Book excerpt: The Analytic Sciences Corporation, under contract to the Office of Naval Research, has performed a preliminary analysis of the cost and feasibility of achieving efficient work load distribution in the shipbuilding industry through competitive allocation. This analysis has included a detailed investigation of the planning and procurement methodologies which are currently in use by the Navy and has considered the feasibility for the development of an analytic tool which would permit achievement of an efficient work load models the interaction between the shipbuilding industry and the Navy. It is anticipated that the use of a computer model will permit consideration of efficient labor utilization in the shipbuilding industry and its interaction with the Navy's budgeting, force planning, and procurement processes. It will provide decision makers with a tool permitting them to test for the predicted results of different shipbuilding decisions thereby permitting consideration of a greater range of options. The report discusses the structure of the acquisition tool, and describes in detail its major modules: the ship cost module, the yard price module, and the optimization module. The ship cost module calculates the cost to a shipyard to build a ship, goven unique ship and yard characteristics. The yard price module then calculates the price that the shipbuilder is likely to charge the Navy, based on the characteristics of the existing market. Finally, the optimization module calculates the lowest cost ship acquisition program, given the constraints specified.

Among other objectives, this report assesses the extent to which: (1) Navy ship programs deliver ships to the fleet that can be sustained as planned; (2) the Navy develops and uses effective sustainment requirements during acquisition; (3) ship programs are effectively identifying and evaluating sustainment risks in planning documents; and (4) leadership considers programs’ sustainment planning and outcomes. GAO is making one matter for Congressional consideration to enhance oversight and 11 recommendations to help DOD and Navy improve ship sustainment.

Book excerpt: The current and planned size and composition of the Navy, the rate of Navy ship procurement, and the prospective affordability of the Navy's shipbuilding plans have been oversight matters for the congressional defense committees for many years. The Navy's proposed FY2018 budget, as amended on May 24, 2017, requests the procurement of nine new ships, including one Gerald R. Ford (CVN-78) class aircraft carrier, two Virginia-class attack submarines, two DDG-51 class destroyers, two Littoral Combat Ships (LCSs), one TAO-205 class oiler, and one towing, salvage, and rescue ship. On December 15, 2016, the Navy released a new force-structure goal that calls for achieving and maintaining a fleet of 355 ships of certain types and numbers. Key points about this new 355-ship force-level goal include the following: The 355-ship force-level goal is the result of a Force Structure Assessment (FSA) conducted by the Navy in 2016. The Navy conducts an FSA every few years, as circumstances require, to determine its force-structure goal. The new 355-ship force-level goal replaces a 308-ship force-level goal that the Navy released in March 2015. The actual size of the Navy in recent years has generally been between 270 and 290 ships. The figure of 355 ships appears close to an objective of building toward a fleet of 350 ships that was announced by the Trump campaign organization during the 2016 presidential election campaign. The 355-ship goal, however, reflects the national security strategy and national military strategy that were in place in 2016 (i.e., the Obama Administration's national security strategy and national military strategy), while the Trump campaign organization's 350-ship goal appears to have a different origin. Compared to the previous 308-ship force-level goal, the new 355-ship force-level goal includes 47 additional ships, or about 15% more ships. More than 47 ships, however, would need to be added to the Navy's 30-year shipbuilding plan to achieve and maintain the Navy's 355-ship fleet, unless the Navy extends the service lives of existing ships beyond currently planned figures and/or reactivates recently retired ships: CRS estimates that 57 to 67 ships would need to be added to the Navy's FY2017 30-year (FY2017-FY2046) shipbuilding plan to achieve the Navy's 355-ship fleet and maintain it through the end of the 30-year period (i.e., through FY2046).

While GAO is making no new recommendations in this testimony, GAO has made numerous recommendations through the years to improve business cases for Navy acquisitions as well as other Department of Defense weapon acquisitions. The Department's acquisition policies largely incorporate these recommendations, but they have not been implemented on actual programs.

The present study provides continuing background analyses to refine the equation set, to improve the validity of the analytic approach, and to demonstrate the feasibility of the data requirement for the model. Background analyses were performed on: (1) The extent of planning problems which result from government furnished equipment, subcontracts and material; (2) The influence of government procurement strategy and contract form on the price and competitive relationships; and (3) The importance of commercial production and repair and conversion with a view to proper incorporation of these effects in the model for Navy planning purposes; and (4) Competition in the industry.

The Navy expects these vessels to successfully execute missions in a variety of environments through use of advanced technologies, while utilizing reduced crews and greater automation to lower costs. The Navy also expects these vessels to be constructed in quantities that sustain the industrial base and increase the number of Navy ships. There is tension inherent among the multiple objectives of the plan. For example, demanding mission requirements can result in more costly ships that cannot be built in the numbers desired for presence and shipyard workload. Requirements to reduce manning can actually demand more automation and sophistication, which can translate into higher acquisition cost. These tensions presage the potential tradeoffs that will likely have to be made. The key is to anticipate and make trade-offs early in the context of the overall shipbuilding strategy. If the Navy starts more programs than it can finish within available resources, it may be forced to make trade-offs in the future that it would not find acceptable today.

The settlement agreements with General Dynamics/Electric Boat and with Litton Industries/Ingalls in June 1978 are major steps toward the reestablishment of normal business relations. This report examines the crucial elements of these problems in detail and presents the conclusions of the study team regarding changes to the ship acquisition process that will minimize the probability of claims in the future.
