To improve availability of weapon systems, DOD is implementing predictive maintenance. Often used in the private sector, predictive maintenance relies on personnel to use condition-monitoring technology and data analytics to schedule maintenance based on evidence of need. GAO examined the extent to which the military services have (1) implemented and (2) assessed the performance of predictive maintenance, and described (3) challenges and efforts to address challenges with implementing predictive maintenance. GAO is making 16 recommendations to the Army, Marine Corps, Navy, and Air Force to develop plans to implement predictive maintenance and assess its performance.

Book excerpt: Problems stemming from the misuse and abuse of alcohol and other drugs are by no means a new phenomenon, although the face of the issues has changed in recent years. National trends indicate substantial increases in the abuse of prescription medications. These increases are particularly prominent within the military, a population that also continues to experience long-standing issues with alcohol abuse. The problem of substance abuse within the military has come under new scrutiny in the context of the two concurrent wars in which the United States has been engaged during the past decade-in Afghanistan (Operation Enduring Freedom) and Iraq (Operation Iraqi Freedom and Operation New Dawn). Increasing rates of alcohol and other drug misuse adversely affect military readiness, family readiness, and safety, thereby posing a significant public health problem for the Department of Defense (DoD). To better understand this problem, DoD requested that the Institute of Medicine (IOM) assess the adequacy of current protocols in place across DoD and the different branches of the military pertaining to the prevention, screening, diagnosis, and treatment of substance use disorders (SUDs). Substance Use Disorders in the U.S. Armed Forces reviews the IOM's task of assessing access to SUD care for service members, members of the National Guard and Reserves, and military dependents, as well as the education and credentialing of SUD care providers, and offers specific recommendations to DoD on where and how improvements in these areas could be made.

Mr. Singer appeared before the Subcommittee to discuss CBO's recent analysis of military readiness. The term "readiness" refers to the ability of a military force to deploy quickly and perform initially in wartime the way it was designed to. This testimony addresses two aspects of readiness: what is the state of current readiness based on available indicators, and what are the implications for future readiness of levels of funding for some important categories of defense resources? Readiness is a key aspect of military capability, particularly in a period when conflicts can commence with little warning. As the drawdown in defense spending continues, however, the ability of the Department of Defense (DoD) to ensure that its forces are ready is increasingly subject to debate. Initial reductions in defense spending came disproportionately from the procurement accounts, which pay for new weapons. Future reductions may have to come primarily from the military personnel and operation and maintenance (O & M) accounts, which fund military pay and activities related to readiness such as training and equipment maintenance. The need to protect readiness is widely accepted within DoD. The recent Congressional Budget Office (CBO) paper, "Trends in Selected Indicators of Military Readiness, 1980 Through 1993," examines trends in two of DoD's most widely used and longest-established indicators of unit readiness: C-ratings and mission-capable rates. The paper also examines DoD's performance in five resource areas that are at the heart of the debate about future readiness levels: personnel quality, the total level of funding for the O & M accounts, depot maintenance, the supply of spare parts, and maintenance of real property.
