Book excerpt: The primary objective of this study was to develop, implement, and evaluate a Level 1 performance-related specification (PRS) for the construction of a jointed plain concrete (JPC) pavement in the State of Wisconsin. The research entailed a thorough evaluation of the construction quality levels achieved on recent Wisconsin JPC projects and the formulation of a Level 1 PRS using the results of the quality evaluation and defined Wisconsin Department of Transportation (WisDOT) pavement practices as a basis. Feedback from WisDOT and the contractor indicated that this first PRS implementation in Wisconsin was successful, particularly with respect to the layouts of lots and sublots. Several suggestions were received to improve and streamline the PRS process.

Available in PDF, EPUB and Kindle. Book excerpt: Today, people who specify or select valves spend over two-thirds of their time researching literature for information on valve sizing, availability, materials, and standards. This is nonproductive time. Unfortunately, most companies do not have the luxury of a team of experts with the necessary experience and education in all of the different fields that apply to valves. The next best alternative is to understand what valves are and all the things they can do. By definition, valves are devices that stop, start, mix, or change the direction and/or magnitude of the fluid flow, pressure, or its tempera ture. As a specifier or selector you will have to determine whether the valve is going to be used for flow control, throttling, or for on-off service. Then you will have to determine the cycle life or frequency of their operation. You will discover that valves are classified into three categories: on-off valves, control or regulator valves, and fixed valves such as orifice plate, nozzle, duckbill, rupture disk, blind valve, etc. These valves represent approximately thirty different design configurations. It has been said that if cost and delivery were no problem, anyone of the seven basic valve styles could do the job of any other one. But cost and delivery are very important factors in the real world. So you have to be able to distinguish among these seven styles: ball, butterfly, gate, globe, pinch/ diaphragm, plug, and poppet valves.

Book excerpt: In component-based software engineering, performance prediction approaches support the design of business information systems on the architectural level. They are based on behavior specifications of components. This work presents a round-trip approach for using, assessing, and certifying the accuracy of parameterized, probabilistic, deterministic, and concurrent performance specifications. Its applicability and effectiveness are demonstrated using the CoCoME benchmark.

Book excerpt: Filling a gap in project management literature, Managing Public Sector Projects: A Strategic Framework for Success in an Era of Downsized Government supplies managers and administrators—at all levels of government—with expert guidance on all aspects of public sector project management. From properly allocating risks in drafting contracts to dealing with downsized staffs and privatized services, this book clearly explains the technical concepts and the political issues involved. In line with the principles of Total Quality Management (TQM) and the PMBOK® Guide. David S. Kassel establishes a framework those in the public sector can follow to ensure the success of their public projects and programs. He supplies more than 30 real-life examples to illustrate the concepts behind the framework—including reconstruction projects in Iraq, the Big Dig project in Boston, local sewer system and library construction projects, and software technology. This authoritative resource provides strategic recommendations for effective planning, execution, and maintenance of public projects. It also: Highlights the differences between managing projects in the public sector versus the private sector Explains how to scrutinize costs, performance claims, and the backgrounds of prospective contractors Presents key safeguards that should be included in all contracts with contractors, consultants, suppliers, and other service providers Details the basics of project cost estimation, design and scheduling, and how to hold contractors responsible for meeting established project standards In an age of downsized government and in the face of a general distrust of public service, this book is a dependable guide for avoiding management practices that are common to projects that fail and for adopting the practices common to projects that succeed in terms of cost, schedule, and quality.
