In the mid-to-late 1980s the Army developed a modified version (Patriot ATM) of the system to defend against tactical missiles (short-range ballistic, cruise, and air-to-surface). PAC-1 mods involved software changes and PAC-2, hardware changes (new fuse and larger fragments for the warhead). Patriot ATM was used during the Persian Gulf War in early 1991 to defend cities and sites in Saudi Arabia and Israel. Patriot's success against Iraqi Scuds spawned conflicting claims about who supported Patriot and who didn't. The legislative history of Patriot ATM is not that simple. It is linked to nearly-decade long congressional efforts to get DOD to respond to the tactical missile threat: first, the Soviet threat to NATO forces; now, the proliferating global threat. The public record reveals a congressional consensus for early deployment of an effective tactical ballistic missile defense (TBMD).

As part of this capability, scheduled to be fielded in 1999, the Patriot Project Office (PPO) and the Ballistic Missile Defense Organization (BMDO) have contracted with Raytheon for the integration of the PAC-3 Missile Segment into the Patriot Air Defense System. The goal of this program is to achieve a balanced design that provides a fielded capability which maximizes the kill potential of the PAC-3 missile while maintaining overall performance of the Patriot System. The modular hardware design and flexible software architecture of the Patriot Air Defense System supports a system design which meets this goal.

Book excerpt: The Patriot and the Navy Area ballistic missile defense systems are expected to provide the lower tier of defense in an overall missile defense strategy, which includes the Army's Theater High Altitude Area Defense and Navy Theater Wide systems. These latter systems are designed to intercept targets at much higher altitudes (above the atmosphere) than the Patriot missile. Engineering and manufacturing development of the Patriot Advanced Capability-3 (PAC-3) missile was approved in May 1994. The original schedule called for initial fielding of the missile in 1998 and missile procurement through 2002. Several delays have occurred since that time. As of March 2000, initial fielding of the PAC-3 missile was planned for 2001, and missile procurement was planned through 2010. With the exception of the missile, all PAC-3 components are upgrades to existing Patriot components. The PAC-3 missile is based on the Extended Range Interceptor Technology program, in which the Department of Defense (DOD) explored the feasibility of developing a hit-to-kill missile. Under this program, the extended range missile was developed in a laboratory environment, prototype missiles were fabricated, and the missiles successfully intercepted three of four test targets. The Ballistic Missile Defense Organization, a DOD agency responsible for missile defense programs, provides overall management of the PAC-3 program, including its funding. The Army's Program Executive Office for Air and Missile Defense and the Patriot Project Office provide day-to-day management of the program.

Book excerpt: On February 25, 1991, a Patriot missile defense system operating at Dhahran, Saudi Arabia, during Operation Desert Storm failed to track and intercept an incoming Scud. This Scud subsequently hit an Army barracks, killing 28 Americans. This report responds to Rep. Wolpe' request that the General Accounting Office(GAO) review the facts associated with this incident and determine if a computer software problem was involved. If so, the Reprentative asked GAO to provide information on what the specific software problem was, and what has been done to correct it. Appendix I details our objectives, scope, and methodology. The Patriot battery at Dhahran failed to track and intercept the Scud missile because of a software problem in the system's weapons control computer. This problem led to an inaccurate tracking calculation that became worse the longer the system operated. At the time of the incident, the battery had been operating continuously for over 100 hours. By then, the inaccuracy was serious enough to cause the system to look in the wrong place for the incoming Scud. The Patriot had never before been used to defend against Scud missiles nor was it expected to operate continuously for long periods of time. Two weeks before the incident, Army officials received Israeli data indicating some loss in accuracy after the system had been running for 8 consecutive hours. Consequently, Army officials modified the software to improve the system's accuracy. However, the modified software did not reach Dhahran until February 26,1991-the day after the Scud incident.
