Book excerpt: This report summarizes the findings of the Phase II survey of the geohydrological characteristics and water quality of the water-table aquifer underlying the Industrial Area and the Flashing Ground at Alabama Army Ammunition Plant (AAAP), Childersburg, Alabama. During the period October 1979 to October 1980, an environmental survey (Phase I) of AAAP was conducted by Environmental Science and Engineering, Inc. (ESE) under contract to the U.S. Army Toxic and Hazardous Materials Agency (USATHAMA). The results of the Phase I survey reported by ESE (1981) indicated that the water-table aquifer underlying these areas was contaminated by nitroaromatic residues as a result of past industrial operations. As a consequence of the potential for contaminant migration off site, further studies were performed to more clearly define the zone of contamination and extent and direction of contaminant movement. These further studies comprise the Phase II groundwater survey.

Book excerpt: The Alabama Army Ammunition Plant (AAAP) is located in Talladega County in northeastern Alabama, approximately 4 miles north of Childersburg and 40 miles southeast of Birmingham (Fig. 1). The plant was established in 1941 as the Alabama Ordnance Works on 13,233 acres of land located near the junction of the Talladega Creek and the Coosa River. The terrain is level to rolling and largely suited to pasture and timberland, with elevations ranging from 384 to 600 feet above Mean Sea level (MSL). In 1977, a 1,354 acre parcel was sold to Kimberly Clark Corporation. Contained within this parcel were nitrocellulose and smokeless powder manufacturing areas. To allow the government to remove the equipment and decontaminate these manufacturing facilities for industrial use, a 272 acre area was leased back to the government until August ;i983 (Rockwell, 1982). This area, on which this Decision Memorandum is based, is referred to as the Leaseback Area (Fig. 2). A detailed diagram of the Leaseback Area is shown in Figure 3. An aerial photograph of the area is shown in Figure 4. Contaminated soil has been the primary source of surface and groundwater contamination. The groundwater resources below the AAAP consist of the dolomite aquifer of the Coosa Valley and a shallow, low yielding residual clay aquifer. The dolomite aauifer is the productive potable groundwater resource. The shallow aquifer is considerably less productive than its deeper counterpart. The groundwater flows in a west-northwesterly direction towards the Coosa River, and away from the 140 residences which lie within a. mile or two of the AAAP and use groundwater sources for potable water.

Book excerpt: The decontamination/cleanup of the Leaseback Area of the Alabama Army Ammunition Plant (AAAP) was conducted in three phases. During Phase I, verification tests were conducted to demonstrate the effectiveness of various decontamination and cleanup methods. Standing Operating Procedures (SOPs) required to conduct the decontamination/cleanup operations were prepared during Phase II. Actual decontamination/cleanup operations were conducted during Phase III. The decontamination/cleanup at the 272-acre Leaseback Area of AAAP consisted of decontamination of explosive/explosive residues mainly consisting of nitro-cellulose (NC) and 2,4 and 2,6 Dinitrotoluene (DNT) which had resulted from production operations at the plant. Prior to decontamination operations 21,000 cubic feet of friable asbestos, 186 POB-contaminated electrical switches, and 789 mercury-containing components were removed and disposed of according to approved Federal and State of Alabama regulations. A total of 193 buildings, 407 tanks, 445 sumps, nine miles of industrial sewer system, and many miles of process lines were decontaminated to meet established cleanness criteria so that the Leaseback Area could be released to Kimberly Clark Paper Company for industrial use. An extensive sampling, analysis, and data management program was implemented to allow certification of the effectiveness of the decontamination operations.

Book excerpt: This report presents the results of calculations by the Preliminary Pollution Limit Value (PPLV) method for 11 known or suspected soil contaminants at the Alabama Army Ammunition Plant, Childersburg, AL. These contaminants remain from World War II production activities. The results can assist Army managers in decisions involved with the disposition of the plant, now considered excess property. Specifically, soil limits are suggested for release of land to unrestricted use and land use restrictions are suggested for existing levels of soil contaminations. The pollutants of concern are: 2,4,6-trinitrotoluene; dinitrotoluenes; 2,4,6-trinitrophenylmethylnitramine; lead; 1,3,5-trinitrobenzene; nitrocellulose; 1-3-dinitrobenzene; diphenylamine; aniline; N, N-dimethylaniline; and nitrobenzene. PPLV values are computed for these substances for several possible future land use situations; subsistence agricultural (essentially unrestricted use); residential housing; apartment housing; industrial; and hunting lands. The PPLV values represent situation-specific soil levels, which based on the methodology and best-available data would be generally considered to present no hazard to humans. The method suggests that vegetable uptake of pollutants could be the pollutant transmission route which causes severest restriction of land use.

Book excerpt: ICF Kaiser Engineers (ICF) and Environmental Resournes Management (ERM) have been contracted by the U.S. Army Environmental Center (USAEC) to perform a Focused Feasibility Study (FS) for contaminated soil within the northern industrial areas of Milan Army Ammunition Plant (MAAP), Tennessee. This work is being performed under Contract No. DAAA15-91-D-0014, Task Order 2. The purpose of the Focused FS is to develop and evaluate remedial alternatives such that an appropriate remedy can be selected for the site. The MAAP Remedial Investigation (RI) performed in 1989-1991 (USAEC, 1991a) confirmed that the O-Line Ponds area, facility drainage ditches that received industrial wastewater, and manufacturing and disposal areas have been sources of groundwater contamination. One finding of the RI Report was that sufficient information was available concerning the O-Line Ponds area to proceed with a Focused FS. The O-Line Ponds area was further divided into two operable units (OUs): OUl is the groundwater immediately downgradient of the O-Line Ponds area, and OU2 is the soil, surface water, and sediment at the O-Line Ponds area. A Proposed Plan and Record of Decision (ROD) for OUl were finalized in 1992, which called for groundwater extraction, treatment, and reinjection of the treated water upgradient of the O-Line Ponds. The design of this system was completed in 1993, and construction of the system is currently underway. For 0U2, the Proposed Plan and ROD (finalized in 1993) called for the extension of the existing multi-layered cap to cover the contaminated soil around the perimeter of the existing cap. The design of the cap extension was completed in 1994, and construction will begin in late 1994.
