Book excerpt: On March 12, Poland, Hungary, and the Czech Republic formally acceded to the Washington Treaty establishing NATO. NATO had invited the three countries to accede to the alliance in July 1997. In 1989, Poland, Hungary, and Czechoslovakia (which later split into the Czech Republic and Slovakia) became the first countries in central and eastern Europe to shed their old communist systems of government through a combination of revolution and reform. In varying degrees in each country, the process of transformation led to economic hardship and political fragmentation. After a prolonged period of recession, all of the central European economies have experienced sustained economic growth. Many East Central European countries have since become integrated into numerous western institutions and have sought entry as full members in NATO and the European Union. The United States has advanced relations with these countries since 1989 and established and maintained economic assistance programs for them. Since 1994, the Clinton Administration has strongly backed NATO enlargement to Poland, Hungary, and the Czech Republic. The U.S. Senate and the President ratified NATO's enlargement in April and May, 1998. Secretary of State Albright accepted the accession documents from the three countries on March 12, 1999. The United States has also expressed strong support for the eastward enlargement of the European Union.

It analyses the effectiveness of these emerging government structures at a regional and local level in terms of competencies and resources, makes comparisons with West European experiences at this level, and examines the role of external factors, especially the EU and international financial organisations, in the development of sub-national authorities in these countries.

Book excerpt: This study demonstrates that in a time of massive change characterized by the emergence of entirely new political systems and a fundamental reorganization of economic life, systematic patterns of economic conditions affecting election results at the aggregate level can in fact be identified during the first decade of post-communist elections in five post-communist countries: Russia, Poland, Hungary, Slovakia, and the Czech Republic. A variety of theoretical arguments concerning the conditions in which these effects are more or less likely to be present are also proposed and tested. Analysis is conducted using an original data set of regional level economic, demographic, and electoral indicators, and features both broadly based comparative assessments of the findings across all twenty elections as well as more focused case study analyses of pairs of individual elections.

Book excerpt: "America's New Alliesgives readers an informative and incisive analysis of the contribution that NATO's three new members will be making to enhance Euro-Atlantic security. The book provides a timely refutation to all the nay-sayers who failed to understand that NATO's enlargement greatly enhances the prospects of a secure and peaceful Europe."--Zbigniew Brzezinski, Center for Strategic and International Studies "By examining the expansion of NATO as a process of post-communist integration,America's New Alliesmakes a significant contribution to our understanding of East Central Europe's role in our common security future."--Norman M. Naimark, Stanford University America's New Alliescomprehensively analyzes the strengths and liabilities that accompany the 1999 addition of three former Soviet satellite nations--Poland, Hungary, and the Czech Republic--to the ranks of the 16-member North Atlantic Treaty Organization. This controversial enlargement of NATO formalizes the new geopolitical realities in Eastern Europe and forces the U.S. military to confront the prospect of defending these former enemies against armed attack. This round of enlargement is part of a larger restructuring of NATO underway since the end of the Cold War and tested by NATO's 1999 action in Kosovo. The current enlargement--together with the prospect of adding other countries to NATO and the unprecedented institutional challenges highlighted during the Kosovo conflict--represents a defining moment for the emerging post-Cold War security architecture and, in turn, for the long-term relationship between the United States and Europe. The issues discussed inAmerica's New Allieswill be vigorously debated for years to come.

Available in PDF, EPUB and Kindle. Book excerpt: How do transitional democracies deal with officials who have been tainted by complicity with prior governments? Should they be excluded or should they be incorporated into the new system? In Lustration and Transitional Justice, Roman David examines major institutional innovations that developed in Central Europe following the collapse of communist regimes. While the Czech Republic approved a lustration (vetting) law based on the traditional method of dismissals, Hungary and Poland devised alternative models that granted their tainted officials a second chance in exchange for truth. David classifies personnel systems as exclusive, inclusive, and reconciliatory; they are based on dismissal, exposure, and confession, respectively, and they represent three major classes of transitional justice. David argues that in addition to their immediate purposes, personnel systems carry symbolic meanings that help explain their origin and shape their effects. In their effort to purify public life, personnel systems send different ideological messages that affect trust in government and the social standing of former adversaries. Exclusive systems may establish trust at the expense of reconciliation, while inclusive and reconciliatory systems may promote both trust and reconciliation. In spite of its importance, the topic of inherited personnel has received only limited attention in research on transitional justice and democratization. Lustration and Transitional Justice is the first attempt to fill this gap. Combining insights from cultural sociology and political psychology with the analysis of original experiments, historical surveys, parliamentary debates, and interviews, the book shows how perceptions of tainted personnel affected the origin of lustration systems and how dismissal, exposure, and confession affected trust in government, reconciliation, and collective memory.
