Die Ressource Mensch hat sich durch gesellschaftliche Veränderungen in den ökonomischen, technologischen, sozio-kulturellen und rechtlich-politischen Rahmenbedingungen zum wichtigsten strategischen Erfolgsfaktor einer Unternehmung entwickelt. Dies machte eine neue, strategische Ausrichtung des Personalmanagements notwendig, um der großen Bedeutung des Personals im unternehmerischen Handeln Rechnung tragen zu können. Das Human Resource Management (HRM) versucht, Lösungsansätze als Reaktion auf diese Veränderungen der Personalfunktion in der Praxis zu finden. Ziel des HRM ist es, die Leistungspotentiale aller Organisationsmitglieder bestmöglich abzurufen. Dazu sind verschiedene Instrumente zur Einbindung der Mitarbeiter, zu Personalveränderungen, zur Lohn- und Gehaltsfindung sowie zur Arbeitsorganisation notwendig. Während diese Bereiche schon immer Teil der Aufgaben einer Personalabteilung gewesen sind, geht der HRM-Ansatz über die herkömmliche Konzeption der Personalfunktion hinaus und legt erweiternd das Augenmerk auf die notwendige Verflechtung der einzelnen Komponenten untereinander, sowie auf die Verbindung zu anderen Abteilungen des Unternehmens (zum Beispiel Produktion, Entwicklung, Vertrieb), deren Erfolg in unmittelbarem Zusammenhang mit den Personalmaßnahmen gesehen wird. „Alle Sachprobleme haben ihre Ursachen in Managementfehlern bei Personalentscheidungen“. Das strategische Human Resource Management (SHRM) als Erweiterung des HRM fokussiert verstärkt auf die langfristige Perspektive von Personalentscheidungen und fragt nach Möglichkeiten, wie ein Zusammenspiel von Unternehmens- und Personalstrategie herbeigeführt werden kann. Der folgende Abschnitt stellt die Entwicklung des SHRM dar und erläutert den ressourcenbasierten Ansatz des strategischen Managements, der in enger Verbindung zu einer Betrachtung des Personalmanagements als SHRM steht. Im dritten Abschnitt werden die Wechselwirkungen zwischen Unternehmensstrategie, Personalstrategie und Unternehmensumfeld beschrieben. Anschließend sollen Möglichkeiten der Effizienzmessung von Personalstrategien im SHRM dargestellt werden. Die Arbeit endet mit einer abschließenden Betrachtung.
