Book excerpt: An Accident Recovery Model (ARM) for recreational boating accidents is presented. Its development and application are described. The model is used to estimate the benefits of regulatory programs in four recovery problem areas. Methods and problems in benefit estimation are described and recommendations for further development of ARM are offered. An investigation of the causes of sudden and unexplained drownings is reported, including a review of the biomedical literature and an analysis of boating accident reports. Development of the Life-Saving Index (LSI) is described, and its application to the approval of personal flotation devices (PFDs) is discussed. Past mathematical modeling efforts related to PFD effectiveness are discussed. A pilot experiment is reported and alternative empirical methods for evaluating PFD effectiveness are presented. A large-scale observational study of PFD wear and accessibility, and a study of PFD-related attitudes and preferences are reported. A preliminary index of PFD wearability is formulated. Initial data on PFD quality control and reliability problems are presented. Procedures for evaluating PFD reliability are outlined. Functions which future PFD designs could fulfill and features of inflatable and hybrid devices are reviewed. Tests of two inflatables and three hybrid devices are reported. (Author).

Book excerpt: The purpose of this study was to help determine whether the Coast Guard should pursue the development of an approval specification for inflatable PFDs (life jackets). To ascertain the suitability of the inflatable PFD as a lifesaving device, an in-use study was conducted utilizing the Coast Guard Auxiliary. Approximately 550 inflatable PFDs of various diverse configurations and means of inflation were distributed to Auxiliarist volunteers throughout the country at the beginning of the 1979 summer boating season. The Auxiliary participants used the inflatable PFDs as they did their inherently buoyant devices for the summer. Three questionnaires were distributed to them at the beginning, middle and end of the boating season. The Auxiliarists returned their PFDs at the end of the summer for examination. Results obtained from the analysis of the questionnaires and returned inflatable PFDs show that: (1) respondents would wear four inflatable models 'slightly' to 'moderately' more than they would their inherently buoyant devices: (2) only one of these four models received a favorable response to more than one of the questions measuring 'trust'; (3) the 'non-operable' response rate for all inflatables was between 12.5% and 20.1%; and (4) 28% of the respondents had problems servicing their inflatables. Volume 1 summarizes the research and presents a Proposed Technical Approach for development of performance-based PFD evaluation procedures. Volume II is the technical report. Volume III contains appendices. The Life-Saving Index (LSI) System provides a quantitative measure of the life-saving capability of PFDs called the Life-Saving Index (LSI). The LSI predicts the life-saving performance of the candidate PFD and makes it possible to compare diverse PFDs including inflatables, hybrids, and inherently buoyant devices. In one of two studies of PFD wearability/accessibility, nearly 2500 boaters were observed in recreational boating activities. In Study II, 67 different kinds of PFDs representing the major varieties available world-wide were distributed to recreational boaters for use and evaluation. Indices of PFD wearability and accessibility were developed, based upon evaluations and PFD use behavior. One approach to PFD effectiveness used the center and distribution of buoyancy to predict the effectiveness of PFDs on human subjects. A second approach employed an anthropomorphic dummy to simulate human buoyancy characteristics. A PFD effectiveness evaluation procedure using human body simulators is recommended. Reliability research centered on the development of an accelerated aging method which simulates the aging of PFDs in the recreational boating environment. Controlled experiments were performed to determine the individual and combined effects of environmental stressors on PFDs. Test procedures and a reliability model are presented.

Available in PDF, EPUB and Kindle. Book excerpt: The U.S. Coast Guard has been sponsoring personal flotation device (PFD) related research since the early 1970s. These studies have generally been limited to static calm water flotation evaluations. The U.S. Coast Guard approval process requires a human subject to enter calm water wearing a candidate PFD. The subject simulates unconsciousness and the PFD is evaluated for flotation and righting ability. The calm water method of testing has been a safe and repeatable method for determining the gross in water characteristics of an attached PFD. However, calm water testing practices can not address the effects of wave action on life jackets, the optimum angle of repose and head angle relative to a wave front, the number of mouth immersions, and buoyancy requirements in waves. In response to the need to beaer understand these dynamic effeas, an adaptation of the Air Force Articulated Total Body (ATB) is being developed to simulate human behavior in waves. To support the development of this capability, a sophisticated instrumented flotation manikin is being constructed that will serve as a full scale validation tool for the modifted ATB simulator and general research tool for Coast Guard survival system studies. This paper will provide an overview of the Coast Guard's rough water performance of PFDs research program and detailed description of the instrumented manikin under construction.
