Establishing a common set of performance measures allows for the evaluation and comparison of different projects and transportation corridors for both current and future conditions, and translates data and statistics into a form that the public and decision makers can easily understand. This research developed a framework, performance measures, tools, and guidance to conduct performance-based transportation planning and programming in non-metropolitan areas of the state and support Rural Transportation Planning Organizations.

Book excerpt: In order for the Transportation Planning Board to provide oversight and assistance to the 20 RPOs in the state, they need effective evaluation criteria and performance measures. The existing measures, including the annual performance report, do not meet those needs. We developed measures they needed in order to fulfill their goals. We conducted an extensive review of published research and a search of RPO-related documents in each state in order to identify evaluation and performance 'best practices' in each state. We met with the TPB, NCARPO, and representatives of RPO constituents to determine concerns with existing measures and their needs and suggestions for the new performance measures. After developing the evaluation criteria and performance measures, the project team presented the plans to the various groups, and gathered feedback. The feedback was used to clarify any issues within the new performance measures. The development of the performance measures was driven by several principles: (1) The assessments developed, where possible, should be objective and quantifiable, (2) The evaluation criteria and performance measures should be developed with input from all of the parties involved, (3) The evaluation criteria and performance measures should facilitate the assessment of both short-term and long-term goals, and (4) measures should be practical and cost-efficient to implement.

Book excerpt: Performance measurement has grown in importance within transportation agencies due to decreased and stipulated funding and federal focus on system performance. A shift has occurred in how transportation planning and decision making historically took place including a rise in prominence of the Metropolitan Planning Organization (MPO). The public, state and local agencies, and other stakeholders are mutually served by the regional MPO to assure that transportation funding allocation and project selection meet the regional needs and coordinate the transportation planning process to provide a seamless transportation system. The recent Federal transportation funding program MAP-21 establishes performance measures for each MPO in coordination with the State department of transportation (DOT). Small MPOs, those which serve populations of less than 200,000 people, differ vastly from larger MPOs in the amount of funds available and authority to allocate funds as well as the resources that are available to perform a performance measurement program. Small MPOs often lack the resources to identify and use performance measures, even though performance measurement at the MPO level has promoted efficient decision-making in large MPOs. This research strives to find by interviews and surveys of the small Texas MPOs if the use of certain performance measures in small MPOs can be financially upheld with limited resources and budget. This thesis is timely in relation to the MAP-21 performance measurement requirements as it shows that performance measurement is, at this time, difficult to impossible based on small Texas MPOs' very limited resources. Due to the estimated costs of basic performance measurement programs and the difficulty in quantifying the tangible benefits, the use of performance measurements in small Texas MPOs is unlikely. Small Texas MPOs listed potential performance measurement program benefits such as: project prioritization, funding allocation, and showing the public that professional planning is useful. It was found that any potential benefits of performance measurements are limited when dealing with small communities with fairly obvious transportation problems. The estimated cost of a basic performance measurement program in a small Texas MPO was determined to be around $150,000 per year. This cost exceeded both their abilities to fund a performance measurement program and the perceived benefits of such an effort. This research suggests the following performance measures are most likely to be beneficial when proven cost effective: V/C ratios, travel times, crash rates (safety) and VMT. These measures are often easily accessible and could be beneficial in the long-range planning of a local transportation system. However, fiscal and staffing limitations, along with realities of planning for a small community make the use of performance measures difficult. The results of this study can aid the Secretary of Transportation in understanding the limited technical capacities of small Texas MPOs in regards to performance measurement. Book excerpt: The Office of Virginia's Secretary of Transportation identified 21 transportation policies and 42 performance criteria in Virginia's long-range multimodal transportation plan, VTrans2025. A subsequent planning effort, VTrans2035, provided direction for the effort described in this report. Although there has been considerable discussion of the potential impact of the VTrans policies on the Commonwealth as a whole, there has been little effort to characterize the regional and local impact of the policies. Further, the sensitivity of the policies to a variety of assumptions about the future needs to be better understood at statewide, regional, and local levels. This research effort developed and tested a methodology for scenario-based assessments of the impacts of the VTrans polices for several regions of the Commonwealth of Virginia. The methodology is implemented in an MS Excel workbook that is available for download at www.virginia.edu/crmes/multimodal2. This report describes a typical application of the methodology for a locality or regional planning organization, e.g., a Metropolitan Planning Organization (MPO) or Planning District Commission (PDC), to assess the impact of statewide multimodal policies across several of its long-range planning scenarios. The report includes a review of scenario-based planning, documentation of future scenarios, preliminary results of a survey of MPOs in Virginia for their best practices in scenario-based planning, an application of the methodology to the Roanoke region of Virginia, and recommendations. A major recommendation is that the methodology be used in VTrans2035 to catalyze and benchmark Virginia MPOs and localities in their respective efforts involving scenario-based transportation planning. The effort provides a cost-effective analysis tool that enables VTrans and MPOs and PDCs to identify and collaborate on the regional impacts of statewide transportation planning. The tool can further be cost-effective for individual MPOs and localities to engage in scenario-based long-range planning as encouraged by the Federal Highway Administration, particularly to guide the assumptions that are input to regional travel demand models. Appendix A provides the survey and study of scenario-based planning best practices. Appendix B documents the design of the Microsoft Excel workbook developed in this effort. Appendix C provides the lists of statewide policies, scenarios, and performance criteria used in the deployment of the workbook. Appendix D describes a related input/output analysis of economic growth based on transportation investments that was requested by the Office of Intermodal Planning and Investment. The developed methodology is being adapted for long-range scenario-based analysis of the Afghanistan Sustainable Infrastructure Plan, with research support from the U.S. Army Corps of Engineers.

Book excerpt: The Intermodal Surface Transportation Efficiency Act (ISTEA), and now its successor the Transportation Equity Act for the 21st Century (TEA-21), fundamentally altered the transportation planning process, providing new opportunities and new challenges for state and metropolitan planning organizations (MPOs). In Virginia, the Transportation Planning Division (TPD) of the Virginia Department of Transportation (VDOT) is the lead state agency for transportation planning. TPD is charged with satisfying state and federal requirements for transportation planning, including ISTEA and TEA-21 requirements; however, it is assisted in the delivery of transportation planning services by various levels of activity and responsibility in VDOT's district offices. There are numerous ways in which any given state department of transportation (DOT) can organize itself, allocate responsibility, manage personnel, and establish procedures and practices to perform tasks associated with the planning process. The purpose of this project was to survey the transportation planning practices in state DOTs, document the findings, and identify practices that might be considered for use by VDOT. The practices investigated included: organization and management of transportation planning; coordination between the DOT and MPOs; public involvement procedures for transportation planning activities; intermodal planning and congestion management procedures; use of consultants for transportation planning activities. Thirty-eight DOTs responded to the survey. Summary findings are presented, a comparison of VDOT and other DOT practices is made, and potential practices to enhance transportation planning in Virginia are identified.
