The threat ranks on par with the dangers posed by Chinese offensive cyber operations to the United States more generally. The diversity and the complexity of China's counterspace programs make them particularly problematic, because they span the gamut all the way from direct-ascent and coorbital ASAT [anti-satellite] programs, which receive enormous attention, to equally challenging threats like electronic warfare intended to paralyze U.S. satellite communications, to more recondite dangers, such as directed-energy weapons and radiofrequency weapons and computer network attack capabilities. The incentives that drive China to pursue its counterspace programs are strong and will only intensify over time because China views itself as being in a geopolitical competition with the United States and believes that it must prepare itself for a possible conflict with a superior U.S. military.

Available in PDF, EPUB and Kindle. Book excerpt: On January 11, 2007, the People's Republic of China (PRC) launched a direct-ascent anti-satellite (ASAT) weapon and destroyed one of their satellites. Uncovering Chinese motivations for this action has been problematic because the Chinese government has given virtually no explanation for this act. China seems to be actively attempting to challenge other nations' freedom to maneuver in space. Thus, the central research question of this thesis is as follows: Is the motivation behind current Chinese efforts in its ASAT program to challenge U.S. freedom of maneuver in space? China is not without precedent. From the 1960s to the late 1980s both the United States and the Soviet Union conducted extensive ASAT testing in the development and deployment of ASAT weapons as part of their military space programs. In the case of the USSR, ASAT weapons were extensively tested and deployed, but their relatively low success rate and marginal military value led the Soviet government to abandon the program in favor of arms control negotiations. In the case of the United States, ASAT was another component to ensure national security of all space assets. The USSR study illustrates the inherent political instability of pursuing space weapons, while the U.S. study illustrates the political desire to remain weapon-free in space, but retain the right to defend space assets with force if necessary. China, with its notion of active defense and deterrence doctrine, would seem to align closely with the United States in ASAT employment, and not challenge U.S. freedom of maneuver in space per se, but ensure its own freedom of maneuver in space as it continues to grow a dependence on space assets in the future.

Book excerpt: The Chinese government is using space power to increase its influence at home and abroad and hopes to leverage the political, economic, and military benefits of space to become a great power. The ambivalent nature of the U.S.-China relationship, however, assures that over the long term China's rise as a space power will present challenges to the United States. Militarily, China's improved remote sensing capabilities and launch tempos require the U.S. military to prepare to counteract China's use of space in a potential conflict over Taiwan. Commercially, China's lower labor costs and mercantilist approach to space could establish China as a competitive market force. Politically, U.S. diplomats must recognize the role Chinese space activities plays in diplomacy and be prepared to ameliorate cooperative activities that impinge on U.S. national security. Despite these drawbacks, cooperation with China cannot be ruled out. Cooperation can improve scientific research, increase safety, and make an opaque program more transparent, but should not directly improve China's military or commercial capabilities. Consequently, the U.S. response to China's rise as a space power should take a balanced approach in which challenges are managed and opportunities exploited.
