Book excerpt: The report is a product arising from the work of the Sustainable Sanitation Alliance which was initiated prior to the International Year of Sanitation in 2008 in an attempt to inject sustainable development ideas into the sanitation sector. It functions as a vision document for those policymakers, researchers and practitioners that are striving towards fundamental reform and improvements within the sanitation sector in both rural and urban populations in all countries of the world. It reviews the global progress being made towards achieving the Millennium Development Goal (MDG) target on sanitation. A literature review is presented on sanitation provision including human health impacts and the estimated costs and benefits of achieving the MDG target. The report also provides a critique in that the UN has not yet introduced the concept of sustainability into the MDG programme in general and in particular into the sanitation sector which is highly dysfunctional and suffering from limited political leadership at both the local and global levels. It introduces the various sustainable sanitation options available and what approaches can be taken to improve sanitation systems – not just toilets which are only a small part of the overall system of food, nutrients and water cycles. The study estimates the numbers of urban and rural households, including slum populations that are being targeted in all world regions. It also evaluates the historic trends in morbidity and mortality linked to diarrhoea arising from lack of functioning sanitation services comparing these to the UN data on sanitation coverage. The report estimates the potential fertiliser replacement capacity that reuse of human excreta can have for all world regions. Finally it provides a vision for future development within the sector where more sustainable options like source separation and reuse are promoted giving positive environmental or “green” impacts but also catalysing greater involvement and understanding on the part of individuals in society.

How can Community Led Total Sanitation (CLTS) be operationalized at national and subnational levels? What do the strategies for achieving exponential growth of Open Defecation Free (ODF) communities look like? CLTS is a rapidly growing approach to solving the widespread sanitation challenges of the developing world. It is an approach that is proving to be effective in country after country, but most experience with the approach to date has been in a relatively bounded, project-based framework. This book looks at a particular experience in Madagascar of taking CLTS to a much larger scale. The Global Sanitation Funds program in Madagascar, the Fonds dAppui pour lAssainissement (FAA), is in the midst of a remarkable process currently producing thousands of ODF villages, which combine to make ODF communes and ODF districts. Promising Pathways describes some of the mechanisms that have evolved to put this process into action, focusing on innovative strategies and models for scaling up. It identifies and highlights features of the actors and the institutional environment that are key to emerging successes. And it pulls out the lessons that can be applied in other settings where MDG targets for sanitation have not yet been achieved. These lessons are clearly situated in the framework of the bottom-up and community-led principles underpinning the CLTS process. Based on fieldwork conducted at community and national levels in Madagascar during 2013, the research for this publication was guided by Kamal Kar, founder and pioneer of CLTS, and conducted by a CLTS Foundation team. CLTS Foundation is an association of like-minded development professionals and practitioners, focusing on issues around rural and urban sanitation globally. It strives to create a world free from open defecation by means of collective behavioral change of the empowered local communities through capacity building, providing technical support, and influencing national strategies and policies of the countries. The foundation also undertakes research and action-learning initiatives focused toward poverty reduction, rural and urban livelihoods, and governance issues, with CLTS as an entry-point strategy. Book excerpt: Beyond the Gap: How Countries Can Afford the Infrastructure They Need while Protecting the Planet aims to shift the debate regarding investment needs away from a simple focus on spending more and toward a focus on spending better on the right objectives, using relevant metrics. It does so by offering a careful and systematic approach to estimating the funding needs to close the service gaps in water and sanitation, transportation, electricity, irrigation, and flood protection. Exploring thousands of scenarios, this report finds that funding needs depend on the service goals and policy choices of low- and middle-income countries and could range anywhere from 2 percent to 8 percent of GDP per year by 2030. Beyond the Gap also identifies a policy mix that will enable countries to achieve key international goals--universal access to water, sanitation, and electricity; greater mobility; improved food security; better protection from floods; and eventual full decarbonization--while limiting spending on new infrastructure to 4.5 percent of GDP per year. Importantly, the exploration of thousands of scenarios shows that infrastructure investment paths compatible with full decarbonization in the second half of the century need not cost more than more-polluting alternatives. Investment needs remain at 2 percent to 8 percent of GDP even when only the decarbonized scenarios are examined. The actual amount depends on the quality and quantity of services targeted, the timing of investments, construction costs, and complementary policies. Finally, investing in infrastructure is not enough; maintaining it also matters. Improving services requires much more than capital expenditure. Ensuring a steady flow of resources for operations and maintenance is a necessary condition for success. Good maintenance also generates substantial savings by reducing the total life-cycle cost of transport and water and sanitation infrastructure by more than 50 percent.

Many organizations and agencies are trying to forge a path toward sustainable practices in water, but the various sectors utilizing and governing water services are not interconnected. More integration and a greater understanding of holistic approaches are needed.
