Book excerpt: With its increasing capability witnessed in recent decades, the People’s Liberation Army’s (PLA) conduct of military operations other than war (MOOTW) remains woefully understudied. With most analyses concurring it improbable that Beijing would engage in traditional security operations in the foreseeable future, responses to non-traditional security (NTS) threats would appear to be an aspect where the PLA’s capabilities will continue to be showcased. In reviewing China’s MOOTW, this policy report provides a retrospective account of how the PLA has overseen previous MOOTW activities, as well as identify those areas of PLA MOOTW expected to undergo further refinement. A better appreciation of NTS and China’s MOOTW will provide a positive platform for facilitating cooperation between Beijing and other countries in the region.

China faces a complicated security environment with a wide range of internal and external threats. Rapidly expanding international interests are creating demands for the People's Liberation Army (PLA) to conduct new missions ranging from protecting Chinese shipping from Somali pirates to evacuating citizens from Libya. The most recent Chinese defense white paper states that the armed forces must "make serious preparations to cope with the most complex and difficult scenarios . . . so as to ensure proper responses . . . at any time and under any circumstances." Based on a conference co-sponsored by Taiwan's Council of Advanced Policy Studies, RAND, Carnegie Endowment for International Peace, and National Defense University, The People's Liberation Army and Contingency Planning in China brings together leading experts from the United States and Taiwan to examine how the PLA prepares for a range of domestic, border, and maritime...

Book excerpt: Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China’s armed forces. The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Although it is only natural to focus on the PLA’s growing capabilities, understanding the PLA’s weaknesses—and its self-assessments—is no less important.

Book excerpt: Roughly once every generation, a powerful, highly influential organization within the Chinese People's Liberation Army releases a new edition of the Science of Military Strategy (SMS), a comprehensive and authoritative study which details the strategic approach that the Chinese military will take in the coming years in response to the threats and challenges facing China. The recent release of a new edition of SMS signals the potential for dramatic shifts in the PLA's approach to a number of strategic questions, but the book remains underutilized by many Western China analysts due to the lack of both an English translation and expert analysis to place these changes into context. China's Evolving Military Strategy aims to bring knowledge of these important developments to a mass audience of China watchers, policymakers, and the broader foreign policy community by providing a sector-by-sector analysis of changes in the PLA's thinking and approach from the previous edition of SMS to the present. Each chapter addresses the implications for a different portion of the Chinese military, ranging from the air, sea, and space domains to cyberspace and electromagnetic warfare, and each is written by one of the world's foremost experts on that subsection of China's military development. China's Evolving Military Strategy will serve as the cornerstone reference for a generation to come on one of China's most important declarations of its military-strategic goals and intentions.

Book excerpt: In late 2015, the People's Liberation Army (PLA) initiated reforms that have brought dramatic changes to its structure, model of warfighting, and organizational culture, including the creation of a Strategic Support Force (SSF) that centralizes most PLA space, cyber, electronic, and psychological warfare capabilities. The reforms come at an inflection point as the PLA seeks to pivot from land-based territorial defense to extended power projection to protect Chinese interests in the "strategic frontiers" of space, cyberspace, and the far seas. Understanding the new strategic roles of the SSF is essential to understanding how the PLA plans to fight and win informationized wars and how it will conduct information operations.

Book excerpt: Although the militant rhetoric of past decades has abated, the leadership of the People's Republic of China (PRC) is profoundly dissatisfied with the international status quo. The dissolution of the Soviet Union weakened China's ability to wrest concessions from the United States by threatening to move closer to the USSR, and from the USSR by threatening to support the United States. While some leverage can, and is, gained by negotiating with the major successor state to the Soviet Union, this leverage is more limited than in the past. The Russian Republic is significantly weaker than the USSR, and finds aid and investment from capitalist states such as the United States useful to its rebuilding efforts. It is unlikely to jeopardize this aid by becoming too closely associated with Chinese positions that these countries oppose. Other indications are that the Chinese leadership's goal is to replace the United States as the hegemonic power in the Asian region. It sees the PRC as an ascendant power while America, which has withdrawn from bases in the Philippines, downsized its military personnel, slashed its defense procurement programs, and consigned its navy to a littoral role, is seen as declining. Should China assume the role of hegemon, there are likely to be territorial readjustments in the region. The PRC contests ownership of several different islands and island chains with no less than six other countries, and there are concerns within India that the close relationship that has developed between China and the State Law and Order Restoration Council (SLORC) in Burma may have a Chinese presence in the Indian Ocean as one of its goals. Though Sino-Indian relations have been quite good in recent years, there are unresolved issues between the two countries, and China's victory over India in a 1962 border war is a painful memory for many Indians. The Chinese People's Liberation Army (PLA) plays a dual role in the country's strategic view: it participates in the formulation of strategy at the same time as it is charged with implementing that strategy. The apparent active involvement of higher echelons of the PLA in formulating national policy sets the Chinese military apart from the Western ideal in which politicians decide upon policy and the military implements it. Several caveats are in order here. Mao Zedong formulated a principle that is not very different from the Western ideal of the separation of army and politics: "the party must always control the gun; the gun must never control the party." And Clausewitz, though saying that "there can be no question of a purely military evaluation of a great strategic issue, nor of a purely military scheme to solve it," also cautioned that political leaders should be careful not to ask the impossible of the military, and advised them to consult with senior commanders in planning and conducting military operations.1 Finally, virtually all the recent information indicating that the PLA is exerting pressure for a harder line internationally comes from the Hong Kong press and cannot be confirmed through mainland sources. Hence, the dichotomy between the role of the military in the PRC and that in the West may be overdrawn. Analysts of recent Chinese foreign policy portray it as a struggle between soft liners and hard liners. Those who espouse a soft line believe that the PRC's best interests are served by negotiating settlements to China's territorial disputes with other nations and engaging foreign powers in dialogue on contentious issues such as trade disputes and intellectual property rights. Hard liners assume a more defiant posture. The doctrine of absolute sovereignty, the unilateral right of the PRC to annex territory it considers part of the sacred territory of China, and a skeptical attitude toward the claims of other countries characterize their stance.

