Book excerpt: Pavement deterioration is one of the most important driver for prioritizing pavement management and preservation (PMP) projects. The primary goal of this thesis is to provide reasonable predictive functions from multiple linear regression (MLR) models and artificial neural networks (ANN) that can be adopted by Kentucky Transportation Cabinet (KYTC). Furthermore, we use analytic hierarchy process (AHP) to design a composite pavement distress index in order to help Kentucky Transportation Cabinet (KYTC) prioritizing PMP projects based on 11 different distress indices. Numerical results show that the MLR models provide relatively high R square values of approximately 0.8. Both MLR and ANN models have small average squared errors (ASE). Finally, for all nine distress indices studied in this thesis, MRL models are recommended to KYTC due to their simplicity, interpretability along with robust performance that is comparable to the ANN model. Finally, a priority rating method is developed using analytical hierarchy process and it integrates 11 pavement distress indices into one priority score. A case study shows that the propose AHP-based rating method overcomes the drawback of KYTC's current rating system for overemphasizing the international roughness index (IRI) among all distress indices.

Book excerpt: Every agency responsible for the maintenance of roadway systems faces the problem of insufficient funding to perform all of the necessary repairs on all pavement sections. Therefore, highway agencies must adopt a pavement management system (PMS) to help set priorities. The PMS includes a method for evaluating pavement performance on a routine basis and identifying sections with a need for rehabilitation or maintenance. A comprehensive evaluation of a pavement section should include surface friction, structural adequacy, pavement distress and roughness. Due to the prohibitive costs, surface friction and structural adequacy are not commonly used in the United States as part of the routine inspection procedure for pavements. Many states in the U.S. use a pavement rating system that is based solely on visible surface distresses, while others use an index based on ride quality alone, to perform the regular evaluation of pavements and to select projects for rehabilitation or maintenance. Some states use a combination of distress and ride quality. The Ohio Department of Transportation (ODOT) utilizes the Pavement Condition Rating (PCR), which is based on surface distress, for project selection. Studies show that pavement roughness is the most important issue for customer satisfaction followed by distress. Roughness may also lead to increased deterioration rates, which in turn increase the severity of the roughness. This report outlines the development of a new performance index for pavements that incorporates aspects of ride quality together with surface distress, for possible adoption by ODOT. The proposed index is called the Pavement Quality Index (PQI). The PQI does not require any new measurements or methods; rather, it simply utilizes procedures that are already in place and well established in Ohio. The PQI is an amalgam of the PCR and the International Roughness Index (IRI). The new composite performance index is expected to result in an increase in user satisfaction with highway systems, together with improved decision-making in the pavement management process.

One indicator of pavement performance is the International Roughness Index (IRI), which is a measure of ride quality and also impacts road safety. Many transportation agencies use IRI to allocate annual maintenance and rehabilitation strategies to their road network. The objective of the work in this study was to develop a methodology to evaluate and predict pavement roughness over the pavement service life. Unlike previous studies, a unique aspect of this work was the use of non-linear mathematical function, sigmoidal growth function, to model the IRI data and provide agencies with the information needed for decision making in asset management and funding allocation. The analysis included data from two major databases (case studies): Long Term Pavement Performance (LTPP) and the Minnesota Department of Transportation MnROAD research program. Each case study analyzed periodic IRI measurements, which were used to develop the sigmoidal models.The analysis aimed to demonstrate several concepts; that the LTPP and MnROAD roughness data could be represented using the sigmoidal growth function, that periodic IRI measurements collected for road sections with similar characteristics could be processed to develop an IRI curve representing the pavement deterioration for this group, and that pavement deterioration using historical IRI data can provide insight on traffic loading, material, and climate effects. The results of the two case studies concluded that in general, pavement sections without drainage systems, narrower lanes, higher traffic, or measured in the outermost lane were observed to have more rapid deterioration trends than their counterparts. Overall, this study demonstrated that the sigmoidal growth function is a viable option for roughness deterioration modeling. This research not only to demonstrated how historical roughness can be modeled, but also how the same framework could be applied to other measures of pavement performance which deteriorate in a similar manner, including distress severity, present serviceability rating, and friction loss. These sigmoidal models are regarded to provide better understanding of particular pavement network deterioration, which in turn can provide value in asset management and resource allocation planning.

This is critical for fulfilling QC/QA needs of INDOT¿s pavement management system, because the precision of the physical location references is a prerequisite for the reliable collection and interpretation of pavement data. Such consistency is often jeopardized because the data are collected at different years, and are affected by changes in the vendor, inventory, or referencing system or reference points. This study therefore developed a ¿lining-up¿ methodology to address this issue. The applicability of the developed methodology was demonstrated using 2012-2014 data from Indiana¿s highway network. The results showed that the errors in the unlined up data are significant as they mischaracterize the true pavement condition. This could lead to the reporting of unreliable information of road network condition to the decision makers, ultimately leading to inappropriate condition assessments and prescriptions. Benefits of the methodology reverberate throughout the management functions and processes associated with highway pavements in Indiana, including pavement performance modeling, optimal timing of maintenance, rehabilitation, and reconstruction (MRR), and assessment of the effectiveness of MRR treatments and schedules.The second part of the study developed correlations for the different types of pavement distresses using machine learning algorithms. That way, the severity of any one type of distress can be estimated based on known severity of other distresses at that location. The 2012-2014 data were from I-70, US-41, and US-52, and the distress types considered are cracking, rutting, faulting, and roughness. Models were developed to relate surface roughness (IRI) to pavement cracks, and between the different crack types, with resulting degrees of confidence that varied across the different crack types and road functional classes. In addition, for each functional class and for each crack type, models were built to relate crack depth to crack width. The concept can be applied to other distress types, such as spalling, bleeding, raveling, depression, shoving, stripping, potholes, and joint distresses, when appropriate data are available.

