The turn to 'police peacekeeping' has generally been met with enthusiasm in both academic and policy circles, and is often understood to provide a more civilian instrument of intervention, better suited to mandates that increasingly emphasize protection. Rebuilding local police forces along democratic, liberal lines is seen as a prerequisite for a successful transition towards peace and stability. In this book, Lou Pingeot questions this optimistic reading of police peacekeeping, and demonstrates that the logic of policing leads to the depoliticization of conflict and the criminalization of those who are deemed to threaten not just public order but social order, authorizing violence against them in the name of law enforcement. Police Peacekeeping proposes a new way of studying peace operations that focuses not on their success or failure, but on how they allow people and ideas to circulate transnationally. It shows that peace operations act as a point of cross-fertilization for the creation and transmission of policing discourses and practices globally. In so doing, these missions contribute to (re)producing social orders that are based on the exclusion of often racialized, socio-economically marginalized populations, both 'domestically' (in countries of intervention) and 'internationally' (in troop contributing countries). The book draws on and contributes to critical understandings of police power that show that police forces were never meant to protect all equally. It also furthers our understanding of policing at a global level. Drawing on interpretive, feminist, and postcolonial methodologies that emphasize relations, processes, and situatedness, Lou Pingeot's in-depth study of UN intervention in Haiti shows how a single site can help illuminate global processes. Rather than starting from Haiti's supposed deviance from international expectations and norms, she posits that Haiti can reveal a great deal about how policing functions globally.

Book excerpt: International peacekeeping missions are a political exercise, whereby the Canadian federal government touts its support for Canadian police involvement in missions at the expense of recognizing micro level issues of Canadian police officers serving abroad. The purpose of this thesis is to identify and address Canadian police officers' pre-deployment and reintegration concerns as they relate to international peacekeeping missions. Twenty-five Canadian police officers who served on international peacekeeping operations participated in an in-person or telephone interview. Participants belonged to 11 different police agencies within the provinces of British Columbia, Alberta, Manitoba and Ontario. The topic of policing and international peacekeeping will be introduced, followed by a discussion of the Canadian federal government's "showing the flag" approach to missions. Literature that focuses on police officers' existing pre-deployment and reintegration concerns will be addressed. The chosen methodology for this thesis will then be identified, followed by the findings for this study. It is argued that, for this sample, Canadian police officers' issues continue to remain unacknowledged due to the political context in which missions are operating. Policy and practice implications of this study and training recommendations for the RCMP's International Peacekeeping Operations Branch are considered. This thesis will conclude with a discussion of the strengths and limitations of this research, recommendations for the various Canadian police agencies involvement in deployment and will provide suggestions for future research.

This development is visible through the new challenges posed to modern Peace Support Operations (PSO), intended as an umbrella definition covering different types of post-conflict peace operations, be these mandated under Chapter VI or Chapter VII of the United Nations Charter, with either peace-keeping, peace-enforcing or even peace-building goals. The aim of this volume is primarily to provide guidance, in the format of a handbook, to those deployed in the field and who are confronted with legal issues. In order to achieve this goal, the handbook is structured as follows: after this introduction, Part II addresses the general question whether law enforcement shall be a PSO task. Calibrating the use of force according to the situation on the ground requires a convergence of military and police roles: soldiers have to be able to scale down, and police officers to scale up their use of force. In practice, intervening states display widely differing abilities to demonstrate such versatility. This paper argues that these differences are shaped by how the domestic institutions of sending states mediate between demands for versatile force and their own intervention practices. It considers the use of force by Germany, Italy, the United Kingdom and the United States in three contexts of international intervention: Bosnia and Herzegovina, Kosovo and Afghanistan. The paper highlights quite different responses to security problems as varied as insurgency, terrorism, organised crime and riots. This analysis offers important lessons. Those planning and implementing international interventions should take into account differences in the use of force. At the same time, moving towards versatile force profoundly changes the characteristics of security forces and may increase their short-term risks. This difficulty points to a key message emerging from this paper: effective, sustainable support to states emerging from conflict will only be feasible if intervening states reform their own security policies and practices.
