Book excerpt: Excerpt from A History of the Penal, Reformatory and Correctional Institutions of the States of New Jersey: Analytical and Documentary The first step towards a differentiated treatment of crime and criminals came with the erection of a state prison in 1797 - 8. This provided for a differentiation between those convicted of the more serious crimes and those convicted of petty Offenses or awaiting trial. It did not, however, attempt any differentiation on the basis Of age, sex, or mental state. Children and adults, male and female, sane and insane were confined in contiguity. Book excerpt: Excerpt from Reformatory Education: Papers on Preventive, Correctional and Reformatory Institutions and Agencies in Different Countries God, the legislator of the Jews, incorporated into the politico-religious code which was the corpus juris of their theocracy, injunctions of charity as extensive as their moral and intellectual development would endure, yet operative exclusively amongst their own nation, and as compared with the corresponding Christian idea, very narrow and low. The half century jubilee remitted all debts, and gave each family its old inherit ance anew. The septennial or Sabbatical year gave to all alike the spontaneous fruit of the earth. The Sabbath was a rest for all, men and animals. Wheat and grapes were to be left for the poor gleaners. No interest was to be taken from a Jew; and no pledge retained after sun down. The poor were always to be remembered and helped. A trien nial tithe was exacted, for strangers, widows, and orphans. The first fruits were to be bestowed in charity. Except this compulsory practice, scarcely a trace of even the form of charity is visible amongst the ante-christian nations. Much more ex pressive of the general heathen hard-heartedness, is the prevalence of legalized child-murder or exposure, slaughter of the old to be rid of them, and such other institutional abominations. The distribution of food or money, by the great rich men of Rome to clients, or on public occasions, to the citizens generally, were to buy votes or influence, or to maintain a pompous retinue. As for the long established custom of daily largesses of food or money to the common people of Rome, established to gain their votes or support, it was continued simply from pure necessity, because these turbulent and powerful beneficiaries, (said to haver numbered not lem than two million sf) would have ended the authority and life together. Book excerpt: Excerpt from Reformatory Education, Vol. 2: Papers on Preventive, Correctional and Reformatory Institutions and Agencies in Different Countries From our earliest connection with the administration and improvement of Public Schools in the States of Connecticut and Rhode Island, we have been convinced of the necessity of establishing and employing special institutions and agencies, of various kinds, to meet the educational deficiencies, and counteract the causes and tendencies to vice and crime among a large and increasing class of the population in cities and manufacturing villages. In a report to the Legislature of Rhode Island in 1845, the following suggestions were made in reference to the Supplementary Schools and Agencies required in the cities and large villages of that State "for the children of reckless, vicious, and intemperate parents, whose natures have become so debased that they are willing to abandon their offspring to the chance education of the streets, or the demoralizing training of their own criminal and vicious practices," as well as for individuals whose school attendance has been prematurely abridged, or from any cause interfered with. "Evening Schools should be opened for apprentices, clerks, and other young persons, who have been hurried into active employment without a suitable elementary education. In these schools, those who have completed the ordinary course of school instruction, can devote themselves to such studies as are directly connected with their several trades or pursuits, while those whose early education was entirely neglected, can supply, to some extent, such deficiencies. It is not beyond the legitimate scope of a system of public instruction, to provide for the instruction of adults, who? from any cause, in early life were deprived of the advantages of school attendance. Libraries, and courses of familiar lectures, with practical illustrations, collections in natural history, and the natural sciences, a system of scientific exchanges between schools of the same, and of different towns, - these and other means of extending and improving the ordinary instruction of the school-room and of early life, ought to be provided, not only by individual enterprise and liberality, but by the public, and the authorities entrusted with the care and advancement of popular education. One or more of that class of educational institutions known as "Reform Schools," "Schools of Industry," or "Schools for Juvenile Offenders," should receive such children, as defying the restraining influence of parental authority, and the discipline and regulations of the public schools, or such as are abandoned by orphanage, or worse than orphanage, by parental neglect or example, to idle, vicious and pilfering habits, are found hanging about places of public resort, polluting the atmosphere by their profane and vulgar speech, alluring, to their own bad practices, children of the same, and other conditions of life, and originating or participating in every street brawl and low-bred riot. Book excerpt: Excerpt from Remarks on Cellular Separation: Read by Appointment of the American Association for the Improvement of Penal and Reformatory Institutions, at the Annual Meeting in New York, November 29, 1860 At the very opening of the Eastern Penitentiary, more than thirty years ago, the same views were expressed by one of the officers who signed the communication just cited, Mr. George W. Smith, in his Defence of the Separate System, republished in 1833 by order of the Philadelphia Society. In that valuable witness of the opinions and designs which were entertained and published at the period just mentioned, the period of most excited partisan ship, the author said, Religious and other instruo tion will be constantly and regularly administered; the visits of the virtuous and benevolent permitted and encouraged, under proper restrictions; unremit ted solitude, or separation from all society, will not be, therefore, permitted. Again, It was never ih tended by the friends of our system, even by thme who were opposed to the introduction of labor, todeprive the convicts of exercise, of books of instruc tion, and of suitable society. Book excerpt: This intriguing pamphlet by the American Correctional Association presents an overview of the sort of prisons and correctional facilities in use in 1922. It contains a selection of remarkable plans and illustrations, with special reference to unique or improved features. Jails are chilling artifacts as they are evidence of rot in our society. But as illustrations and plans for these old prisons show, humanity and reform were also firm considerations in American correctional culture at the time. Presented at the Fifty-Second Congress of the American Prison Association in Detroit, 1922, this work contains plans for state prisons in New York and Alabama, for single buildings at two reformatories for women, for cottages at two reformatories for boys, and tentative plans for a metropolitan jail. Content includes: A Skyscraper Jail The New Sing Sing Prison The Wingdale Prison Kilby Prison Prison Farms for Women Proposed Plans for a State Prison Proposed Plan for a Reformatory Westchester County Penitentiary and Workhouse, White Plains, N. Y. Proposed Plans of the Detroit House of Correction Reception Cottage at the Hawthorne School (for Delinquent Boys) One-Story Cottage at the Thorn Hill School (for Delinquent Boys)

Book excerpt: Excerpt from Reform of Reformatories and Industrial Schools The vast majority of these juveniles are admitted between the ages of twelve and sixteen, either with one previous conviction or without previous conviction. It would, however, be a great mistake to imagine that those sent without previous conviction are first offenders. They are really old offenders who have hitherto managed to evade the clutches of the law, or have been previously charged but, with a view to leniency, not convicted. The genuine first offenders among juveniles are rarely, except on very serious charges, sent to either reformatory or prison. The average sentence served before release on licence is nearly-three and a half years so that the average age on release would be nearly eighteen.
