Book Synopsis Photonic Technology and Industrial Policy by : Ernest Sternberg

Available in PDF, EPUB and Kindle. Book excerpt: A revolutionary technological development of the late twentieth century, photonics embraces lasers, fiber optics, imaging devices, and optical applications to computing. It affects the fortunes of numerous industries and, other than conventional microelectronics, may now be the leading arena for worldwide technological rivalry. While Japan has seen its photonic industries grow faster than any other high technology sector, the United States, where much of photonics originated, has experienced a declining industrial capability in world markets. Why is the U.S. floundering in this critical new technology? Are market solutions adequate as a national response to such massive technological change? After describing the history and economic implications of photonics, this book places these questions in the context of industrial policy debates about the proper role of government in response to strategic industrial sectors. The author then assesses the U.S. public policy response by examining various government programs directed at photonics. These programs add up to an implicit government photonics policy, but one that is shortsighted, incoherent, and unplanned. Sternberg concludes that it is this failure to plan that explains United States' retrogression in a critical technology.

Book Synopsis Responding to Defense Dependence by : Erik Pages
Download or read book Responding to Defense Dependence written by Erik Pages and published by Praeger. This book was released on 1996-03-20 with total page 216 pages. Available in PDF, EPUB and Kindle. Book excerpt: The 1970s and 1980s witnessed growing concern in the United States regarding the relative decline of the American economy and, for defense planners, the military's growing dependence on foreign production of weapons' parts and subcomponents—the guts of many critical weapons systems. The period also witnessed growing interest in industrial policy as a tool for promoting U.S. international competitiveness, defense sectors proving to be particularly attractive candidates for government economic intervention. This study traces the evolution of defense dependence and the U.S. government's response to this dilemma by examining policy ideas and experiments in four defense industries—machine tools, semiconductor manufacturing, ball bearings, and high-definition television technologies—explaining successes and failures, and reviewing prospects for expansion.

Book Synopsis State of Innovation by : Fred L. Block
Download or read book State of Innovation written by Fred L. Block and published by Routledge. This book was released on 2011 with total page 374 pages. Available in PDF, EPUB and Kindle. Book excerpt: Provides an account of the depth, magnitude, and structure of the U.S. government's role in the innovation economy. A cross-disciplinary group of authors collectively document, theorize, and evaluate the decentralized set of agencies, programs, and policies at the core of the collaborative linkages between public agencies and the private industries at the forefront of the U.S. economy. The authors address issues critical to the construction of newly responsible, forward-looking public policies: how can we forge an innovation policy that is at once flexible, effective and efficient, as well as transparent and accountable? They provide insights into "where innovations come from" and what government policies support a dynamic innovation economy. They show how government programs and policies have underpinned technological innovation in the U.S. economy over the last four decades, despite the strength of "free market" political rhetoric. They explore the strengths and weaknesses of different policies and strategies for strengthening the innovative dynamics that support economic growth and competitiveness, offering a vision for designing technology policies to fit a 21st century economy. Book Synopsis Optics and Photonics by : National Research Council
Download or read book Optics and Photonics written by National Research Council and published by National Academies Press. This book was released on 2013-03-19 with total page 280 pages. Available in PDF, EPUB and Kindle. Book excerpt: Optics and photonics technologies are ubiquitous: they are responsible for the displays on smart phones and computing devices, optical fiber that carries the information in the internet, advanced precision manufacturing, enhanced defense capabilities, and a plethora of medical diagnostics tools. The opportunities arising from optics and photonics offer the potential for even greater societal impact in the next few decades, including solar power generation and new efficient lighting that could transform the nation's energy landscape and new optical capabilities that will be essential to support the continued exponential growth of the Internet. As described in the National Research Council report Optics and Photonics: Essential Technologies for our Nation, it is critical for the United States to take advantage of these emerging optical technologies for creating new industries and generating job growth. The report assesses the current state of optical science and engineering in the United States and abroad-including market trends, workforce needs, and the impact of photonics on the national economy. It identifies the technological opportunities that have arisen from recent advances in, and applications of, optical science and engineering. The report also calls for improved management of U.S. public and private research and development resources, emphasizing the need for public policy that encourages adoption of a portfolio approach to investing in the wide and diverse opportunities now available within photonics. Optics and Photonics: Essential Technologies for our Nation is a useful overview not only for policymakers, such as decision-makers at relevant Federal agencies on the current state of optics and photonics research and applications but also for individuals seeking a broad understanding of the fields of optics and photonics in many arenas.
