Book excerpt: Economics of Education: A Selected Annotated Bibliography is an annotated bibliography of the economics of education. The criterion of selection is a simple one: whether the country or area study contributes to fundamental generalization about the economic aspects or economic role of education. The literature on developed countries is distinguished from that dealing with the developing nations. Comprised of 12 chapters, this volume begins with a list of topics for developed countries, including the economics and politics of education; educational planning; manpower forecasting; and social mobility and reserves of talent. The same topics are addressed in the second part for developing countries. The bibliography covers topics ranging from the theory of economic growth and the role of education in social change to the problems of labor and management in economic growth; the role of education in social and economic development; the economics of public education; and the economics of human resources. This book will be of interest to economists and educators.

Available in PDF, EPUB and Kindle. Book excerpt: Finland, South Korea and the state of North Carolina in the United States are three systems that successfully have harnessed higher education in their economic development initiatives. Common to the success of all these systems is, amongst others, the link between economic and education planning, quality public schooling, high tertiary participation rates with institutional differentiation, labour market demand, cooperation and networks, and consensus about the importance of higher education for development. Linking higher education and economic development: Implications for Africa from three successful systems draws together evidence on the three systems, synthesises the key findings, and distils the implications for African countries. The project on which the book is based forms part of a larger study on Universities and Economic Development in Africa, undertaken by the Higher Education Research and Advocacy Network in Africa (HERANA). HERANA is co-ordinated by the Centre for Higher Education Transformation in South Africa.

Available in PDF, EPUB and Kindle. Book excerpt: Joel Spring investigates the role of educational policy in the evolving global economy, and the consequences of school systems around the world adapting to meet the needs of international corporations. The new global model for education addresses problems of technological change, the quick exchange of capital, and free markets; policies to resolve these problems include "lifelong learning," "learning societies," international and national accreditation of work skills; international and national standards and tests; school choice; multiculturalism; and economic nationalism. The distinctive contribution Spring makes is to offer an original interpretive framework for examining and understanding the interconnections among education, imperialism and colonialism, and the rise of the global economy. He offers a unique comparison of the educational policies of the World Bank, the United Nations, the European Union, and the Organization for Economic Development and Cooperation. Additionally, he provides and weaves together important historical and current information on education in the context of the expansion of international capitalism; much of this information, gathered from many diverse sources, is otherwise not easily available to readers of this book. In the concluding chapters of the volume, Spring presents a thoughtful analysis and a powerful argument emphasizing the importance of human rights education in a global economy. This volume is a sequel to Spring's earlier book, Education and the Rise of the Corporate State (1972), continuing the work he has been engaged in since the 1970s to describe and analyze the relationship between political, economic, and historical forces and educational policy.

Available in PDF, EPUB and Kindle. Book excerpt: Every year, the World Bank’s World Development Report (WDR) features a topic of central importance to global development. The 2018 WDR—LEARNING to Realize Education’s Promise—is the first ever devoted entirely to education. And the time is right: education has long been critical to human welfare, but it is even more so in a time of rapid economic and social change. The best way to equip children and youth for the future is to make their learning the center of all efforts to promote education. The 2018 WDR explores four main themes: First, education’s promise: education is a powerful instrument for eradicating poverty and promoting shared prosperity, but fulfilling its potential requires better policies—both within and outside the education system. Second, the need to shine a light on learning: despite gains in access to education, recent learning assessments reveal that many young people around the world, especially those who are poor or marginalized, are leaving school unequipped with even the foundational skills they need for life. At the same time, internationally comparable learning assessments show that skills in many middle-income countries lag far behind what those countries aspire to. And too often these shortcomings are hidden—so as a first step to tackling this learning crisis, it is essential to shine a light on it by assessing student learning better. Third, how to make schools work for all learners: research on areas such as brain science, pedagogical innovations, and school management has identified interventions that promote learning by ensuring that learners are prepared, teachers are both skilled and motivated, and other inputs support the teacher-learner relationship. Fourth, how to make systems work for learning: achieving learning throughout an education system requires more than just scaling up effective interventions. Countries must also overcome technical and political barriers by deploying salient metrics for mobilizing actors and tracking progress, building coalitions for learning, and taking an adaptive approach to reform.

Available in PDF, EPUB and Kindle. Book excerpt: This study examines first the particular characteristics of education, looked upon as an economic good, which necessitate a kind of planning in that social activity. Subsequently it analyzes critically the literature on the economic value of education, the different approaches to educational planning and the mathematical models proposed for this purpose. Then, a synthesis of these approaches is attempted to obtain a comprehensive estimate of the demand for education. The study elaborates further on the production and supply side of education and the input-output scheme and activity analysis models are proposed as analytical tools in drafting meaningful educational plans. Finally, data from the Berkeley campus of the University of California are used to estimate coefficients for the non-instructional human inputs in higher education.

Book excerpt: It was in a context of unprecedented economic growth that educational planning developed in the 1960s. At the time, educational planners were entrusted with orchestrating the tremendous expansion of schooling, with the aim of both universalizing education and providing national economies with the qualified manpower needed. Such rigid mandatory planning is not suited to today's world, but other forms of planning such as policy analysis, policy dialog, labor market analysis, and strategic management are still valid. The following is a complete list of reprinted essays collected for this book.
