Book excerpt: While disarmament, demobilization and reintegration (DDR) and security sector reform (SSR) have become integral statebuilding tools in post-conflict states, the existing empirical literature examining their relationship has focused on supply-side considerations related to the programming of both processes. In practice, though, DDR and SSR are implemented in the wider context of war-to-peace transitions where the state is attempting to establish a monopoly over the use of force and legitimize itself in the eyes of domestic and international communities. This paper therefore assumes that to identify opportunities and constraints for establishing closer practical linkages between DDR and SSR it is important to take the local politics into consideration. It examines two past externally driven peacebuilding interventions in West Africa, namely Liberia and Sierra Leone, featuring cases in which the central state had essentially fragmented or collapsed. Through this comparative analysis, the paper aims to provide a stepping-stone for future studies examining demand-side considerations of DDR and SSR in post-conflict contexts.

Book excerpt: Before the collapse of communism, UN interventions were restricted to the inter-state conflicts. Since then UN has been involved to resolve the intra-state conflicts and the mandate of the missions has enhanced accordingly to ensure the law and order, supervising elections and institutional building of the states. This research examines the UN responsiveness to post cold war conflicts and the transition of its operations from peacekeeping to peacebuilding. The study further finds out the correlation among the different aspects of the peacebuilding and the emerging role of UN Police and problems in this regard. It also takes into account whether the police reforms can be achieved without an effective and independent judicial system keeping in view the ground realities and the mandate of the missions assigned by the Security Council. The study is partially descriptive and partially analytical. The descriptive informs on the needs created in the post cold war scenario, UN response to it and the muddled process of policy and doctrine development. Case studies of seven UN interventions involving the CIVPOL personnel have been analyzed in the light of the mandate of the Missions.

Winner of the Luciano Tomassini Latin American Relations Book Award of the Luciano Tomassini Latin American Relations The Myth of the Democratic Peacekeeper reevaluates how United Nations peacekeeping missions reform (or fail to reform) their participating members. It investigates how such missions affect military organizations and civil-military relations as countries transition to a more democratic system. Two-thirds of the UN’s peacekeepers come from developing nations, many of which are transitioning to democracy as well. The assumption is that these “blue helmet” peacekeepers learn not only to appreciate democratic principles through their mission work but also to develop an international outlook and new ideas about conflict prevention. Arturo C. Sotomayor debunks this myth, arguing that democratic practices don’t just “rub off” on UN peacekeepers. So what, if any, benefit accrues to these troops from emerging democracies? In this richly detailed study of a decade’s worth of research (2001–2010) on Argentine, Brazilian, and Uruguayan peacekeeping participation, Sotomayor draws upon international socialization theory and civil-military relations to understand how peacekeeping efforts impact participating armed forces. Book excerpt: This thesis argues that the current peace operations training and education process is inadequate because it fails to incorporate peacebuilding, defined as: providing a secure environment that allows economic, political, humanitarian, and social development, which are the conditions necessary for the establishment of a self-sustaining, lasting peace. Absent the training for and conduct of peacebuilding operations (PBO), the military cannot withdraw from an area of operations because the conditions necessary for self-sustaining, lasting peace will not have been established, only conditions that prevent the re- emergence of violence. PBO take place during the period in which the former warring factions and society institutionalize or consolidate peace. Although force may be necessary at times to control violence, the military must rely on other methods and skills in order to continue the peace process towards the eventual objective of a self-sustaining, lasting peace. Leaders and soldiers must be educated and trained in these other methods and provided the tools to determine when to employ these methods and when to use force to achieve missions objectives. This thesis will examine the missions the military may be asked to perform, and the kinds of training and education necessary to prepare the military for these missions.
