Following an introductory overview which addresses the interaction between privatization, deregulation and market liberalization within both developed and developing country policy environments, the contributors discuss the philosophical bases of privatization policies, examine the seminal experiences of Britain and the United States, and identify factors responsible for successful privatization efforts. This is followed by case studies of privatization in such sectors as finance, transportation, health care, housing, and telecommunications around the world. After special sectoral studies of developing country finance, debt-equity conversions, and international air transport, the authors successively survey the experience of privatization in selected Latin American, Caribbean, West African and Asian developing nations; in the advanced industrial nations of Canada, France, New Zealand, and Sweden; and in the socialist countries of China, Hungary, and Poland. Within a few years the “mighty” Soviet Union fell back from a major power to a third world economy, dealing with problems like mass poverty and epidemics. In light of these disastrous outcomes the question of what “went right” during the transition process seems to be even more appropriate then the question of what “went wrong”. However, while it seems to be obvious that the stabilization and liberalization attempts by the Russian government predominantly failed, privatization, the third core facet of transition1 , “has been touted as a one of the major successes of the Russian government’s economic transformation policy. By the beginning of 1996 77.2% of medium-size and large enterprises had been privatised, accounting for 88.3% of total industrial output.”2 On the one hand, according to the Russian government’s Western advisers this privatization is the fastest in human history and “seems to be one of the few positive fruit of Russian economic policy since 1991”3. On the other hand, a common point of view is that its implementation led to an unfair distribution of state assets and only benefited a minority of Russian population. This debate is going to be the main focus of this paper. By discussing the general importance of the private sector to a democracy, the aims of privatization, its subsequent reforms, and its results, I intend to assess the contribution of these reforms to the process of Russian democratization.

Empirically, it aims to fill a gap in our knowledge of privatization of higher education in North China. To this end, Beijing was chosen as a case for analysis, and nine local higher educational institutions were visited. The case study strategy is also complemented by an extensive review of national policies to reveal problems beyond the specific case of Beijing and of national concern. The effects of the cultural and socioeconomic background and the unique state-party controlling system on higher education management are stressed. Conceptually, most existing studies on privatization of higher education in China adopt a policy analysis approach, while research on privatization of other public sectors or in other countries is frequently guided by economic theories. This book thus seeks to combine both social policy and econometric approaches to provide a systematic and detailed investigation of the privatization process in the context of higher education. It also improves examines the applicability of western theories in the Chinese context.

Book excerpt: In Alternative Pathways in Science and Industry, David Hess examines how social movements and other forms of activism affect innovation in science, technology, and industry. Synthesizing and extending work in social studies of science and technology, social movements, and globalization, Hess explores the interaction of grassroots environmental action and mainstream industry and offers a conceptual framework for understanding it. Hess proposes a theory of scientific and technological change that considers the roles that both industry and grassroots consumers play in setting the research agenda in science and technology, and he identifies "alternative pathways" by which social movements can influence scientific and technological innovation. He analyzes four of these pathways: industrial opposition movements, organized against targeted technologies (as in the campaign against nuclear energy); technology- and product-oriented movements, which press for alternatives (as does the organic food movement); localism, which promotes local ownership (as in "buy-local" campaigns); and access pathways, which support a more equitable distribution of resources. Within each pathway, Hess examines reforms in five different areas: agriculture, energy, waste and manufacturing, infrastructure, and finance. The book's theoretical argument and empirical evidence demonstrate the complex pattern of incorporation (of grassroots innovations) and transformation (of alternative ownership structures and the alternative products themselves) that has characterized the relationship of industry and activism. Hess's analysis of alternative pathways to change suggests ways economic organizations could shift to a more just and sustainable course in the twenty-first century.
