Book excerpt: Where, when, and how much to invest in wastewater treatment is a policy decision that presents many challenges and is not properly addressed in most situations worldwide. The most common situations are, unfortunately, those in which no treatment is provided at all... The integration of wastewater management and pollution control interventions and policies within the broader water resources management policy are essential for achieving the efficient use of the scarce resource available. With that in mind, this paper has three objectives: * Emphasize the need for systematic evaluation of wastewater management actions and investments as part of any water resources management initiative. * Define the conceptual framework that should guide the analysis process. * Identify and explore techniques appropriate to this analysis. The ultimate purpose of the paper is to provide a general approach to developing and implementing wastewater management interventions. Its scope is determined by two main considerations: (i) the need to incorporate the general principles that determine water resources management policies into the design and selection of wastewater management and pollution control interventions; and (ii) the need to address water quality problems at the appropriate geographical scale.

Available in PDF, EPUB and Kindle. Book excerpt: Alberto Fujimori ascended to the presidency of Peru in 1990, boldly promising to remake the country. Ten years later, he hastily sent his resignation from exile in Japan, leaving behind a trail of lies, deceit, and corruption. While piecing together the shards of Fujimori's presidency, prosecutors uncovered a vast criminal conspiracy fueled by political ambition and personal greed. The Fujimori regime managed to maintain a facade of democracy while systematically eviscerating democratic institutions and the rule of law through legal subterfuge, intimidation, and outright bribery. The architect of this strategy was Fujimori's notorious intelligence advisor, Vladimiro Montesinos. With great skill, Fujimori and Montesinos created the appearance of a democratic public sphere but ensured it would work only to suit their personal motives. The press was allowed to operate, but information exchange was under strict control. The more government officials tampered with the free flow of ideas, the more they inadvertently exposed the ills they were trying to cover up. And that proved to be their downfall.Merging penetrating analysis and a journalist's flair for narrative, Catherine Conaghan reveals the thin line between democracy and dictatorship, and shows how public institutions can both empower dictators and bring them down.

This book is the first to offer a comprehensive, in-depth analysis of specific issues arising from energy and natural resources contracts and disputes in the region, covering a wide range of procedural, substantive, and socio-legal issues. The book also includes how states have shifted from passive business partners to more active controlling players. The book contains an extensive treatment and examination of the particularities of arbitration practice in Latin America, including arbitrability, public order, enforcement, and the complex public-private nature of energy transactions. Specialists experienced in resolving international energy and natural disputes throughout the region provide detailed analysis of such issues and topics, including: state-owned entities as co-investors or contracting parties; role of environmental law, indigenous rights and public participation; issues related to political changes, corruption, and quantification of damages; climate change, renewable energy, and the energy transition; force majeure, hardship, and price reopeners; arbitration in the electricity sector; take-or-pay contracts; recognition and enforcement of awards; tension between stabilization clauses and human rights; mediation as a method for dispute settlement in the energy and natural resources sector; and different comparative approaches taken by national courts in key Latin American jurisdictions. The book also delivers a clear explanation on the impact made to the arbitration process by Covid-19, emerging laws, changes of political circumstances, the economic global trends in the oil & gas market, the energy transition, and the rise of new technologies. This invaluable book will be welcomed by in-house lawyers, government officials, as well as academics and rest of the arbitration community involved in international arbitration with particular interest in the energy and natural resources sector.

Available in PDF, EPUB and Kindle. Book excerpt: The early 1990s marked a critical turning point in the relationship between the United States and Peru. Prior to the election of Albert Fujimori in 1990, the relationship between governments had been contentious. Fujimori, however, sought to work together with the United States regarding issues such as security threats, free-market reform and narcotics control. Yet even with this new spirit of cooperation, the two governments still clashed over international standards of democracy and human rights at a time when most Latin American countries were much more democratic. This work traces the relationship between the two countries from 1990-2000, examining political and military issues, including drug trafficking, guerrillas, human rights violations and the US role in the 1995 war between Peru and Ecuador.

Book excerpt: This systematic analysis of the lessons learned at Mibanco--a micro-finance bank in Peru designed to provide sophisticated banking services to poor and low-income households--provides an example for microfinance banks in Asia. Mibanco's successes, which managed to blend aid to large segments of society that badly needed financial services with profitability--are potentially very instructive for an Asian private sector that has not yet been convinced of the profitability of microfinance banks. Among the lessons highlighted for microfinance banks and economic scholars is the usefulness of balancing rural investment and aid with delivering services to urban regions.
