Wherever party politics is weakly institutionalized, political inequality tends to be greater, commitment to pluralism less certain, clientelism and corruption more pronounced, and populist demagoguery a greater temptation. Without party, democracy's hold is more tenuous.

Political science has moved from describing institutions to the thorough analysis of behavior within these institutions and the interactions between them. The inevitable consequences of the maturing and institutionalization of the discipline of political science in many countries include the forming of sub-fields and specialized research communities. At the same time the number of democracies has vastly increased since the 1980s and although not each attempt at democratization was eventually successful, more heterogeneous systems with some form of party competition exist than ever before. As a consequence, the literature addressing the large issues of party democracy spreads over many research fields and has become difficult to master for individual students of party democracy and party governance. The present volume sets out to review the behavior and larger role of political parties in modern democracies. In so doing the book takes its departure from the idea that the main contribution of political parties to the working of democracy is their role as vehicles of political competition in systems of government. Consequently the focus is not merely in the internal functioning of political parties, but rather their behavior the electoral, legislative, and governmental arenas. Thus several chapters address how political parties perform within the existing institutional frameworks. One more chapter looks at the role of political parties in building and adapting these institutions. In many cases, outsiders have risen and filled the void, posing a threat to democracy. Why do most new parties fail? Under what conditions do they survive and become long-term electoral fixtures? Brandon Van Dyck investigates these questions in the context of the contemporary Latin American left. He argues that stable parties are not an outgrowth of democracy. On the contrary, contemporary democracy impedes successful party building. To construct a durable party, elites must invest time and labor, and they must share power with activists. Because today's elites have access to party substitutes like mass media, they can win votes without making such sacrifices in time, labor, and autonomy. Only under conditions of soft authoritarianism do office-seeking elites have a strong electoral incentive to invest in party building. Van Dyck illustrates this argument through a comparative analysis of four new left parties in Latin America: two that collapsed and two that survived.

Using a unique new data collection, the book's chapters test propositions about the reasons for variation and similarities across party organizations. It systematically assesses the capacity of existing concepts, typologies, and methodological approaches to deal with contemporary parties. It critically analyses the 'decline of parties' literature both from a conceptual perspective and - with regard to antiparty attitudes among citizens - on the basis of empirical analyses of survey data. It systematically re-examines the underpinnings of rational-choice analyses of electoral competition, as well as the misapplication of standard party models as the 'catch-all party.' Several chapters reexamine existing models of parties and party typologies, particularly with regard to the capacity of commonly used concepts to capture the wide variation among parties that exist in old and new democracies today, and with regard to their ability to deal adequately with the new challenges that parties are facing in rapidly changing political, social and technological environments. In particular, two detailed case studies demonstrate how party models are significant not only as frameworks for scholarly research, but also insofar as they can affect party performance. Other chapters also examine in detail how corruption and party patronage have contributed to party decline, as well as the public attitudes towards parties in several countries. In the aggregate, the various contributions to this volume reject the notion that a 'decline of party' has progressed to such an extent as to threaten the survival of parties as the crucial intermediary actors in modern democracies. Should elected representatives express the views of the majority, or do they have the discretion to interpret their constituents’ interests? How can representatives balance the desires of their parties and their electors? What should be done to strengthen the representation of groups that have been excluded from the political system? Representative democracy itself remains frequently contested, regarded as incapable of reflecting the will of the masses, or inadequate for today’s global governance. Recently, however, this view of democratic representation has been under attack for its failure to capture the performative and constructive elements of the process of representation, and a new literature more attentive to these aspects of the relationship between representatives and the represented has arisen. In Creating Political Presence, a diverse and international group of scholars explores the implications of such a turn. Two broad, overlapping perspectives emerge. In the first section, the contributions investigate how political representation relates to empowerment, either facilitating or interfering with the capacity of citizens to develop autonomous judgment in collective decision making. Contributions in the second section look at representation from the perspective of inclusion, focusing on how representative relationships and claims articulate the demands of those who are excluded or have no voice. In Democracy and Political Ignorance, Ilya Somin mines the depths of ignorance in America and reveals the extent to which it is a major problem for democracy. Somin weighs various options for solving this problem, arguing that political ignorance is best mitigated and its effects lessened by decentralizing and limiting government. Somin provocatively argues that people make better decisions when they choose what to purchase in the market or which state or local government to live under, than when they vote at the ballot box, because they have stronger incentives to acquire relevant information and to use it wisely.
