Around the world, countries that once promoted more government involvement in irrigation management are adopting new policies that do just the opposite, creating incentives for farmers to take over the management of operations and maintenance, while government agencies focus on improving the management of water at the main system level. Is this just another management fad; or will the pendulum that is now swinging toward greater management control by farmers soon swing back the other way, toward greater state control? This volume reports on four countries where the state's role in irrigation management has undergone fundamental change and where the result has been a much greater management role for farmers. These studies address the political antecedents of participatory irrigation management (PIM) policies, the process of implementing the policies, and the second-generation challenges of sustaining PIM. These experiences will prove useful to policymakers and irrigation professionals who are facing similar challenges in their own countries.

While the structural infrastructure has been created with a huge financial investment in these countries, it is vital that appropriate non-structural measures are to be adopted for efficient water management. Scientific policies of operation of irrigation systems need to be developed with the aid of mathematical tools and implemented in practice. In this new technological and information age, water is becoming a source of conflict between domestic, industrial and agricultural use. The concept of Participatory Irrigation Management (PIM) has been recognized all over the world as a tool for improving irrigation management along with sustainability of the system. Irrigation systems need to be restructured to make water management efficient. A 3-tier architecture framework was carefully studied and implemented to create the WebPIM model. WebPIM lays a platform for allowing public participation in disputes and resolving decision making processes in conflicting situations, especially in cases, involving many stakeholders. WebPIM is an internet-based model that is created to benefit the users in the water management sectors in order to support decision makers on the issues concerned to irrigation water management. In developing countries the institutional mechanisms of filling the digital gap between the urban and rural communities are poor. By strengthening the involvement of government departments and private agencies, the database can be very effectively used by all stakeholders at the same time narrowing the digital gap between the urban and rural communities in the development of country.

Discourses on gender mainstreaming and Integrated Water Resource Management (IWRM) are influential, though they have often remained rhetorical and difficult to put into practice. Debate over property rights reform and inter-linking of rivers has been polarized. At the same time, there has been a rising disenchantment with policy initiatives in participatory irrigation management, cleaning up of water bodies and pollution control. Fast depletion of groundwater resources and the importance of adopting new irrigation methods are getting increased focus in the recent policy dialogue. The contributors review current debate on these and other subjects shaping the governance of water resources, and take stock of new policy developments. The book examines the experience of policy implementation, and shows where important weaknesses still lie. The authors present a roadmap for the future, and discuss the potential of alternative approaches for tackling emerging challenges. A case is made for greater emphasis on a discursive analysis of water policy, to examine underlying policy processes. The contributors observe that the ongoing democratization of water governance, coupled with the multiplication of stresses on water, will create a more visible demand for platforms for negotiation, conflict resolution and dialogue across different categories of users and uses. Finally, the authors propose that future research should challenge implicit biases in water resources planning and address imbalances in the allocation of water from the perspectives of both equity and sustainability.
