authority of the primary network participants, insufficient input and output legitimacy of the sectoral innovations, and missing linkages across functionally segregated sectors. The book concludes that the enhanced collaboration and coordination between networks that has emerged in the process of low carbon transitions is transforming the Chinese environmental state into a more pluralistic, inclusive and legitimate one. This book will be of interest to researchers and practitioners across disciplines including Chinese studies, environmental politics and policy, urban studies, and planning and geography.
