Book excerpt: This report begins with proposals on three social programs that are highlighted in the discussion paper. There is a proposal for a new program of work income supplements for families with children that could be the centrepiece of the federal government's commitment to eliminating child poverty. The next chapter urges the federal, provincial and territorial governments to renegotiate the terms of the Canada Assistance Plan to ensure reasonable support for people in need, a range of social services, and an end to disincentives to work in the welfare system. The chapter on unemployment insurance looks at the two main approaches to reform outlined in the discussion paper and recommends that the federal government proceed cautiously. The following two chapters contain recommendations on economic and fiscal matters which are intimately tied to social security reform. It emphasizes the importance of creating good jobs as the key to the well-being of the millions of Canadian families and individuals who would gladly choose self-reliance to reliance on programs such as welfare and unemployment insurance. There are also proposals for coping the with cost of social security at a time when governments across the country are struggling for money and searching for ways to reduce their deficits.

Book excerpt: The conference of our European Institute for social security was held from the 16th till the 19th of October 1980 in Peruggia. As usual the theme of the Conference was the same of that of the preparatory Colloque held in Brussels in 1979: Social security reforms in Europe. The reports of that Colloque were published as Part I I of the Yearbook 1978-1980. Part I of the Yearbook 1980-1981 contains the reports presented in Peruggia. The reports are focussed on three items: The financing of social security (J.P. Launay, Jan B.M. Pierik, Jørn Henrik Petersen and Guy Perrin); The social benefits (Bernd Schulte and Sven Guldburg) and The organization of social security (A.J. Ogus, A. Berenstein and Jef van Langendonck) . The Yearbook contains also two national reports (M. Magrez and Asbj~rn Kjønstad), not available to be included in Yearbook I I 1978-1980. Finally the Yearbook contains a report from Guy Perrin on the social security problems of migrant workers and the synthesis report of Pasquale Sandulli. It's a pity that we could not include the report of Lucia Vitali, Le prestazini per inval idita nel sistema ital iano di sicurezza sociale: un anal isi economica, and the report of the Region of Umbria since there was no English or French translation available. The Institute once again wants to express its sincere gratitude to Pasquale Sandull i and his collegues for the adequate way in which they organized the conference.

In the social arena, the articles encompass the evolution of the family, benefits for the elderly, the education system, and the social implications of graffiti. The changing nature of French identity is brought to light through an analysis of the press and the debate on multiculturalism. A review of cultural issues includes the notion of leisure, the contemporary social novel, the cosmopolitan tradition in French film, and new cultural spaces. The work concludes with perceptions of France from the United States as seen through diplomatic relations and remakes of french films, and a final essay on France. The various articles include numerous bibliographic references and will be of great interest to Francophiles, academics, and students of French language and culture.

Available in PDF, EPUB and Kindle. Book excerpt: At the end of World War II, France’s greatest challenge was to repair a civil society torn asunder by Nazi occupation and total war. Recovery required the nation’s complete economic and social transformation. But just what form this “new France” should take remained the burning question at the heart of French political combat until the Algerian War ended, over a decade later. Herrick Chapman charts the course of France’s long reconstruction from 1944 to 1962, offering fresh insights into the ways the expansion of state power, intended to spearhead recovery, produced fierce controversies at home and unintended consequences abroad in France’s crumbling empire. Abetted after Liberation by a new elite of technocratic experts, the burgeoning French state infiltrated areas of economic and social life traditionally free from government intervention. Politicians and intellectuals wrestled with how to reconcile state-directed modernization with the need to renew democratic participation and bolster civil society after years spent under the Nazi and Vichy yokes. But rather than resolving the tension, the conflict between top-down technocrats and grassroots democrats became institutionalized as a way of framing the problems facing Charles de Gaulle’s Fifth Republic. Uniquely among European countries, France pursued domestic recovery while simultaneously fighting full-scale colonial wars. France’s Long Reconstruction shows how the Algerian War led to the further consolidation of state authority and cemented repressive immigration policies that now appear shortsighted and counterproductive.

The importance of the human, economic and social issues caused by the question of generations’ solidarities led the International Society of Family Law to choose this theme for its XVIth World Congress (Lyon, July 19-23rd 2011). More than 200 speakers from 50 countries studied these questions from the legal angle, but also philosophic, economic and anthropological. This work collects a part of these papers about two great issues: the child, as the center of family solidarities; and the support for elders by family. Phenomena such as increasing life expectancy, population urbanization, labor-market entry barriers, decline of traditional family patterns, mark in depth our contemporary world and involve old solidarity disappearance and new solidarity emergence, reshaping relations between generations while bringing up the problem of the fate of the most vulnerable: children, the sick, disabled, and especially elderly people. – What then is the role of families and communities in protecting these people? – What is the relationship between public and private solidarity? – What are the rights and freedoms of people placed by age, illness or disability in a dependence situation? These are the issues addressed by the authors of this book.

Book excerpt: In addition to long-term demographic trends, European social security systems face new challenges as a result of increased global competition and an international banking system focused on short-term financial gain. This report therefore explores new ways for European policy makers and institutions to make social security systems more sustainable. It investigates ways to achieve short and long-term financial viability. It also identifies key mechanisms that work to achieve social cohesion, such as greater emphasis on social rights and social dialogue. It then examines the main policy issues in sustaining major individual social security programmes, such as health care, social assistance and family benefits, pensions, unemployment and work incapacity benefits, as well as long-term care.

This book was released on 2015-05-14 with total page 247 pages. Available in PDF, EPUB and Kindle.

Available in PDF, EPUB and Kindle.
