Available in PDF, EPUB and Kindle. Book excerpt: A history of America's most infamous tariff The Smoot-Hawley tariff of 1930, which raised U.S. duties on hundreds of imported goods to record levels, is America's most infamous trade law. It is often associated with—and sometimes blamed for—the onset of the Great Depression, the collapse of world trade, and the global spread of protectionism in the 1930s. Even today, the ghosts of congressmen Reed Smoot and Willis Hawley haunt anyone arguing for higher trade barriers; almost single-handedly, they made protectionism an insult rather than a compliment. In Peddling Protectionism, Douglas Irwin provides the first comprehensive history of the causes and effects of this notorious measure, explaining why it largely deserves its reputation for combining bad politics and bad economics and harming the U.S. and world economies during the Depression. In four brief, clear chapters, Irwin presents an authoritative account of the politics behind Smoot-Hawley, its economic consequences, the foreign reaction it provoked, and its aftermath and legacy. Starting as a Republican ploy to win the farm vote in the 1928 election by increasing duties on agricultural imports, the tariff quickly grew into a logrolling, pork barrel free-for-all in which duties were increased all around, regardless of the interests of consumers and exporters. After Herbert Hoover signed the bill, U.S. imports fell sharply and other countries retaliated by increasing tariffs on American goods, leading U.S. exports to shrivel as well. While Smoot-Hawley was hardly responsible for the Great Depression, Irwin argues, it contributed to a decline in world trade and provoked discrimination against U.S. exports that lasted decades. Peddling Protectionism tells a fascinating story filled with valuable lessons for trade policy today.

Book excerpt: "THE BOOK CHINA DOESN'T WANT YOU TO READ."--CNN A riveting insider's story of how the Party and big money work in China today, by a man who, with his wife, Whitney Duan, rose to the zenith of power and wealth--and then fell out of favor. She was disappeared four years ago. News of this book led to a phone call from Whitney, proof that she's alive. As Desmond Shum was growing up impoverished in China, he vowed his life would be different. Through hard work and sheer tenacity he earned an American college degree and returned to his native country to establish himself in business. There, he met his future wife, the highly intelligent and equally ambitious Whitney Duan who was determined to make her mark within China's male-dominated society. Whitney and Desmond formed an effective team and, aided by relationships they formed with top members of China's Communist Party, the so-called red aristocracy, he vaulted into China's billionaire class. Soon they were developing the massive air cargo facility at Beijing International Airport, and they followed that feat with the creation of one of Beijing's premier hotels. They were dazzlingly successful, traveling in private jets, funding multi-million-dollar buildings and endowments, and purchasing expensive homes, vehicles, and art. But in 2017, their fates diverged irrevocably when Desmond, while residing overseas with his son, learned that his now ex-wife Whitney had vanished along with three coworkers. This is both Desmond's story and Whitney's, because she has not been able to tell it herself.

Available in PDF, EPUB and Kindle. Book excerpt: Conflict of interest allegations have become a prominent part of the landscape of political and public sector ethics in Australia and overseas. The arena of policing has not been immune from this problem and this book is based on unique and unfettered access to ten years of internal investigation files held by Victoria Police. Through detailed analysis of actual complaint cases it gives the reader a comprehensive map by which to chart the particular kinds of interests involved, the nature of conflicts with official police duties, and the particular contexts from which conflicts of interest emerge. The book examines conflicts of interest across the private and public realm of the everyday lives of police officers. The author outlines how the problem of conflict of interest is an important aspect of police ethics, arguing that recognition of, and accountability for, conflict of interest may be a significant element in preventing upstream police misconduct and corruption. Conflict of Interest in Policing seeks to provide a conceptual and practical understanding of how integrity and trust must be integrated into the profession of policing through processes of active responsibility, rather than more traditional passive obedience to prescriptive rules.

Moral reasoning, as Cooper so adeptly points out, is essential in today's rapidly changing and complex global environment."—Donald C. Menzel, president, American Society for Public Administration, and professor emeritus, public administration, Northern Illinois University "The Responsible Administrator is at once the most sophisticated and the most practical book available on public sector ethics. It is conceptually clear and jargon-free, which is extraordinary among books on administrative ethics."—H. George Frederickson, Stone Distinguished Professor of Public Administration, University of Kansas "Remarkably effective in linking the science of what should be done with a prescriptive for how to actually do it, the fifth edition of Cooper's book keeps pace with the dynamic changes in the field, both for those who study it and those who practice it. The information presented in these pages can be found nowhere else, and it is information we cannot ethically afford to ignore."—Carole L. Jurkiewicz, John W. Available in PDF, EPUB and Kindle. Book excerpt: The United Nations Convention against Corruption includes 71 articles, and takes a notably comprehensive approach to the problem of corruption, as it addresses prevention, criminalization, international cooperation, and asset recovery. Since it came into force more than a decade ago, the Convention has attracted nearly universal participation by states. As a global and comprehensive convention, which establishes new rules in several areas of anti-corruption law and helps shape domestic laws and policies around the world, this treaty calls for scholarly study. This volume helps to fill a gap in existing academic literature by providing an invaluable reference work on the Convention. It provides systematic coverage of the treaty, with each chapter discussing the relevant travaux préparatoires, the text of the final article, comparisons with other anti-corruption treaties, and available information about domestic implementing legislation and enforcement. This commentary is designed to serve as a reference work for academics, lawyers, and policy-makers working in the anti-corruption field, and in the fields of transnational criminal law and domestic criminal law. Contributors include anti-corruption experts, scholars, and legal practitioners from around the globe.

From the U.S. Foreign Corrupt Practices Act ("FCPA") to the U.K. Bribery Act and recent Chinese, French, Indonesian, Brazilian, and German anti-bribery legislations, the compliance world has witnessed the fight against corruption rocketing to the top of most law reform and enforcement agendas. As the fight against corruption goes global, practitioners of the compliance, regulatory, and investigative space must understandand--and more importantly navigate--these increasingly complicated and often perilous compliance waters. With that heavy reality in mind, this first-of-its-kind book draws on the real-world experience and expertise possessed by some of the world's leading anti-corruption and anti-bribery practitioners to make meeting that challenge easier. Featuring country-specific chapters and practitioner-focused "how to" modules, From Baksheesh to Bribery serves as a one-stop shop for practitioners, in-house counsel, compliance personnel, academics, and others who want--and often need--to understand the world's perspective on corruption and the fight against it.
