Book excerpt: First published in 1996, this insightful and informative text examines the post-emancipation and recent economic history of the Commonwealth Caribbean. Jay R. Mandle offers an explanation of the region’s continuing underdevelopment. Through the use of an analytical framework derived from the works of Marx and Kuznets, the book focuses attention on technological change as the driving force behind economic modernization. Persistent Underdevelopment begins by exploring how plantation agriculture had a limiting effect on industrial growth. Ultimately, plantation dominance receded; technological stagnation continued, however, and, under British colonial policy the Caribbean failed to modernise. The post-World War II era brought new efforts at modernisation through the economic policies of the left regimes of Manley, Burnham and Bishop. The concluding chapters point the way to policies that would enable the Caribbean to escape its current poverty and become an effective participant in world markets, finally achieving the goal of modern economic development.

Available in PDF, EPUB and Kindle. Book excerpt: The classic work of political, economic, and historical analysis, powerfully introduced by Angela Davis In his short life, the Guyanese intellectual Walter Rodney emerged as one of the leading thinkers and activists of the anticolonial revolution, leading movements in North America, South America, the African continent, and the Caribbean. In each locale, Rodney found himself a lightning rod for working class Black Power. His deportation catalyzed 20th century Jamaica's most significant rebellion, the 1968 Rodney riots, and his scholarship trained a generation how to think politics at an international scale. In 1980, shortly after founding of the Working People's Alliance in Guyana, the 38-year-old Rodney would be assassinated. In his magnum opus, How Europe Underdeveloped Africa, Rodney incisively argues that grasping "the great divergence" between the west and the rest can only be explained as the exploitation of the latter by the former. This meticulously researched analysis of the abiding repercussions of European colonialism on the continent of Africa has not only informed decades of scholarship and activism, it remains an indispensable study for grasping global inequality today.

Available in PDF, EPUB and Kindle. Book excerpt: In How Development Projects Persist Erin Beck examines microfinance NGOs working in Guatemala and problematizes the accepted wisdom of how NGOs function. Drawing on twenty months of ethnographic fieldwork, she shows how development models and plans become entangled in the relationships among local actors in ways that alter what they are, how they are valued, and the conditions of their persistence. Beck focuses on two NGOs that use drastically different methods in working with poor rural women in Guatemala. She highlights how each program's beneficiaries—diverse groups of savvy women—exercise their agency by creatively appropriating, resisting, and reinterpreting the lessons of the NGOs to match their personal needs. Beck uses this dynamic—in which the goals of the developers and women do not often overlap—to theorize development projects as social interactions in which policymakers, workers, and beneficiaries critically shape what happens on the ground. This book displaces the notion that development projects are top-down northern interventions into a passive global south by offering a provocative account of how local conditions, ongoing interactions, and even fundamental tensions inherent in development work allow such projects to persist, but in new and unexpected ways.

Book excerpt: In his new extensively revised and expanded edition of this book, originally published as The Law of Value and Historical Materialism, Samir Amin suggests new approaches to Marxian analysis of the crisis of the late capitalist system of generalized, financialized, and globalized oligopolies following on the financial collapse of 2008. Considering that Marx's Capital, written before the emergence of imperialism as a decisive factor in capitalist accumulation, could provide no explanation for the persistent "underdevelopment" of the countries of the "global South," Amin advances several important theoretical concepts extending traditional Marxian views of capitalist evolution. Most strikingly, he proposes adding to the model of reproduction in Volume II of Capital a Third Department of Production devoted to surplus absorption, necessitated by the capitalist tendency constantly to produce an economic surplus too large to be realized by the consumption and investment purchases generated within Marx's original two-department model. Equally interesting is his theoretical concept of "imperialist rent," derived from the scaling of radically different wages paid for the same labor in countries of the North and the South, whose effect has been to provide Northern capital with sufficient profits to permit it to pacify for a long period its conflict with the Northern proletariat. To account for this new type of rent he extends the Marxian "law of value" in the form of a "law of globalized value" whose operations determine such changes in the polarized world system as the industrial growth of many Third-World nations within the global imperialist context.

Book excerpt: This paper suggests that the persistence of underdevelopment is not necessarily due to the existence of bad political, and consequently economic, institutions but that the deeper reason is the existence of self-perpetuating constituencies. Changing explicit institutions without changing the constituencies backing them is likely to be a futile exercise, for the constituencies against change will find a way around the constraints imposed by the institutions.
