In some countries issues focusing on the environment, immigration, economic decline, and regional concerns have been brought to the forefront by new political parties. In other countries these issues have been addressed by established parties, and new issue-driven parties have failed to form. Most current research is unable to explain why under certain circumstances new issues or neglected old ones lead to the formation of new parties. Based on a novel theoretical framework, this study demonstrates the crucial interplay between established parties and possible newcomers to explain the emergence of new political parties. Deriving stable hypotheses from a simple theoretical model, the book proceeds to a study of party formation in twenty-two developed democracies. New or neglected issues still appear as a driving force in explaining the emergence of new parties, but their effect is partially mediated by institutional factors, such as access to the ballot, public support for parties, and the electoral system. The hypotheses in part support existing theoretical work, but in part present new insights. The theoretical model also pinpoints problems of research design that are hardly addressed in the comparative literature on new political parties. These insights from the theoretical model lead to empirical tests that improve on those employed in the literature and allow for a much-enhanced understanding of the formation and the success of new parties. Latin American Party Systems provides a novel theoretical argument to account for differences in the degree to which political party systems in the region were programmatically structured at the end of the twentieth century. Based on a diverse array of indicators and surveys of party legislators and public opinion, the book argues that learning and adaptation through fundamental policy innovations are the main mechanisms by which politicians build programmatic parties. Marshalling extensive evidence, the book's analysis shows the limits of alternative explanations and substantiates a sanguine view of programmatic competition, nevertheless recognizing that this form of party system organization is far from ubiquitous and enduring in Latin America.

Protest movements on the left and the New Right at the opposite pole have challenged and divided the major parties, and the Reagan Revolution--in reversing a fifty-year trend toward governmental expansion--may turn out to have revolutionized the party system too. In this edition, as in the first, current political trends and events are placed in a historical and theoretical context. Focusing upon three major realignments of the past--those of the 1850s, the 1890s, and the 1930s--Sundquist traces the processes by which basic transformations of the country's two-party system occur. From the historical case studies, he fashions a theory as to the why and how of party realignment, then applies it to current and recent developments, through the first two years of the Reagan presidency and the midterm election of 1982. The theoretical sections of the first edition are refined in this one, the historical sections are revised to take account of recent scholarship, and the chapters dealing with the postwar period are almost wholly rewritten. The conclusion of the original work is, in general, confirmed: the existing party system is likely to be strengthened as public attention is again riveted on domestic economic issues, and the headlong trend of recent decades toward political independence and party disintegration reversed, at least for a time.

Critics charged that Green Party voters inadvertently contributed to the election of a conservative Republican president because they chose to "vote their conscience" rather than "choose between two evils." But why this choice of two? Is the two-party system of Democrats and Republicans an immutable and indispensable aspect of our democracy? Lisa Disch maintains that it is not. There is no constitutional warrant for two parties, and winner-take-all elections need not set third parties up to fail. She argues that the two-party system as we know it dates only to the twentieth century and that it thwarts democracy by wasting the votes and silencing the voices of dissenters. The Tyranny of the Two-Party System reexamines a once popular nineteenth-century strategy called fusion, in which a dominant-party candidate ran on the ballots of both the established party and a third party. In the nineteenth century fusion made possible something that many citizens wish were possible today: to register a protest vote that counts and that will not throw the election to the establishment candidate they least prefer.
