Available in PDF, EPUB and Kindle. Book excerpt: The book presents a comprehensive study of the impact of policy reforms on output, employment, and productivity growth across sectors of India since 1991. It showcases varied responses from different sectors as they faced different degrees of policy interventions, and challenges or opportunities as regards markets, technology, and availability of skills and other complementary resources. The book also discusses the contributions of the service sector on India’s GDP and employment. The book throws light on the phenomena of rising inequality and persistent poverty which continues to shadow and be a hallmark of post-reform India, despite high economic growth. It underlines the failure of these reforms to bring about major change in social and economic organizations and institutions. The book’s contents stress on the criticality of addressing these issues as they have a serious potential of jeopardizing the country’s ability to maintain high growth momentum. With these pertinent topics, the book would be of interest not only to the research community, but also to policy makers and practitioners of various sectors addressed here.

Book excerpt: The book provides a new conceptualisation of inflation in underdeveloped economies, through Sri Lanka’s historical experience. It outlines a general theory of nationalisms in their diverse manifestations across the world, within a historical perspective of capitalist development and underdevelopment. The book, therefore, seeks to capture the production mode holistically, within both its infrastructural and superstructural levels probing their interactions. The theoretical structure through which inflation is analysed synthesises the theory of unproductive labour and Marxian theory of prices of production with labour surplus theory of late Dr. S. B. D. De Silva in the context of underdevelopment. In this light, Professor David Laibman’s Allocation Problem is resolved within a Marxist framework to provide an operational significance to the theory and its application. In the same vein the book also provides a new theoretical interpretation of Sri Lanka’s historical development from the British period onwards through application of theories of capitalist development and surplus labour.

Available in PDF, EPUB and Kindle. Book excerpt: First published in 1982, this reissue deals with the theory of underdevelopment, as Dr. de Silva attempts a synthesis between the internal and external aspects of underdevelopment and, in the Marxist tradition, focuses on the impact of the external on the internal as the dominant reality. Viewing underdevelopment as a problem in the non-transformation to capitalism, this analysis is in terms of the character of the dominant capital and of the dominant classes. Underdevelopment thus encompasses the ‘traditional’ peasant economy and also the export sector where the ‘modernizing’ influence of colonialism was felt. The book finally considers how the contemporary internationalization of capital affected the economies of the Third World.

Available in PDF, EPUB and Kindle. Book excerpt: This volume takes a fresh look at the land question in India. Instead of re-engaging in the rich transition debate in which the transformation of agriculture is seen as a necessary historical step to usher in dynamic capitalist (or socialist) development, this collection critically examines the centrality of land in contemporary development discourse in India. Consequently, the focus is on the role of the state in pushing a process of dispossession of peasants through direct expropriation for developmental purposes such as acquisition of land by (local) states for infrastructure development and to support accumulation strategies of private business through industrialization. Land in India is sought for non-agricultural purposes such as purchasing land to reduce risk and real estate development. Land is also central to tribal communities (adivasis), whose livelihoods depend on it and on a moral economy that is independent of any price-driven markets. Adivasis tend to hold on to such property, not as individual owners for profit, but for collective security and to protect a way of life. Thus land, notwithstanding its role in the accumulation process, has been, and continues to be, a turbulent arena in which classes, castes, and communities are in conflict with each other, with the state, and with capital, jockeying to determine the terms and conditions of land transactions or their prevention, through both market and non-market mechanisms. The volume goes beyond the traditional political economy of the agrarian transition question, and deals with, inter alia, distributional conflicts arising from acquisition of land by the state for capital accumulation on the one hand and its commodification on the other. It provides new analytical insights into the land acquisition processes, their legal-institutional and ethical implications, and the multifaceted regional diversity of acquisition experiences in India.
