These investigations were conducted in June 1999, by R. Christopher Goodwin & Associates, Inc. on behalf of the U.S. Army Corps of Engineers, New Orleans District (USACE-NOD). The study was undertaken to assist the USACE-NOD to satisfy its responsibilities under Section 106 of the National Historic Preservation Act of 1966, as amended, prior to undertaking proposed repair and maintenance activities along segments of the Southwest Pass. All aspects of the investigations were completed in accordance with the Scope-of-Work, and the Secretary of the Interior's Standards and Guidelines for Archeology and Historic Preservation (Federal Register 48, No 190, 1983). The study area for this project consisted of three alternating blocks on the right and left descending banks of the river. Block One was located at river mile (RM) 14.4 - 15.2; Block Two encompassed the stretch between PM 11.3 and PM 12.5; and Block Three was located between PM 4.4 and PM 5.0. The objectives of this study were to identify specific targets that might represent significant submerged cultural resources within the project area, and provide the USACE-NOD with management recommendations for such resources. These objectives were met with a research design that combined background archival investigations and a marine archeological remote sensing survey. Background research and archival investigations indicated a moderate potential for encountering submerged historic cultural resources within the project reported within the area. A review of Louisiana archeological site files and relevant research reports documented only three historical building sites within a mile (1.6 km) radius of the project area; however, no sites are within the boundaries of the project area.

These objectives were met with a research design that combined background archival investigations and a marine archeological remote sensing survey. Background research and archival investigations indicated a moderate potential for encountering submerged historic cultural resources within the project area. A review of Louisiana archeological site files and relevant research reports documented only three terrestrial archeological sites within a one mile (1.6 km) radius of the project area, however, none were reported within the boundaries of the project area.

The proposed repair and maintenance project will require the dredging of the navigation channel in the GIWW, and the North Prong. In keeping with the New Orleans District's mission to preserve, document, and protect significant cultural resources, this magnetic and acoustic remote sensing survey was undertaken to locate potential archeological remains and in so doing, assist the USACE-NOD in satisfying its responsibilities under Section 106 of the National Historic Preservation Act of 1966, as amended. The survey area for this project consisted of one block representing approximately 517 total acres located alternately on both the right and left descending banks of the North Prong. In total, approximately 8.5 linear miles of river bottom were surveyed. The primary objectives of this study were to identify specific targets that might represent significant submerged cultural resources within the project area, and to provide the USACE-NOD with management recommendations for such resources. These objectives were met with a research design that combined background archival investigations and a marine archeological remote sensing survey. In the analysis of magnetic data, particular attention was paid to those magnetic anomalies that comprise areas of high density, clusters of anomalies, and single anomalies of unusually high amplitude, duration, or those exhibiting complex magnetic signatures. A total of 51 individual magnetic anomalies were identified by this survey.

Book excerpt: A magnetic and acoustic remote sensing survey for submerged cultural resources was conducted over a 1,600-acre project area off shore of Breton Island, Plaquemines Parish, Louisiana. The project area, which measures a mile wide and 2.5 miles long, encompasses the proposed site of the Mississippi River- Gulf Outlet Breton Sound Disposal Area. The survey was conducted for the U.S. Army Corps of Engineers, New Orleans District, pursuant to Delivery Order 0010, of Contract DACW29-90-D-0018. The proposed disposal of dredge spoil may impact several of the anomalies recorded during the survey. A controlled hydrographic survey was performed over the project area utilizing a proton precession magnetometer to collect magnet data, a side scan sonar to record acoustic anomalies, and a precision echosounder to acquire bathymetry. Real time positioning was maintained by a Differential Global Positioning System (DGPS) linked to a computer navigation program. Seventy-eight magnetic anomalies and one acoustic anomaly were recorded during the survey. The acoustic anomaly, which is associated with a cluster of magnetic targets, appears to be related to modern steel wreckage. In addition to this target, six other clusters of anomalies were distinguished. Of the seven anomaly clusters, additional archeological investigations are recommended for five. Further consideration of other isolated anomalies is not recommended based on the assumption that a ship wrecking in the Breton Sound environs would disperse over a field of at least 50,000 m2, creating multiple anomalies within a confined area.

The work was conducted for the New Orleans District Corps of Engineers to identity and evaluate cultural resources in the proposed Corps dredge material disposal areas. Overall, survey was carried out over 943 terrestrial acres. A marine survey was also undertaken to identify anomalies that may represent potentially significant underwater cultural resources. The marine investigations found evidence of wells, possible shipwrecks, possible remains of the outer east jetty. possible remains associated with the Pilot Station and unknown magnetic anomalies. The integrity of these finds could not be evaluated at this stage. The Port Eads community was established when the government contracted with James B. Eads to construct jetties at South Pass to increase navigability of the Mississippi River from the Gulf of Mexico to the port of New Orleans. 16PL49 and 16PL62 are remains from historic Port Eads, a nineteenth and early twentieth century community. 16PL63 consists of five sets of pilings. Four of these are presumed to be associated with World War II gun emplacements, whereas the filth appears to have been associated with a structure that was destroyed sometime before 1961. 16PL123 is the former location of the Bar Pilots' House and Coast Guard station; both structures are no longer extant. 16PL130 consists of the remains of Eads' jetties as well as later modifications to the historic jetties. 16PL49, 16PL62 and 16PL130 represent the historic occupation of Port Eads and the engineering achievement of the jetties.

This research effort demonstrated the proposed new house area relocation corridor, yard, and house site to be free of significant historic archeological features. Relocation of the Harlem Plantation house to the proposed site is recommended.
