It further, recommends the effective and strategic engagement of various actors of education in decision making whenever new reforms and policies come in education system. Specifically the study investigated the preservice teachers' ICT integration competencies; practices that can be effective in enhancing pre-service science and mathematics teachers' competency in integrating technology, pedagogy and content; as well as the impact of those practices in the development of preservice teachers' technological pedagogical content knowledge. An action research approach was employed in the study, employing the pre and post-intervention assessment of preservice teachers' knowledge on technology, pedagogy and content. Planed interventions were carried out during the study, to enable preservice teachers to identify areas of weaknesses in their technology integration competencies, and propose alternative approaches for addressing the identified weaknesses. Student questionnaire, instructor interview and observation checklist were used to collect date before, during and after intervention. Researcher's log book, digital camera and audio recorder were used in recording events and activities taking place during the study. Findings revealed that when preservice teachers engage in hands on activities such as microteaching, lesson design and the opportunity to share their ideas with peers, they easily developed their technological pedagogical content knowledge. An analysis of knowledge change after the intervention, showed a significant difference between pre-intervention and post intervention preservice teachers' knowledge of TPACK. The study found that most of education policies and reforms in Tanzania are external rather than internal influence. It was further noted that even the implementation of these policies and reforms depend entirely on donors both financially and human resources. However, it is recognized that most of support from these forces are oriented towards the quantitative improvement rather than quality enhancement. This state of affair was found to affect the quality of education delivery negatively. Challenges facing these policies and reforms were also addressed in this paper. The paper concludes that, despite the quantitative policy achievements like the student enrolment expansion, it is important for the responsible to improve the primary and secondary schools quality of education as well as to address the issues of corruption for the education allocated fund in particular.

As universal primary schooling becomes a reality, demand for secondary schools is increasing rapidly. Gaps between the educational levels of the labor force in Sub-Saharan Africa and other regions remain large. Girls are more often excluded from secondary schools than boys. Secondary schooling costs are high to both governments and households. This book explores how access to secondary education can be increased. Radical reforms are needed on low-enrollment countries to make secondary schooling more affordable and to provide more access to the majority currently excluded. The report identifies the rationale for increasing access, reviews the status of secondary education in Sub-Saharan Africa, charts the growth needed in different countries to reach different levels of participation, identifies the financial constraints on growth, and discusses the reforms needed to make improved access affordable. The experiment was laid down in split plot design with three replications, keeping plant density as main plot factor and bulb size as sub plot factor. The effects were studied by collecting data on bulb sprouting and plant performance, yield components, seed yield and seed quality parameters. Analyses of variance, mean comparison using least significant difference, correlation analysis were made using SAS computer software. Plant density significantly influenced bulb sprouting, umbel size, seed yield per 100m2and germination percentage. The largest umbel size (4.9cm) was obtained from low plant density; where as the smallest (4.4cm) from high plant density. Maximum seed yield per 100m2(1,163,446 seeds) was collected from high density while low density yielded only 416,240 seeds per 100m2. However the quality of seed in terms of germination was highest for seeds obtained from low density. The influence of bulb size was significant on plant height, number of flower stalks per plant, number seeded florets per umbel, seed per plant, seed per 100m2, seed yield (qt/ha) thousand seed weight. Plants grown from large bulbs produced plants with best height (72.3cm), highest number of flower stalks (8.5), seeded florets per umbel (368.7), seed per plant (1,539), seeds per 100m2(994,434) and seed yield in qt/ha (10.42). Seeds with best thousand seed weight (4.2g) were obtained from medium bulbs and small bulbs performed least in all aspects. Correlation analysis was made to study the relationship among plant growth, yield component, seed yield and quality parameters and their respective influence on yield and yield quality. Positive correlation existed between plant height and umbel size with seeded florets per umbel; flower stalk per plant, plant height, umbel size, seeded florets per umbel and number of seeds per floret with seed yield per plant, which was highly correlated with seed yield (qt/ha). However, further studies ought to be conducted in order to understand clearly, why bulb size and plant density interaction effect was insignificant Key words: Plant density, bulb size, bulb sprouting, plant performance, seed yield and seed quality
