Book excerpt: In 1952, Professor Allan Holmberg arranged for Cornell University to lease the Hacienda Vicos, an agricultural estate in the central Peruvian highlands on which some 1800 Quechua-speaking highland peasants resided. Between 1952 and 1957 Holmberg, with colleagues and students, initiated a set of social, economic, and agrarian changes, and nurtured mechanisms for community-based management of the estate by the resident peasants. By the end of a second lease in 1962, sufficient political pressure had been brought to bear on a reluctant national government to force the sale of Vicos to its people. Holmberg's twin goals for the Vicos Project were to bring about community possession of their land base and to study the process as it unfolded, advancing anthropological understanding of cultural change. To describe the process of doing both, he invented the term 'participant intervention.' Despite the large corpus of existing Vicos publications, this book contains much information that here reaches print for the first time. The chapter authors do not entirely agree on various key points regarding the nature of the Vicos Project, the intentions of project personnel and community actors, and what interpretive framework is most valid; in part, these disagreements reflect the relevance and importance of the Vicos Project to contemporary applied anthropologists and the contrasting ways in which any historical event can be explained. Some chapters contrast Vicos with other projects in the southern Andean highlands; others examine new developments at Vicos itself. The conclusion suggests how those changes should be understood, within Andean anthropology and within anthropology more generally.

Book excerpt: The department of Puno in southern Peru is an area oriented to livestock and agricultural production, peopled by an Indian peasant mass and a dominant minority of culturally Westernized mestizos. A small but growing hybrid group, the cholos, bridged the cultural gap and collaborated with dissident merchant elements within the mestizo group to challenge the economic, social, and political order of the altiplano (high plateau) system. Politics in the Altiplano analyzes the sources of conflict and political change in the plural society as it underwent socioeconomic development through a period of recurring natural disasters. In the period under study (1956–1966), a prolonged drought precipitated a series of crises. The mismanagement of American aid, sent to the suffering peasants, became a national cause célèbre. As migration to Peru’s coastal cities reached large-scale proportions, several peasant movements were launched in the department. To rechannel local discontent, an autonomous development corporation was created for Puno by the Peruvian Congress. This, plus the institution of local elections in 1963, provided ample opportunity for the coalition of dissident mestizos, cholos, and peasants to pursue their “revolutionary” goals. A rivalry between two major towns, Puno (the department’s capital) and Juliaca (the commercial center), furthered the conflict between conservative mestizos and the peasant-cholo movement. Juliaca’s attempt to secede from the department in November 1965 set off a series of violent strikes and counterstrikes in both cities. Intervention from the national level by government troops put an end to the crisis for the time being. But the continued need for land reform in the department, combined with institutionalized means for political participation, kept the peasants mobilized and the atmosphere of conflict alive.

Using historical, documentary, and ethnographic data collected over more than a decade as an aid worker and as a researcher in central Ecuador, Jill DeTemple examines the forces that have led to this entanglement of religion and development and the ways in which rural Ecuadorians, as well as development and religious personnel, negotiate these complicated relationships. Technical innovations have been connected to religious change since the time of the Inca conquest, and Ecuadorians have created defensive strategies for managing such connections. Although most analyses of development either tend to ignore the genuinely religious roots of development or conflate development with religion itself, these strategies are part of a larger negotiation of progress and its meaning in twenty-first-century Ecuador. DeTemple focuses on three development agencies—a liberationist Catholic women's group, a municipal unit dedicated to agriculture, and evangelical Protestant missionaries engaged in education and medical work—to demonstrate that in some instances Ecuadorians encourage a hybridity of religion and development, while in other cases they break up such hybridities into their component parts, often to the consternation of those with whom religious and development discourse originate. This management of hybrids reveals Ecuadorians as agents who produce and reform modernities in ways often unrecognized by development scholars, aid workers, or missionaries, and also reveals that an appreciation of religious belief is essential to a full understanding of diverse aspects of daily life.
