Book excerpt: This document examines and compares how policies for minority education in Great Britain and Sweden have developed over the last 25 years. The term "policy" is used here broadly and includes not only central but also regional decisions, and written documents as well as administration, interpretation, and application of policies. The research shows that during the initial stage the authorities in both countries encouraged immigration and only later realized the implications for the education systems. Both countries have emphasized the acquisition of the majority language by the minorities. In Sweden, the role of the mother tongue in education is a major issue and all children are entitled to mother tongue teaching. In Great Britain, however, the mother tongues of the minorities have normally not been included in the curriculum, although some projects have started during the last few years. Multicultural aspects of education for all children have been more emphasized in Great Britain than in Sweden. Within the devolved British education system local policy patterns have developed differently, whereas in Sweden the policy pattern is more uniform. And finally, a trend toward policies for minority education on a supernational level in Europe has been observed in the European Economic Community Directive on education of migrant workers' children. An increasing number of minority children are experiencing difficulties at school and many leave school with no formal qualifications. There are fears among many educators and policy-makers that an entire generation of alienated youth with no future prospects is being produced by western educational systems. This book analyses policy issues regarding the education of minority students in western industrialised societies and presents a number of case studies of programs that have been successful in reversing the pattern of minority students' academic failure. A central theme throughout the volume is that the causes of minority students' academic difficulties are rooted in the power relations between the dominant and subordinate groups in society. Schools have typically reflected and reinforced these power relations through strategies such as punishment of children for speaking their mother tongue at school with the result that minority students have not developed confidence in their own cultural identity or academic abilities. Reversal of minority students' school failure requires that educators set out to enable both minority students and communities to empower themselves. The presentation of case studies in which this empowerment has been successfully achieved is complemented by the perspectives of individuals and minority communities who have been involved in the struggle for educational and linguistic rights of minority children.

Popular and governmental beliefs regarding the education of these pupils have resulted in de facto language policies which largely reflect political, rather than linguistic, realities. In such a situation, it is vital to analyse the development of these policies and their implementation at the school level. This book consists of case studies of two primary schools, one in England and one in the United States, which help to illuminate how teachers and schools serving highly diverse linguistic and ethnic populations function within broader language policy directives. Special attention is given to teachers’ and administrators’ perceptions of the factors that hamper or facilitate the implementation of these initiatives. The major findings are presented in a comparative context, drawing upon theory and empirical evidence to examine the manner in which internal, social and political pressures affect policy implementation.

One major goal is to expand the intellectual exchange among researchers, policymakers, practitioners, and concerned citizens on factors influencing the achievement of poor and minority youth, specifically students in middle and high schools. Another is to encourage increased dialogue about policies and practices that can make a difference in educational opportunities and outcomes for these students. Although the chapters in this volume are not exhaustive, they represent an array of theoretical and methodological approaches that provide readers with new and diverse ways to think about issues of educational equality and opportunity in the United States. A premise that runs through each chapter is that school success is possible for poor and minority adolescents if adequate support from the school, family, and community is available. *The conceptual approach (Section I) places the research and practice on students placed at risk in a historical context and sets the stage for an important reframing of current definitions, research, policies, and practices aimed at this population. *Multiple research methodologies (Sections II and III) allow for comparisons across racial and ethnic groups as well as within groups, and contribute to different and complementary insights. Section III, "Focus on African-American Students," specifically addresses gender and social class differences among African-American adolescents. *Current reform strategies presently being implemented in schools throughout the United States are presented and discussed (Part IV).
