Book excerpt: For over forty years, Cold War concerns about the threat of communism shaped the contours of refugee and asylum policy in the United States, and the majority of those admitted as refugees came from communist countries. In the post-Cold War period, a wider range of geopolitical and domestic interests influence which populations policymakers prioritize for admission. The Refugee Challenge in Post-Cold War America examines the actors and interests that have shaped refugee and asylum policy since 1989. Policymakers are now considering a wider range of populations as potentially eligible for protection: victims of civil unrest, genocide, trafficking, environmental upheaval, and gender-based discrimination, among others. Many of those granted protected status since 1989 would never have been considered for admission during the Cold War. Among the challenges of the post-Cold War era are the growing number of asylum seekers who have petitioned for protection at a port of entry and are backlogging the immigration courts. Concerns over national security have also resulted in deterrence policies that have raised important questions about the rights of refugees and the duties of nations. María Cristina García evaluates the challenges of reconciling international humanitarian obligations with domestic concerns for national security.

Available in PDF, EPUB and Kindle. Book excerpt: In the years since the US-led invasion of Iraq, over 4 million Iraqis have been forced to flee their homes, in what amounts to one of the largest people movements in modern times, far exceeding the Palestinian outflow after 1948. Despite media reports of an improved security situation in Iraq, the majority of refugees are still not prepared to return. The social, economic, political and security consequences of the Iraq refugee crisis are huge. In this rigorous and timely book, Joseph Sassoon explores the underlying trends of Iraq's refugee flow: which class, ethnic and sectarian groups have gone - and are continuing to go - where and how. Based on extensive original research, he examines the economic impact of this exodus on Iraq itself, and on the host countries of the region: Jordan, Syria and Lebanon. He analyses international policy on the refugee issue, and assesses the options for return and resettlement. The Iraqi Refugees is both the first and the definitive guide to what will come to be seen as one of the most significant issues affecting the entire Middle East.

Available in PDF, EPUB and Kindle. Book excerpt: Modern Chaldeans are an Aramaic speaking Catholic Syriac community from northern Iraq, not to be confused with the ancient Mesopotamian civilization of the same name. First identified as 'Chaldean' by the Catholic Church in the sixteenth century, this misnomer persisted, developing into a distinctive and unique identity. In modern times, the demands of assimilation in the US, together with increased hostility and sectarian violence in Iraq, gave rise to a complex and transnational identity. Faced with Islamophobia in the US, Chaldeans were at pains to emphasize a Christian identity, and appropriated the ancient, pre-Islamic history of their namesake as a means of distinction between them and other immigrants from Arab lands. In this, the first ethnographic history of the modern Chaldeans, Yasmeen Hanoosh explores these ancient-modern inflections in contemporary Chaldean identity discourses, the use of history as a collective commodity for developing and sustaining a positive community image in the present, and the use of language revival and monumental symbolism to reclaim association with Christian and pre-Christian traditions.

Book excerpt: This book examines why the United States has introduced safeguards that are designed to prevent their counterterrorism policies from causing harm to non-US citizens beyond US territory. It investigates what made US policymakers take steps to "put the gloves back on" through five case studies on the emergence of such safeguards related to the right not to be tortured, the right not to be arbitrarily detained, the right to life (in connection with targeted killing operations), the right to seek asylum (in connection with refugee resettlement), and the right to privacy (in connection with foreign mass surveillance). The book exposes two mechanisms – coercion and strategic learning – which explain why the United States has introduced what the authors refer to as "extraterritorial human rights safeguards", thus demonstrating that the emerging norm that states have human rights obligations towards foreigners beyond their borders constrains policy choices. This book will be of key interest to scholars and students of human rights, counterterrorism, US foreign policy, human rights law, and more broadly to political science and international relations.

Book excerpt: There are more than 50,000 Iraqis in Jordan, representing all walks of life and diverse religious and ethnic backgrounds. Whether fleeing generalized violence or targeted persecution, the vast majority of Iraqis in Jordan are refugees fleeing for their lives. Based on in-depth, personal interviews with Iraqis living in Jordan, the report describes how the Jordanian government turns a blind eye to people who would quality as refugees, refusing to grant them asylum or to agree to abide by a call from the UN High Commissioner for Refugees to provide them temporary protection. Consequently, many are denied any legal status and are forced to live illegally.
