Book excerpt: The 1999 PLA Conference, which was hosted jointly by the American Enterprise Institute and the U.S. Army War College's Strategic Studies Institute, convened September 10-12, 1999, at Carlisle Barracks, Pennsylvania. The goal of this conference was to comprehensively examine Chinese military modernization efforts. The meeting drew together leading experts on the PLA army, navy, air force, missile forces, and national defense industries and included PLA experts with opposing views on the pace and likely success of Chinese military modernization. Lively debate continually probed analytical differences and prejudices, as well as the sources of information upon which conclusions were based. The conference also included a preliminary yet timely examination of the PLA's potential application of information warfare. An initial discussion of the post-Kosovo implications for China's Taiwan strategy and China's foreign military relations also took place.

Book excerpt: Through extensive primary source analysis and independent analysis, this report seeks to answer a number of important questions regarding the state of China’s armed forces. The authors found that the PLA is keenly aware of its many weaknesses and is vigorously striving to correct them. Although it is only natural to focus on the PLA’s growing capabilities, understanding the PLA’s weaknesses—and its self-assessments—is no less important.

Available in PDF, EPUB and Kindle. Book excerpt: An analytical schism has developed over differing assessments of China's military modernization. Underlying this debate are at least two key questions. First, will the ongoing China's People's Liberation Army (PLA) modernization provide China with significant offensive power projection and/or preemptive capability? If so, by when? Second, does the pace and success of China's military modernization constitute a threat to the United States and/or its friends and allies in the Asia-Pacific region? At the source of these differing views on the pace and likely success of the PLA modernization is a lack of hard evidence, aggravated by a Chinese tendency to conceal both strengths and weaknesses. There are also analysts who are locked into positions on the PLA that the evidence seems unable to alter. Lack of information is often muddied by anecdotal knowledge, sometimes provided by Chinese interlocutors, that may be impossible to confirm or refute. In addition, a large body of conventional wisdom about the PLA has built up over time, which may inhibit fresh reassessment. Finally, peer comparisons of the PLA to the U.S. military, which is without equal in the post-Cold War period, may shape analysis of the PLA's capabilities and shortfalls. As a result, conclusions about China's military modernization often leave considerable room for interpretation on any side of an argument. The policy decisions made today based in part on the absence of hard analysis will likely haunt U.S. and allied policy and interests well into the 21st century, as China's comprehensive strength and historic aspirations mature. In order to minimize miscalculations about the PLA modernization, debate is essential, for it can help reduce the twin analytical evils of overestimation and underestimation. Debate can reduce wishful thinking or demonization about China's strategic capability and intentions. It may also preclude counterproductive self-imposed constraints on U.S. policy options based on fear of self-fulfilling prophecies of a China threat. Active debate, finally, can lead to a reevaluation of old, well-worn assumptions, and spur greater exploitation of publicly available information about the PLA and China's national security. All of this would potentially help to develop a clearer picture of China's People's Liberation Army After Next into the 21st century.

China faces a complicated security environment with a wide range of internal and external threats. Rapidly expanding international interests are creating demands for the People's Liberation Army (PLA) to conduct new missions ranging from protecting Chinese shipping from Somali pirates to evacuating citizens from Libya. The most recent Chinese defense white paper states that the armed forces must "make serious preparations to cope with the most complex and difficult scenarios . . . so as to ensure proper responses . . . at any time and under any circumstances." Based on a conference co-sponsored by Taiwan's Council of Advanced Policy Studies, RAND, Carnegie Endowment for International Peace, and National Defense University, The People's Liberation Army and Contingency Planning in China brings together leading experts from the United States and Taiwan to examine how the PLA prepares for a range of domestic, border, and maritime...