Book excerpt: The growing interest in pavement management systems (PMSs), both in South Mrica and internationally, has been in response to a shift in importance from the construction of new roads to the maintenance of the existing paved network coupled with increasingly restrictive road funding. In order to develop a balanced expenditure programme for the national roads of South Africa there is a need to predict the rate of deterioration of a pavement and the nature of the changes in its condition so that the timing, type and cost of maintenance needs could be estimated. Internationally these expected changes in pavement condition are predicted by pavement deterioration models, which normally are algorithms developed mathematically or from a study of pavement deterioration. Since no usable pavement deterioration models existed locally, it was necessary to evaluate overseas literature on pavement deterioration prediction models with the aim of identifying models possibly applicable to the national roads of South Africa. Only deterioration models developed from the deterioration results of inservice pavements under a normal traffic spectrum were evaluated. Models developed from accelerated testing were avoided since these models virtually eliminated long?term effects (these are primarily environmental but also include effects of the rest periods between loads), and that the unrepresentative traffic loading regimes can distort the behaviour of the pavement materials, which is often stress dependent. Models developed from the following studies were evaluated: AASHO Road Test The Kenya study Brazil-UNDP study (HDM-ill models) Texas study Of all the above models studied that were developed from major studies it was concluded that the incremental models developed during the Brazil study, were the most appropriate for further evaluation under South African conditions. A sensitivity analysis was conducted on the HDM-III models to evaluate their sensitivity to changes in the different parameters comprising each model. The results obtained from the sensitivity analysis indicate that the incremental roughness prediction model incorporated into the HDM-III model tends to be insensitive to changes in most parameters. Accuracy ranges for input data were, however, also identified for parameters which indicated an increase in sensitivity in certain ranges. The local applicability of the HDM-III deterioration models were finally evaluated by comparing HDM-III model predictions with the actually observed deterioration values of a selected number of national road pavement sections. To enable the above comparison, a validation procedure had to be developed according to which the format of existing data could be transformed to that required by the HDM-ill model, as well as additional information be calculated. From the comparison it was concluded that the HDM-III models are capable of accurately predicting the observed deterioration on South African national roads, but that for most models calibration is needed for local conditions. Guidelines regarding recommended calibration factor ranges for the different HDM-ill models are given. Finally it is recommended that the HDM-III models should be considered for incorporation into a balanced expenditure programme for the national roads of South Africa.

As a result, large amounts of financial and labor resources are spent every year to improve and maintain road infrastructures around the world. Traditionally, vehicle and pavement dynamics are treated as two separate areas of research. However, they are strongly coupled together through their contact points. Thus, one of the major concerns is to develop a more reliable dynamic pavement-vehicle interaction model to investigate and evaluate accurately both vehicle and pavement responses, and also to examine the pavement distress due to the severity of traffic loads. One of the most important distress modes in pavements is fatigue cracking. Despite the fact that there have been considerable efforts in recent years in fatigue performance evaluation and the design of flexible pavements, there is still a need for further studies in predicting fatigue cracking in terms of damage distribution considering the uncertainty and variability associated with the input parameters of pavement-vehicle interaction and traffic load repetitions. The main objective of this research study is to carry out an in-depth investigation of the dynamics of the pavement-vehicle interaction and the effect of coupling action on system response, as well as fatigue study of the pavement due to repeated traffic loads. The response of the pavement-vehicle coupled system supported by a linear visco-elastic foundation has been investigated. The vehicle is modeled as a two-degree-of-freedom quarter-vehicle model, and the pavement-foundation system is described by a simply supported Euler-Bernoulli beam resting on Pasternak foundation, while the tire is coupled to the flexible pavement with a single point contact. Galerkin method has been utilized to develop the governing differential equations of motion. Direct numerical integration approach based on implicit Newmark linear average acceleration technique has been used to solve the governing differential equations in order to evaluate the response of the coupled system. Results have been validated with previous research work and also compared with those of conventional uncoupled system. The effects of different parameters such as vehicle speed, road roughness, soil stiffness and suspension damping on the responses are then investigated. For the fatigue study of flexible pavements, a methodology, for modeling pavement damage and predicting fatigue cracking of flexible pavements is presented. The methodology is based on the combination of deterministic method and stochastic approach using Palmgren-Miner's hypothesis in which Poisson process is employed to characterize the actual repetitions of traffic load. Different models are then presented to estimate the fatigue life of the pavement surface layer. The results are compared and discussed.

Book excerpt: In Korea, a 7.7 km-long test road was constructed with an aim to better understand the behavior of pavements and to develop a mechanistic-empirical pavement design guide (MEPDG). This two lane highway consisted of asphalt and concrete pavements that were further divided into diverse sections: 33 asphalt sections and 25 concrete sections. Construction of the test road began in 1997 and ended in 2002. It opened to traffic in March 2004. So far, many field tests have been carried out to evaluate the response and performance of pavements. At asphalt sections, the first attempt was made to correlate design parameters with the performance of pavements, and this is the focus of this paper. Performance was characterized by the evolution of failures, such as rutting, cracking, and longitudinal road profile. Design parameters included surface type, base type, base thickness, and anti-frost layer. Field surveys were made with an automatic road analyzer for the 2002-2007 period, and trends in pavement failures were analyzed with respect to individual design parameters. Also, a highway present condition index (HPCI) was adopted to assess the overall performance of individual sections. Findings of this study are being used to validate pavement performance models incorporated into the MEPDG that is scheduled to be released in 2010.
