Book excerpt: Abstract: The purpose of this study was to explore social workers' perceptions of the effects the foster care system and multiple placements have on the ability of children and youth to create healthy attachments. Face-to-face interviews with 15 social workers employed with the Department of Children and Family Services, Los Angeles County, were conducted to explore their perceptions of attachment in foster children and youth. This study revealed ambiguity from the majority of social workers as to whether the foster care system could promote healthy attachments in foster children and youth. A higher percentage of participants believed the biggest barriers to be an overloaded foster care system, too many people involved in the decision-making process, and a long turn-around time for services. Additionally, social workers perceived that multiple placements had a significant negative effect on foster children and youth that often led to lost peer relationships, a decrease in a child or youth's educational progress, and a lack of motivation to adapt to new environments and therefore limiting any possible attachment to future caregivers. Additional research is needed to further explore the system's effect on attachment outcomes for children and youth in foster care who experience multiple placements.

Book excerpt: Abstract: The purpose of this quantitative study of 31 foster parents was to explore the relationship between attachment and psychosocial behaviors. To further understand the dynamics between foster parents and children, the study investigated the current level of perceived attachment and desire to increase attachment. Based on the foster parents' perceptions, the study also explored whether the foster child required clinical interventions. The study found that the foster parents felt they were highly attached with their foster children and also demonstrated the ability to adapt to situations. Furthermore, they believed that half of the foster children affiliated with this study required intensive clinical intervention. Recommendations for social work practice include the need for mental health professionals to work with foster parents and foster children to increase attachment. A further recommendation is to increase services to assist with problematic psychosocial behaviors such as evidenced based cognitive behavioral therapies that involve the foster children and the foster parents.

Book excerpt: More than half a million children and adolescents reside in foster care within the United States (NDACAN, 2010). Many of these children have experienced abuse or neglect, which may predispose them to various mental health issues (Harden, 2004). The mental health needs of children and adolescents in foster care are significantly greater than children not in foster care (Austin, 2004). A significant mental health concern for those in care includes attachment-related difficulties. Foster care children are at a greater risk for the development of insecure attachments (Harden, 2004). A great deal of research supports that insecure attachments can be associated with negative, problematic outcomes (Lindhiem & Dozier, 2007). Furthermore, research demonstrates that foster parents are often not properly trained to manage the issues that children with attachment-related difficulties present with, resulting in lower foster parent satisfaction levels and multiple failed placements (Murray, Tarren-Sweeney, & Frances, 2010). Based on the literature, it is this author's belief that attachment-related difficulties in foster care children are an issue of significant importance. Given that many foster parent's report not being properly trained in managing the challenging social, emotional, and behavioral difficulties of a child with attachment-related issues, this increases stress and their ability to provide sensitive, empathic parenting. This in turn, negatively impacts the child and can further perpetuate attachment-difficulties (Dozier, 2005). Having the knowledge of how attachment-related difficulties can impact children provides a foundation for understanding and an opportunity for foster parents to modify their parenting skills to effectively meet the needs of these children. The developed manual is a psychoeducational training program designed to be implemented as a pre-service training for foster parents prior to obtaining their licensure. This six-hour training was developed by utilizing research on attachment theory and the role of attachment difficulties in foster care children, as well as researching effective interventions for parents to increase attachment security. This training program consists of a multi-modal format include role plays, questionnaires, group discussions, and lecture to educate foster parents on the role of attachment in foster children's difficulties with the goal of increasing their understanding of the foster child's experience. The training also consists of strategies the foster parent can utilize to effectively parent foster children experiencing attachment-related difficulties. This training also emphasizes the importance of ongoing support, the benefits of participation in a foster care support group, and provides additional foster parent resources. The implications and limitations of this training are discussed.

These difficult to place children tend to manifest disruptive behaviors that affect the stability of their placement. The issue of hard to place children is reviewed from a self psychological point of view, to assess whether the goal for foster care should aim at core maturation for the vulnerable self structure of injured children or whether it should aim at achieving compensatory self structures. This dissertation will look at the child who is experiencing multiple placement moves and examine a gap that exists between clinical social work and clinical psychology literature in relation to the problem. Further, this dissertation will reveal the lack of attention given to this problem and how these children have been marginalized within child welfare. A critical review of historical and more recent literature regarding the problem of children who are difficult to place in the foster care system in America was reviewed, specifically, a subset of children between the ages of 10 to 17 who were in foster care.
