Book excerpt: In October 2016, the Ethiopian administration declared a State of Emergency in response to anti-Government demonstrations and mass riots. Officially said to result from subversive activities channelled from Eritrea, Egypt and diasporic populations in the West, the evidence in fact suggests that the riots stemmed from widespread internal dissatisfaction. Large-scale land dispossessions following bilateral deals with transnational agribusiness, damming of major rivers, construction of sugar estates and industry parks as well as urban sprawl have put pressure on agricultural and rural areas. Today, displacement, drought and widening inequalities surround fears of severe food shortages and political instability. Drawing on informant testimonies, court archives, field reports and other sources, the author examines these developments in Ethiopia's lake region. He shows how transformations over time in spatial politics, state-society relations and the organization of production and exchange have influenced the situation today, and reveals the impact of these changes on a population of smallholder farmers for which agriculture is not only the mainstay of the national economy but a way of life. Getnet Bekele is Associate Professor of History at Oakland University, MI, where he teaches African History and the Environmental and Economic History of Africa and the Global South.

The object of this book is to show the nature and the constraints of the commercialization of agriculture in one of the world's major problem areas, Sub-Saharan Africa. Agricultural commercialization started here centuries ago, albeit in small, pockets. It expanded sharply during the colonial period when the sub-continent became integrated into the world's economy. After independence the nature of this integration did not structurally change and the basic characteristics o agricultural commercialization remained unaltered. After an analysis of this process during the colonial period, the study focuses on post-colonial government policies and on spatial variation in the commercialization of Africa's agriculture. Differences in environmental and socio-economic conditions, production performance and government policy are dealt with on two geographical scales: in the fist at the level of macro-regions and individual countries, and the second, by means of case studies at the regional, village and project level. Thee field-work based studies each centre on a specific aspect of commercialization process in a wide variety of countries, viz Swaziland, Sudan, Botswana, Ivory Coast, Mali and Kenya. The final part of the book relates the subject of commercialization and rural development to Africa's present agricultural crisis.

It shows how a state-dedicated development strategy can destroy the productive capacities of people and their means of livelihood. It is a major new account of Ethiopia's contemporary socioeconomic and political history, and its future development problems and prospects. Ethiopia's most recent history has been marked by a fusion of famine, ecological disaster, and massive poverty. This despite the country's considerable resources: fertile land not yet under intensive cultivation, grazing land underused, and enormous water resources poorly exploited. Little research has been done to explain this incongruity. Girma Kebbede fills in this gap by providing a thorough examination of major socioeconomic and political factors that have kept the majority of the Ethiopian population poor and extremely vulnerable to adverse natural phenomena. The post-revolutionary political and socioeconomic transformation of Ethiopia resulted in the establishment of a highly authoritarian state controlled by a small bureaucratic elite that retained power through force and intimidation, and appropriated surplus by virtue of its control of state power and major sectors of the economy. The author argues that, as a result of the state's ill-conceived development strategies and priorities, and its intrusiveness into all aspects of social and economic life, the country was thrown into a perilous economic condition, with social dislocation and political instability. This agricultural history is set in the context of the larger environmental and landscape history of Ethiopia, showing how farmers have integrated crops, tools, and labor with natural cycles of rainfall and soil fertility, as well as with the social vagaries of changing political systems. McCann traces characteristic features of Ethiopian farming, such as the single-tine scratch plow, which has retained a remarkably consistent design over two millennia, and a crop repertoire that is among the most genetically diverse in the world. People of the Plow provides detailed documentation of Ethiopian agricultural practices since the early nineteenth century by examining travel narratives, early agricultural surveys, photographs and engravings, modern farming systems research, and the testimony of farmers themselves, collected during McCann’s five years of fieldwork.