Book excerpt: China's People's Liberation Army (PLA) has embarked on its most wide-ranging and ambitious restructuring since 1949, including major changes to most of its key organizations. The restructuring reflects the desire to strengthen PLA joint operation capabilities- on land, sea, in the air, and in the space and cyber domains. The reforms could result in a more adept joint warfighting force, though the PLA will continue to face a number of key hurdles to effective joint operations, Several potential actions would indicate that the PLA is overcoming obstacles to a stronger joint operations capability. The reforms are also intended to increase Chairman Xi Jinping's control over the PLA and to reinvigorate Chinese Communist Party (CCP) organs within the military. Xi Jinping's ability to push through reforms indicates that he has more authority over the PLA than his recent predecessors. The restructuring could create new opportunities for U.S.-China military contacts.

Book excerpt: China's People's Liberation Army (PLA) has undergone a staggering transformation, to become a more mobile and high-tech military force with increased number and variety of missions at home and abroad, in addition to its traditional focus on contingencies in the Taiwan Strait. Increased missions have included disaster and humanitarian relief, United Nations peacekeeping operations, counterterrorism, cyber security and anti-piracy. This volume explores the direction the PLA will take in pursuing its new missions, and how those missions affect the evolution of the PLA's objectives and capabilities, whether new PLA doctrines will emerge, and how they will affect the security of the Asia Pacific and beyond.

Book excerpt: What changes in China's modern military policy reveal about military organizations and strategySince the 1949 Communist Revolution, China has devised nine different military strategies, which the People's Liberation Army (PLA) calls "strategic guidelines." What accounts for these numerous changes? Active Defense offers the first systematic look at China's military strategy from the mid-twentieth century to today. Exploring the range and intensity of threats that China has faced, M. Taylor Fravel illuminates the nation's past and present military goals and how China sought to achieve them, and offers a rich set of cases for deepening the study of change in military organizations.Drawing from diverse Chinese-language sources, including memoirs of leading generals, military histories, and document collections that have become available only in the last two decades, Fravel shows why transformations in military strategy were pursued at certain times and not others. He focuses on the military strategies adopted in 1956, 1980, and 1993-when the PLA was attempting to wage war in a new kind of way-to show that China has pursued major change in its strategic guidelines when there has been a significant shift in the conduct of warfare in the international system and when China's Communist Party has been united.Delving into the security threats China has faced over the last seven decades, Active Defense offers a detailed investigation into how and why states alter their defense policies.

Book excerpt: The importance of China stems not only from its current international role and its influence on the Asia-Pacific region in particular, but also because China's impact on global developments will likely continue to grow. One of our enduring imperatives is to accurately survey China's experiences as a means to grasp its existing perceptions, motivations, and ambitions. More than ever, solid, evidence-based evaluation of what the PLA has learned from the use of force and conflict elsewhere in the world is needed to shed light on the prospects for its cooperation, or rivalry, with the international community. This volume provides unique, valuable insights on how the PLA has applied the lessons learned from others' military actions to its own strategic planning. Book excerpt: This volume provides unique insights into the PLA's achievements over the span of Hu Jintao's tenure as Central Military Commission Chair from 2002 to 2012. This period saw a remarkable growth in capabilities and a critical expansion in the military's missions. The PLA increased its adoption of information technologies and advanced sensors into its modernization efforts. It also improved its ability to carry out joint training and missions other than war. Reflecting developments in the Chinese Communist Party, the PLA also experienced important changes in its political focus and mission. Most significantly, Hu Jintao introduced the "historic missions," which oriented the PLA toward a much greater international mission than it had previously undertaken. Supporting this new international mission, the PLA expanded its participation in international military exercises, as well as peacekeeping operations and humanitarian assistance and disaster relief missions abroad, including its first ever permanent naval deployment abroad in the counterpiracy missions in the Gulf of Aden. Understanding how the PLA matured and developed in the Hu era is critical to understanding the PLA today, and for identifying opportunities to further cooperation between our two militaries.
