Book excerpt: This volume examines the process of decentralisation in India since the 1992 legislation which devolved powers to local government bodies to ensure greater participation in local governance and planning. It studies the functioning of gram sabhas, panchayats, school development committees, water supply and sanitation committees, Residents Welfare Associations, and rural development schemes like the MGNREGS, analysing their effectiveness and tracing the political, administrative, and fiscal powers the local government wields. With case studies from different Indian states, the book examines the functioning of local governance mechanisms and institutions in relation to crucial issues such as citizen participation, the participation of women and disadvantaged groups, fiscal decentralisation, peace-building, economic development, and education, among others. Comprehensive and insightful, this book will be an essential read for scholars and researchers of development studies, political science, public policy, governance studies, regional development, political economy, political sociology, public administration, and South Asian studies, especially those focusing on India.

Book excerpt: This volume presents the grassroots experiences, problems encountered, and lessons learnt from initiatives launched in five Indian states. The contributors cover a range of important issues including how community participation works in an environment characterized by deep-rooted socio-economic divisions; the equitable distribution of participation; identifying and defining the community; and ensuring the genuine representation of those who are traditionally excluded from decision-making in rural areas./-//-/ The five case studies cover Madhya Pradesh, Karnataka, Rajasthan, Bihar and Kerala. They collectively shed light on how decentralization in education has been actualized in different parts of the country. These experiences contain valuable insights which can be fruitfully applied to the primary education sector. A theme running through the volume as a whole is ways to bring about genuine partnerships between civil society, the administration and NGOs in the drive to achieve universal education.

This book was released on 2006 with total page 38 pages. Available in PDF, EPUB and Kindle. Book excerpt: Abstract: "There is a growing belief in development policy circles that participation by local communities in basic service delivery can promote development outcomes. A central plank of public policy for improving primary education services in India is the participation of village education committees (VECs), consisting of village government leaders, parents, and teachers. The authors report findings from a survey in the state of Uttar Pradesh, of public schools, households, and VEC members, on the status of education services and the extent of community participation in the public delivery of education services. They find that parents do not know that a VEC exists, sometimes even when they are supposed to be members of it; VEC members are unaware of even key roles they are empowered to play in education services; and public participation in improving education is negligible, and correspondingly, people's ranking of education on a list of village priorities is low. Large numbers of children in the villages have not acquired basic competency in reading, writing, and arithmetic. Yet parents, teachers, and VEC members seem not to be fully aware of the scale of the problem, and seem not to have given much thought to the role of public agencies in improving outcomes. Learning failures coexist with public apathy to improving it through public action. Can local participation be sparked through grassroots campaigns that inform communities about the VEC and its role in local service delivery? Can such local participation actually affect learning outcomes, and can any impact be sustained? The authors describe information and advocacy campaigns that have been experimentally implemented to address some of the problems with local participation, and future research plans to evaluate their impact."--World Bank web site.
