Book excerpt: In recent years, European societies and territories have witnessed the spatial impacts of a severe financial and socio-economic crisis. This book builds on the current debate concerning how cities and urban regions and their citizens deal with the consequences of the recent financial and socio-economic crisis. Cities in Crisis examines the political and administrative implications of austerity measures applied in southern European cities. These include cuts in local public spending and the processes of privatization of local public assets, as well as issues related to the re-scaling, recentralization or decentralization of competencies. Attention is paid to the rise of new ‘austerity regimes’, the question of their legitimacy and their spatial manifestations, and in particular to the social consequences of austerity. The contributions to this book lay the foundation for recommendations on how to improve and consolidate qualified governance arrangements in order to better address rapid economic and social changes. Such recommendations are applicable to cities and urban regions both within and outside of Europe. It identifies possible approaches, tools and partnerships to tackle the effects of the crisis and to prepare European cities for future challenges.

A partir de tal necesidad, este libro toma como objeto de estudio las Reservas Naturales Urbanas (RNU's), ecosistemas importantes para las ciudades por las funciones ambientales que cumplen en los perímetros urbanos y periurbanos, y cuyo establecimiento les garantiza procesos de planificación respetuosos de las dinámicas ambientales, mitigar algunas consecuencias del cambio climático y adaptarse a este. De esta forma, en la presente obra se identifican los beneficios ambientales, económicos y sociales que la creación de RNU's representa para las ciudades latinoamericanas, con el fin de responder cuáles son las razones que permiten afirmar que estas reservas son una herramienta de planificación urbana y, adicionalmente, de mitigación del cambio climático, en el marco de agendas globales como la Agenda 2030 y la Nueva Agenda Urbana.

Book excerpt: Unlike European countries where the consolidation of town planning was based on legislative reforms, Latin America’s urbanismo mainly stemmed from urban plans for national capitals and metropolises. Austrian academic and planner Karl Brunner was hired in Chile, Colombia and Panama from the late 1920s to advise in the professional and academic domains, marking a shift from the so-called École Française d’Urbanisme (EFU) of Haussmannesque descent towards the Austrian-German Städtebau, While coordinating the municipal office and plan for Bogotá, Brunner translated his Manual de Urbanismo – the first textbook published in Latin America about the new discipline and the first to incorporate examples from local cities. Based on his 1924 course at Vienna’s National Faculty of Architecture Brunner’s Manual emphasized the ‘scientific system’ of the discipline. Brunner was the most influential figure of his time in the urban planning of the region, but has become overshadowed by Le Corbusier's and CIAM’s prevailing influence after the Second World War. Complete with a supporting introduction written by Arturo Almandoz, this volume includes the full copy of the original Manual de Urbanismo with an English translation of the synthesis.
