Drawing on Surette’s model of symbolic reality, the book considers contrasting media traditions and the positioning of firearms within narrative arcs, especially the role of heroes. As arguments rage on, one issue has largely been overlooked—Americans who support gun control turn to the police as enforcers of their preferred policies, but the police themselves disproportionately support gun rights over gun control. Yet who do the police believe should get gun access? When do they pursue aggressive enforcement of gun laws? And what part does race play in all of this? Policing the Second Amendment unravels the complex relationship between the police, gun violence, and race. Rethinking the terms of the gun debate, Jennifer Carlson shows how the politics of guns cannot be understood—or changed—without considering how the racial politics of crime affect police attitudes about guns. Drawing on local and national newspapers, interviews with close to eighty police chiefs, and a rare look at gun licensing processes, Carlson explores the ways police talk about guns, and how firearms are regulated in different parts of the country. Examining how organizations such as the National Rifle Association have influenced police perspectives, she describes a troubling paradox of guns today—while color-blind laws grant civilians unprecedented rights to own, carry, and use guns, people of color face an all-too-visible system of gun criminalization. Book excerpt: Analysis of statistics from Atlanta, Baltimore, Chicago, Detroit, Houston, New York, Philadelphia, San Francisco, and Washington (DC) to study trends in firearm abuse as a first step toward developing policy alternatives. This study represents the first sustained effort to examine, from the police perspective, the problem of firearm abuse by using police records. Some intriguing information has been developed. For example, a significant finding emerges from an examination of samples of firearms confiscated in ten cities. Data show the frequency with which higher-priced, well-known brands of handguns appear in the samples of firearms believed to be involved in murder, robbery, assault and other felonies. This evidence clearly indicates that the belief that so-called Saturday night specials (inexpensive handguns) are used to commit the great majority of these felonies is misleading and counterproductive and can confuse the police administrator in confronting the problem of firearm abuse. The variations in firearm confiscation rates among the ten cities studied in this report suggest that police policy and procedures in these cities should be studied further so that police efforts to confiscate illegally possessed firearms can be improved.

Prior to standardization which occurred within police departments in the 1930's, officers were usually expected to furnish their equipment, including weapons and ammunition. Two factors, a high-degree of accuracy in the .38 S & W special revolver cartridge and the convenience of police exchanging a standard ammunition, led to the adoption of the S & W .38 by most large departments. However, researchers since 1900 have presented evidence that this accepted police handgun cartridge should be reevaluated in terms of effectiveness. Professor Bristow offers a review of some of that research in this collection of agency evaluations, factory ballistic test reports, excerpted government documents, and other materials which present alternatives to the .38 special as the standard police handgun. Wound ballistics, considerations of velocity and shock, and technical concerns over accuracy versus recoil are detailed in both descriptive and statistical terms. The pros and cons of high-velocity expanding bullets are presented, as are the implications of using large caliber revolvers and semi-automatic pistols. These subjects are also discussed in the context of such larger problems as the cost-risk of change and community relations versus officer protection. For public authorities to make reasonable decisions on these matters, they must take into account facts about the relationship between guns and violence as well as conflicting constitutional claims and divided public opinion. In performing these tasks, legislators need adequate data and research to judge both the effects of firearms on violence and the effects of different violence control policies. Readers of the research literature on firearms may sometimes find themselves unable to distinguish scholarship from advocacy. Given the importance of this issue, there is a pressing need for a clear and unbiased assessment of the existing portfolio of data and research. Firearms and Violence uses conventional standards of science to examine three major themes - firearms and violence, the quality of research, and the quality of data available. The book assesses the strengths and limitations of current databases, examining current research studies on firearm use and the efforts to reduce unjustified firearm use and suggests ways in which they can be improved.
