Based on raw electoral data from 30 sub-Saharan African countries observed between 1966 and 2016, this text explores the causes and mechanisms of Party System Institutionalization (PSI) and its relationship with the processes of mobilization and democratization. Posing key theoretical and empirical questions in cross-regional comparison, it examines and reveals the defining properties of PSI, how they should be measured and under what conditions it varies. In doing so, it contributes with a new explanatory framework of party system development – that gives primacy to modes of transition, political institutions and party-citizen linkages – to further cross-regional comparisons among third-wave party systems. In some countries issues focusing on the environment, immigration, economic decline, and regional concerns have been brought to the forefront by new political parties. In other countries these issues have been addressed by established parties, and new issue-driven parties have failed to form. Most current research is unable to explain why under certain circumstances new issues or neglected old ones lead to the formation of new parties. Based on a novel theoretical framework, this study demonstrates the crucial interplay between established parties and possible newcomers to explain the emergence of new political parties. Deriving stable hypotheses from a simple theoretical model, the book proceeds to a study of party formation in twenty-two developed democracies. New or neglected issues still appear as a driving force in explaining the emergence of new parties, but their effect is partially mediated by institutional factors, such as access to the ballot, public support for parties, and the electoral system. The hypotheses in part support existing theoretical work, but in part present new insights. The theoretical model also pinpoints problems of research design that are hardly addressed in the comparative literature on new political parties. These insights from the theoretical model lead to empirical tests that improve on those employed in the literature and allow for a much-enhanced understanding of the formation and the success of new parties. Unlike most existing studies, which strongly focus on electoral (short-term) success or particular party families, this book examines the conditions for the organizational persistence and electoral sustainability of the 140, organizationally new parties that entered their national parliaments in seventeen democracies from 1968 to 2011. The book presents a new theoretical perspective on party institutionalization, which considers the role of both structural and agential factors driving party evolution. It thereby fills some important lacunae in current cross-national research. First, it theorizes the interplay between structural (pre)conditions for party building and the choices of party founders and leaders, whose interplay shapes parties' institutionalization patterns crucial for their evolution, before and after entering national parliament. Second, this approach is substantiated empirically by advanced statistical methods assessing the role of party origin for new party persistence and sustainability. These analyses are combined with a wide range of in-depth case studies capturing how intra-organizational dynamics shape party success and failure. By accounting for new parties' longer-term performance, the study sheds light on the conditions under which the spectacular rise of new parties in advanced democracies is likely to substantively change old party systems. It critically analyses the 'decline of parties' literature both from a conceptual perspective and - with regard to antiparty attitudes among citizens - on the basis of empirical analyses of survey data. It systematically re-examines the underpinnings of rational-choice analyses of electoral competition, as well as the misapplication of standard party models as the 'catch-all party.' Several chapters reexamine existing models of parties and party typologies, particularly with regard to the capacity of commonly used concepts to capture the wide variation among parties that exist in old and new democracies today, and with regard to their ability to deal adequately with the new challenges that parties are facing in rapidly changing political, social and technological environments. In particular, two detailed case studies demonstrate how party models are significant not only as frameworks for scholarly research, but also insofar as they can affect party performance. Other chapters also examine in detail how corruption and party patronage have contributed to party decline, as well as the public attitudes towards parties in several countries. In the aggregate, the various contributions to this volume reject the notion that a 'decline of party' has progressed to such an extent as to threaten the survival of parties as the crucial intermediary actors in modern democracies. The contributing authors argue, however, that parties are facing a new set of sometimes demanding challenges. Not only have parties differed significantly in their ability to successfully meet these challenges, but the core concepts, typologies, party chdels and methodological approaches that have guided research in this area over the past 40 years have met with only mixed success in adequately capturing these recent developments and serving as fruitful frameworks for analysis. It investigates how the length of democratic experience, the institutionalization of individual parties, the fragmentation of parliaments, and the support for anti-establishment parties, shape the degree of institutionalization of party systems. The analyses presented answer the questions of whether predictability in partisan interactions is necessary for the survival of democratic regimes and whether it improves or undermines the quality of democracy. The developments of party politics at the elite level are contrasted with the dynamics of voting behaviour. The comparisons of distinct historical periods and of macro-regions provide a comprehensive picture of the European history of party competition and cooperation. The empirical overview presented in the book is based on a novel conceptual framework and features party composition data of more than a thousand European governments. Party systems are analysed in terms of poles and blocs, and the degree of closure and of polarization is related to a new party system typology. The book demonstrates that information collected from partisan interactions at the time of government formation can reveal changes that characterise the party system as a whole. The empirical results confirm that the Cold War period (1945-1989) was exceptionally stable, while the post-Berlin-Wall era shows signs of disintegration, although more at the level of voters than at the level of elites. After three decades of democratic politics in Europe (1990-2019), the West and the South are looking increasingly like the East, especially in terms of the level of party de-institutionalization. The West and the South are becoming more polarised than the East, but in terms of parliamentary fragmentation, the party systems of the South and the East are converging, while the West is diverging from the rest with its increasingly high number of parties. As far as our central concept, party system closure, is concerned, thanks to the gradual process of stabilization in the East, and the recent de-institutionalization in the West and South, the regional differences are declining.