Available in PDF, EPUB and Kindle. Book excerpt: This updated volume is of special relevance in light of the profound changes occurring within the Chinese People's Liberation Army (PLA). China's desire to develop a military commensurate with its diverse interests is both legitimate and understandable. The challenge for U.S. Pacific Command (USPACOM) is to understand how China will employ this growing military capability in support of its interests. The book addresses the uncertainty surrounding the potential direction of the PLA by examining three distinct focus areas: domestic, external, and technological drivers of PLA modernization; alternative futures for the PLA; and, Implications for the region, world, and U.S.-China relations. The analysis provides an insightful perspective into the factors shaping and propelling the PLA's modernization, its potential future orientation ranging from internally focused to globally focused, and how the PLA's choices may impact China's relations with its neighbors and the world. Audience: Military personnel, policy analysts, lawmakers, and foreign officers in the Asia Pacific region may find many insights in this book pertaining to the development of the Chinese People's Liberation Army under the leadership of Chinese President, Xi Jinping. High school, community college, and undergraduate university students pursuing coursework and research for United States 1945- Present, global studies, and world history classes may find this text helpful for classroom debates about the expansion of the Chinese military role. Graduate students may find this work helpful for International Relations, Chinese Studies, and Global Affairs coursework in the pursuit of a Master's Degree program in these areas. China is predicted to be on the brink of overtaking the USA as the world's largest economy, and China's military capabilities and global ambitions are the single greatest long-term pre-occupation of Western governments. The PLA has progressed steadily – if slowly – since its creation in 1949, from a mass army of unsophisticated infantry limited to 'human wave' tactics into a highly sophisticated force with wide capabilities. The most recent reforms (1989 to the present day) have been made possible by massive economic liberalization, and have seen not only the modernization of all the armed forces but the beginnings of global outreach, even including Chinese participation in UN peace-keeping missions to Africa, the Middle East, and Haiti. Featuring rare photographs and specially commissioned color artwork, this study explores the developing structure, organization, equipment, appearance, and character of the Chinese People's Liberation Army from its creation until today.

Book excerpt: A RAND study analyzed Chinese and U.S. military capabilities in two scenarios (Taiwan and the Spratly Islands) from 1996 to 2017, finding that trends in most, but not all, areas run strongly against the United States. While U.S. aggregate power remains greater than China’s, distance and geography affect outcomes. China is capable of challenging U.S. military dominance on its immediate periphery—and its reach is likely to grow in the years ahead.

Book excerpt: The Chinese Army Today is a completely unique and comprehensive study of all elements of the Chinese military, focusing on its ground forces to a degree not found in any other contemporary works. In 1999, the military modernization program of the Chinese People’s Liberation Army that had been underway for twenty years increased in intensity and achieved a focus not seen in the previous two decades. Based primarily on actual Chinese sources, this book details the changes implemented since 1999 and puts them in the context of the many traditions that still remain. Written by a retired professional military officer who has served in China, this book presents the reader with the key developments since 1999. Its discussion on training and doctrine provides a level of detail not found in other works, but is essential to understanding the progress made in China’s military modernization and the obstacles yet to be overcome. The author uses first-hand observation of the Chinese military and three decades of military experience to weave many disparate threads from official Chinese statements, documents, and media reports into an integrated whole. This text defines exactly what forces make up the People’s Liberation Army and examines in detail ground force organization and structure, personnel policies, doctrine and training, new equipment entering the force, and missions routinely undertaken in support of society. This is an essential book for all students and scholars of China and Asia, political science and international relations and of contemporary military affairs and strategic studies.

Available in PDF, EPUB and Kindle. Book excerpt: There are a few books on all naval weapon systems for all nations in the world. These are limited in many Chinese technologies, with not a single entry on several important areas such as communications, weapon integration/ control and sonars. There are other excellent books on PLAN organization, high level assumed goals and political structure, but little on actual ship combat system details except possibly in limited areas. This book traces, in detail, the long path from a coastal defense force of obsolete ships and crude systems to the current complex unique new construction coastal missile catamarans and AEGIS-like large DDGs with indigenous Vertical launch weapons and long range cruise missiles. In war gaming or operational tactics, many tables with frequencies, loadouts and ranges are useful, especially if unclassified. With this book, all of these platforms and systems are in one source. The book is divided into sections on frigates, destroyers, missile destroyers, patrol craft, naval aircraft and helicopters, nuclear and diesel submarines. Antisubmarine, anti-air, antisurface and mine warfare, amphibs and auxuiliaries are in their own areas. Even state-owned paramilitary vessels are covered. Hull, machinery and electrical and deperming are also addressed. This book prompts the reader to discern PLAN areas of weakness as well as threats based upon the sum of tables, rather than merely accept an author’s conclusions. The enigmatic PLAN aircraft carrier preparations in pilots, shipyard and battle group basing will be noted. The only fact pending is when the keels will be laid in Shanghai and the actual tonnage.
