Book excerpt: This book develops an innovative system, in the form of an "app", that harnesses the power of the internet to predict which sorts of people will prefer which policy in ANY planning situation. It chronicles the accumulated research wisdom behind the system’s reasoning, along with several less successful approaches to policy making that have been found wanting in the past – including the myth, usually peddled by strategic planners, that it is possible to find a "best" plan which optimally satisfies everybody. The book lays out an entirely new kind of Planning Support System (PSS). It will facilitate decision-making that is far more community-sensitive than previously, and it will drastically improve the performance of anyone who needs to plan within socially-sensitive contexts – which is all of us. A standout feature of the system is its commitment to “scientific rigour”, as shown by its predicted plan scores always being graphically presented within error margins so that true statistical significance is instantly observable. Moreover, the probabilities that its predictions are correct are always shown – a refreshing change from most, if not all other Decision Support Systems (DSS) that simply expect users to accept their outputs on faith alone.

Book excerpt: This work presents a behavior planning algorithm for automated driving in urban environments with an uncertain and dynamic nature. The algorithm allows to consider the prediction uncertainty (e.g. different intentions), perception uncertainty (e.g. occlusions) as well as the uncertain interactive behavior of the other agents explicitly. Simulating the most likely future scenarios allows to find an optimal policy online that enables non-conservative planning under uncertainty.

Book excerpt: This study represents attempts dating from 1967, by nine experts on Communist economics, to forecast the performance of individual Communist countries. These predictions provide a great deal of comparable information and make experimental use of elementary econometrical techniques, which have rarely been applied to these countries before. The book also contains, as a unique feature, criticism and self-criticism of the predictions of 1967 (here reproduced unchanged) in the light of subsequent events. A most valuable by-product is the analytical comparison of planning procedures and of agricultural ownership, country by country, so that the differing progress of the reforms can be easily grasped.

Book excerpt: In this off-beat book perfect for reading aloud, a Caldecott Honor winner shares the story of a duck who rides a bike with hilarious results. One day down on the farm, Duck got a wild idea. “I bet I could ride a bike,” he thought. He waddled over to where the boy parked his bike, climbed on, and began to ride. At first, he rode slowly and he wobbled a lot, but it was fun! Duck rode past Cow and waved to her. “Hello, Cow!” said Duck. “Moo,” said Cow. But what she thought was, “A duck on a bike? That’s the silliest thing I’ve ever seen!” And so, Duck rides past Sheep, Horse, and all the other barnyard animals. Suddenly, a group of kids ride by on their bikes and run into the farmhouse, leaving the bikes outside. Now ALL the animals can ride bikes, just like Duck! Praise for Duck on a Bike “Shannon serves up a sunny blend of humor and action in this delightful tale of a Duck who spies a red bicycle one day and gets “a wild idea” . . . Add to all this the abundant opportunity for youngsters to chime in with barnyard responses (“M-o-o-o”; “Cluck! Cluck!”), and the result is one swell read-aloud, packed with freewheeling fun.” —Publishers Weekly “Grab your funny bone—Shannon . . . rides again! . . . A “quackerjack” of a terrific escapade.” —Kirkus Reviews

Book excerpt: Computer application techniques are applied to routine short-term forecasting and prediction in this classic of operations research. The text begins with a consideration of data sources and sampling intervals, progressing to discussions of time series models and probability models. An extensive overview of smoothing techniques surveys the mathematical techniques for periodically raising the estimates of coefficients in forecasting problems. Sections on forecasting and error measurement and analysis are followed by an exploration of alternatives and the applications of the forecast to specific problems, and a treatment of the handling of systems design problems ranges from observed data to decision rules. 1963 ed.

The development and extensive application of computer modelling and simulation has transformed the knowledge‐making practices of scientific fields as diverse as astro‐physics, genetics, robotics and demography. This epistemic transformation has brought with it a simultaneous heightening of political relevance and a renewal of international policy agendas, raising crucial questions about the nature and application of simulation knowledges throughout public policy. Through a diverse range of case studies, spanning over a century of theoretical and practical developments in the atmospheric and environmental sciences, this book argues that computer modelling and simulation have substantially changed scientific and cultural practices and shaped the emergence of novel ‘cultures of prediction’. Making an innovative, interdisciplinary contribution to understanding the impact of computer modelling on research practice, institutional configurations and broader cultures, this volume will be essential reading for anyone interested in the past, present and future of climate change and the environmental sciences.

Available in PDF, EPUB and Kindle. Book excerpt: This important text and reference for researchers and students in machine learning, game theory, statistics and information theory offers a comprehensive treatment of the problem of predicting individual sequences. Unlike standard statistical approaches to forecasting, prediction of individual sequences does not impose any probabilistic assumption on the data-generating mechanism. Yet, prediction algorithms can be constructed that work well for all possible sequences, in the sense that their performance is always nearly as good as the best forecasting strategy in a given reference class. The central theme is the model of prediction using expert advice, a general framework within which many related problems can be cast and discussed. Repeated game playing, adaptive data compression, sequential investment in the stock market, sequential pattern analysis, and several other problems are viewed as instances of the experts' framework and analyzed from a common nonstochastic standpoint that often reveals new and intriguing connections.

Book excerpt: A seminar on "Practical Approaches to Earthquake Prediction and Warning" was held in Tokyo and Tsukuba, Japan on November 7-11, 1983. This was the sixth seminar on earthquake prediction in the framework of the U.S.-Japan Cooperation in Science Program, a series that was initiated in 1964. The Japan Society for the Promotion of Science and the National Science Foundation of the U.S.A. sponsored the seminar. The U.S. Geological Survey gave substantial additional support by sen ding a number of scientists to the seminar. C. H. Scholz, Columbia University, and T. Rikitake, Nihon University, were the co-convenors on behalf of the U.S.A. and Japan, respectively. 23 Japanese and 23 American delegates and observers took part in the seminar. Forty papers were presented during the three days of scientific sessions at the Interna tional House of Japan, Roppongi, Tokyo, November 7-9. The other two days were spent on a field trip to Tsukuba Science City, where national laboratories engaged in earthquake prediction research and other aspects of earthquake hazard reduction have been established by several agencies of the Japanese Government. The program of the scientific sessions was organized according to the following topics: 1. The national programs of Japan and the U.S.A. 2. Theory and long-term earthquake prediction. 3. Strain and stress. 4. Observation systems. 5. Various precursors. 6. Social response, public policy and earthquake engineering.
