Book excerpt: The inter-sectoral migration of agricultural labour is a complex but fundamental process of economic development largely affected by the growth of agricultural productivity and the evolution of the agricultural relative income gap. Theory and some recent anecdotal evidence suggest that as an effect of large fixed and sunk costs of out-farm migration, the productivity gap between the agricultural and non-agricultural sectors should behave non-monotonically or following a U-shaped evolution during economic development. Whether or not this relationship holds true across a sample of 38 developing and developed countries and across more than 200 EU regions was empirically tested. Results strongly confirm this relationship, which also emphasises the role played by national agricultural policy.

Book excerpt: We are the first to provide a comparative empirical analysis of non-farm entrepreneurship in rural Africa, using the World Bank's unique LSMSISA dataset. This dataset covers six countries over the period 2005 to 2012. We find that rural enterprises tend to be small, informal household enterprises that provide predominantly goods and services to the local economy, and operate intermittently due to seasonality in farming. We furthermore establish that the likelihood of operating an off-farm enterprise depends on individual capabilities, household characteristics and institutional factors. While the results of some variables show consistency across the sample, we also find much heterogeneity, suggesting that rural entrepreneurship is also a response to country-level circumstances and policies. Although more than 50 years have passed since rural development was identified as a priority for African countries, rural entrepreneurship continues to fulfill mainly a risk-diversifying role. This may suggest that policies to foster effective rural-urban migration and wage employment in rural areas, have largely failed in Africa.

Book excerpt: Against a background of mass movements of the youths and educated members of the labour force away from the rural farm sector in Sub-Saharan Africa, with far reaching implications on both the rural and the urban sectors, the study being reported was conducted to examine the patterns, determinants and production efficiency outcomes of rural out-migration and off- farm labour supply by members of rural farm households in southwest Nigeria. The study found that 38.7 percent of the economically active individuals born into the sampled rural farm families have migrated to urban centres, while 47.3 percent of those left in the rural sector participate in off- farm activities. Off-farm employment accounted for 34.3 percent of the typical rural farm household members' work efforts, 21.7 percent of the household income, while remittances from the out-migrants accounted for 9.9 percent the household income. However, while income from off-farm activities significantly enhanced production efficiency of the farm households, remittances received from rural out- migrants did not.
