Book excerpt: " Army and Marine Corps ground combat personnel have long worn a variety of PPE such as vests, armor, and helmets to help protect them from operational risks. The two services have documented the advanced protection capabilities of current PPE systems, but identified that the armor contributes to the total load burden-or cumulative weight of items typically worn or carried. In addition to PPE, personnel typically carry food, water, ammunition, communications equipment, and other items. House Report 114-537, accompanying a bill for the National Defense Authorization Act for Fiscal Year 2017, included a provision for GAO to review Army and Marine Corps efforts to reduce the weight of PPE and other equipment worn or carried in combat. This report describes (1) the current operational requirements associated with PPE, and how those requirements contribute to the total load burden on Soldiers and Marines in combat environments; and (2) the coordination between the Army and the Marine Corps regarding efforts to reduce the weight of PPE and the total load burden on personnel. GAO reviewed Army and Marine Corps documentation related to PPE, total load burden on combat personnel, and weight reduction initiatives; and interviewed service researchers"

Book excerpt: Since 2003, to provide protection from ballistic threats, U.S. Central Command, which is responsible for operations in Iraq & Afghanistan & other areas, has required service members & DoD civilians in its area of operations to be issued the Interceptor Body Armor (IBA) system. Concerns regarding the level of protection & amount of IBA needed to protect U.S. forces have occurred in recent years. This review determines to what extent the Army & Marine Corps: (1) are meeting the theater requirements for body armor; (2) have the controls in place to assure that the manufacturing & fielding of body armor meet requirements; & (3) are sharing information regarding their efforts on body armor ballistic requirements & testing. Available in PDF, EPUB and Kindle. Book excerpt: This publication is about winning in combat. Winning requires many things: excellence in techniques, an appreciation of the enemy, exemplary leadership, battlefield judgment, and focused combat power. Yet these factors by themselves do not ensure success in battle. Many armies, both winners and losers, have possessed many or all of these attributes. When we examine closely the differences between victor and vanquished, we draw one conclusion. Success went to the armies whose leaders, senior and junior, could best focus their efforts-their skills and their resources-toward a decisive end. Their success arose not merely from excellence in techniques, procedures, and material but from their leaders' abilities to uniquely and effectively combine them. Winning in combat depends upon tactical leaders who can think creatively and act decisively.

Available in PDF, EPUB and Kindle. Book excerpt: Shattered Minds is the first book to investigate how American military bureaucracies have let our troops down by failing to upgrade one of the most important pieces of personal safety equipment: the combat helmet. Two longtime employees of North Dakota defense contractor Sioux Manufacturing discovered that the required density of the Kevlar material woven into the netting of combat helmets was being shorted. After bringing their discovery to the attention of management, their boss, rather than cleaning up the illegal practice, accused them of having an adulterous affair. Both employees were fired, leading to a lawsuit and a court judgment in their favor that eventually brought the company's bad-faith practices to light. Around the same time, a separate whistleblower, a retired Navy doctor, was pulled into a bizarre struggle with Army and Marine bureaucracies when he discovered from his Marine grandson that the protective webbing inside the military helmets was inadequate. Why was the military so resistant to upgrading the most essential piece of gear to protect soldiers from traumatic brain injury? Interweaving these two whistleblower stories, Robert H. Bauman and Dina Rasor explain why the military, despite news coverage and congressional hearings on the faulty helmet, continued to do the indefensible. They also suggest how the public, the press, and military institutions can remedy the problem to give U.S. troops effective helmets when serving to protect their country.
