They show how government often expands to cope with acute conflicts; money is made more readily available; the transfer of resources acquires frantic pace; and so society becomes more attuned to a money-centric, modern life. Yet this style of governance is not the only approach. Dialogues from below challenge this accepted path to peacebuilding and new subjectivities emerge from movements for social justice by women, migrants, farmers, dalits, low-caste, and other subaltern groups. The idea of a government of peace sits at the core of the interlinked issues of social governance, peace-building, and security. By exploring this idea and analysing the Indian experience of insurgencies and internal conflicts the contributors collectively show how rules of social governance can and have evolved.

Nevertheless, alternative schools of thought dispute their consequences and the most effective strategy for achieving critical developmental objectives. This book argues that both liberal democracy and state capacity need to be strengthened to ensure effective development, within the constraints posed by structural conditions. Liberal democracy allows citizens to express their demands, hold public officials to account and rid themselves of ineffective leaders. Yet rising public demands that cannot be met by the state generate disillusionment with incumbent officeholders, the regime, or ultimately the promise of liberal democracy ideals. Thus governance capacity also plays a vital role in advancing human security, enabling states to respond effectively to citizen's demands.

Francophone Africa as a specific space is relatively little studied in the peace and security literature, despite the fact that almost half of all peacekeepers are deployed or were deployed in this part of Africa during the last decade. It is an arena for intervention that deserves more serious attention, if only because it provides fertile ground for exploring the key questions raised in the peacekeeping and peacebuilding literature. For instance, in 2002 a French operation (Licorne) was launched and in 2003 a UN force was deployed in Côte d’Ivoire alongside the French force there. Filling a gap in the current literature, Peace Operations in the Francophone World critically examines peacekeeping and peacebuilding practices in the francophone world, including but not limited to conflict prevention and resolution, security sector reform (SSR), francophone politics, and North–South relations. The book explores whether peace and security operations in francophone spaces have exceptional characteristics when compared with those carried out in other parts of the world and assesses whether an analysis of these operations in the francophone world can make a specific and original contribution to wider international debates about peacekeeping and peacebuilding. The Indonesian invasion of the former Portuguese colony in 1975 was widely considered to have permanently crushed the Timorese independence movement. Initial international condemnation of the invasion was quickly replaced by widespread acceptance of Indonesian sovereignty. But inside Timor-Leste various resistance networks maintained their struggle, against all odds. Twenty-four years later, the Timorese were allowed to choose their political future and the new country of Timor-Leste came into being in 2002. This book presents freedom in Timor-Leste as an accomplishment of networked governance, arguing that weak networks are capable of controlling strong tyrannies. Yet, as events in Timor-Leste since independence show, the nodes of networks of freedom can themselves become nodes of tyranny. The authors argue that constant renewal of liberation networks is critical for peace with justice - feminist networks for the liberation of women, preventive diplomacy networks for liberation of victims of war, village development networks, civil society networks. Constant renewal of the separation of powers is also necessary. A case is made for a different way of seeing the separation of powers as constitutive of the republican ideal of freedom as non-domination. The book is also a critique of realism as a theory of international affairs and of the limits of reforming tyranny through the centralised agency of a state sovereign. Reversal of Indonesia's 1975 invasion of Timor-Leste was an implausible accomplishment. Among the things that achieved it was principled engagement with Indonesia and its democracy movement by the Timor resistance. Unprincipled engagement by Australia and the United States in particular allowed the 1975 invasion to occur. The book argues that when the international community regulates tyranny responsively, with principled engagement, there is hope for a domestic politics of nonviolent transformation for freedom and justice.

The United Nations sought not only to democratize disorderly states but also to take responsibility for protecting people around the world from a range of dangers, including poverty, disease, natural disasters, and gross violations of human rights. National sovereignty came to be considered less an entitlement enforced by international law than a privilege based on states’ satisfactory performance of their perceived obligations. In Governing Disorder, Laura Zanotti combines her firsthand experience of UN peacebuilding operations with the insights of Michel Foucault to examine the genealogy of post–Cold War discourses promoting international security. It became a process whereby transitional authorities introduce a constitutional transformation on the basis of interim laws. This model attracted international attention, from the UN Security Council and several regional organisations, and became a playing field of choice in international politics and diplomacy. Also without recourse to armed force, international actors could impact a state apparatus – through state renaissance. This book zooms in on the non-forcible aspects of conflict-related transitional governance while focusing on the transition itself. This study shows that neither transitional actors nor external actors must respect specific rules when realising or contributing to state renaissance.
