It also limits the collective maximization of governmental, nonprofit, and private resources, including those resources that are available at the community level. As individuals, groups, communities, and organizations routinely struggle to recover from disasters, they are beset by a duplication of efforts, poor interorganizational coordination, the development and implementation of policies that are not shaped by local needs, and the spread of misinformation. Book excerpt: Common tenets in the field of emergency management hold that all disasters are different and all disasters hold a great deal of uncertainty. For these and many other reasons, many challenges are present when providing post-disaster assistance to victims. The Federal Emergency Management Agency (FEMA) has identified post-disaster interim housing as one of its greatest challenges. These challenges have been highlighted in recent years in the media as spectacular failures as evidenced during the recovery efforts for Hurricane Katrina. Partly in response, FEMA developed the National Disaster Housing Strategy that establishes the framework and strategic goals of providing housing to disaster victims. This strategy calls for emergency management professionals to both anticipate needs and balance a host of factors to provide quick, economical, and community-based housing solutions that meet the individual, family, and community needs while enabling recovery. The first problem is that emergency management officials need to make decisions early on without actual event data in order to provide timely interim housing options to victims. The second problem is that there is little guidance and no quantitative measures on prioritizing the many factors that these same officials need for providing interim housing. This research addressed both of these problems. To anticipate needs, a series of models were developed utilizing historical data provided by FEMA and regression analysis to produce a series of forecast models. The models developed were for the cost of a housing mission, the number of individuals applying to FEMA for assistance, the number of people eligible for housing assistance and the number of trailers FEMA will provide as interim housing. The variables analyzed and used to make the prediction were; population, wind-speed, homeownership rate, number of households, income, and poverty level. Of the four models developed, the first three demonstrated statistical significance, while the last one did not. The models were limited only to wind related hazards. These models and associated forecasts can assist federal, state, and local government officials with scoping and planning for a housing mission. In addition, the models also provide insight into how the six variables used to make the prediction can influence it. The second part of this research used a structured feedback process (Delphi) and expert opinion to develop a ranked list of the most important factors that emergency management officials should consider when conducting operational planning for a post-disaster housing mission. This portion of the research took guidance from the "National Disaster Housing Strategy" and attempted to quantify it based on the consensus opinion of a group of experts. The top three factors that were determined by the Delphi were 1) House disaster survivors as soon as possible 2) The availability of existing housing and 3) Status of infrastructure.

Book excerpt: The research aim was to examine differences in housing needs during disasters according to homeownership type by examining unmet housing needs in Texas during Hurricanes Katrina and Rita. This dissertation includes: (1) literature review regarding differences in housing needs by housing tenure normally and during disaster phases; (2) decision-making models and methods to handle incomplete tertiary data; (3) patterns of unmet housing need differing through disaster phases; and (4) factors determining likelihood of unmet housing needs for renters vs. owners before, during, and after Hurricanes Katrina−Rita. The longitudinal and logistic analyses used "real-time" reports of unmet housing needs logged in Texas' 2-1-1 dataset covering all 254 counties during 8/1-12/31/2005. First, previous research has shown that renters faced greater housing struggles than homeowners due to their limited resources in phases spanning from prior to a disaster to post-disaster recovery. Second, a systematic algorithm was developed to solve missing data problems in merging multiple tertiary datasets. This method would enhance opportunities to employ tertiary data for research and management studies, at the same time increasing the validity of the findings for more appropriate planning and policies. Third, in this study during Hurricanes Katrina and Rita, unmet housing needs were mostly financial issues for rental housing. The volume of unmet rental housing needs rose one week after each hurricane's landfall compared to homeowner's unmet needs rising in early recovery. Unmet shelter needs peaked during the immediate disaster response but extended beyond typical hurricane emergency periods. Fourth, greater affordability constraints were significantly associated with greater likelihood of rental needs prior to and during disaster emergency phases but not during recovery; however, greater affordability constraints increased the likelihood of homeowner needs only during normal phase prior to the disasters. Less availability of housing was strongly associated with greater likelihood of housing needs for both renters and homeowners. Housing quality was not associated with unmet needs when controlling for availability, affordability and disaster location. Overall, this research showed empirical evidence that policymakers need to consider developing different strategies and programs based on various types of housing needs according to homeownership type by disaster phase. The U.S. Department of Housing and Urban Development continues to explore new strategies for supporting state and local governments as they prepare and plan for disasters. In cooperation with the Federal Emergency Management Agency and the National Disaster Housing Task Force, we continue to address the temporary, interim, and permanent housing challenges that communities confront in a post-disaster environment. The content is presented in four short volumes. The first volume provides an overview of the permanent housing options, which include manufactured, modular, panelized, and site-built housing. The second volume provides a summary of the national disaster housing strategy, and describes a straightforward planning approach for estimating potential losses and expediting rebuilding. The third volume presents the House Capacity Calculator, which is an easy-to-use application that estimates required rebuilding time based on available house production capacity. The fourth volume describes the basic plant design requirements for manufactured, modular, and panelized housing.
